HomeMy WebLinkAbout09/09/2011 TOWN OF SOUTHOLD MS4 COMPLIANCE COMMITTEE Minutes of September 9, 2011 Present: Town Councilman Al Krupski, Trustee John Bredemeyer, Jennifer Andaloro, ATA, Jamie Richter, Engineering Inspector, John Sepenoski, Technical Coordinator II, and Mark Terry, PrincipaJ Planner. Approved minutes from July 11,2011 with one change - all references to John should be denoted as John S. or John B. II. Updates: a. Illicit Discharge Detection Training: i. Jamie has scheduled training with the Planning Board, Land Preservation and is working on creating a training program with manuals and a power point presentation. Training with the Building Department will take place separately since it is more detailed. Jamie will continue to schedule training with various identified Departments. ii. The Committee also confirmed that the police have been identified to be trained in detection, as well as the Trustees and the CAC. Bond/Budget - The Town Board passed the bond resolution on August 23, 2011. The resolution is subject to a permissive referendum. The time within which a permissive referendum can be requested expires on September 23, 2011. Budds Pond Filter/Other Projects - Regarding the expense - the cost of the Project including a stainless steel vault and the 200 filter bricks recommended by the manufacturer will be over $50,000. The Committee agreed that it would be ideal to pursue a simpler and less expensive option of purchasing several filter bricks and have the Town design and install a catch basin. This Project has already been approved by the Town Board. d. Grant Update: Mark reported that the contract for Hashamomuck Pond has been received by the Town. The Town Board would like to RFP the work for the three permitted projects and Jamie will prepare the RFPs. The Committee agreed that individual bids for each project would be ideal. ii. Mark will restructure the grants during the winter so that the Town can obtain 50% back. iii. The Committee also discussed a project on Grove Road and possibly utilizing any remaining monies from the Budds Pond Project to ascertain where the property lines are. iv. Goldsmith - grant contract requires signature of the Town Board. There will be money left over after the Project is complete (approx. $80,000). The Town may consider utilizing some of the remaining monies to continue armoring the area near the parking lot as a shoreline protection project or an erosion protection project that can be tied into the grant or a dredging project. Goldsmith Study - Hugh Switzer would like to include DNA source sampling as part of the grant. Mark will coordinate with John S./Jamie and Lorne (Cornell) regarding the location of the testing. The phragmite removal has been moved to the Spring of 2012. Once the Phragmite is removed, the Town may discover additional stormwater mitigation potential. III. A summary of the revisions of Chapter 236 was presented by Jennifer. The Committee agreed to review the draft legislation and forward any comments to Jen/Jamie/John S. for review and incorporation into the draft by September 18, 2011. Going forward the draft will be considered at the next MS4 Compliance Committee meeting, referred to the Town Board, and presented to Code Committee. The revised law must be adopted prior to March 2012. IV. Upcoming Deadlines - John S. presented the Committee with a brief overview of upcoming MS4 permit deadlines which will be discussed in more detail. Next meeting to be scheduled for the last week in September.
