HomeMy WebLinkAbout10/05/2011 TOWN OF SOUTHOLD MS4 COMPLIANCE COMMITTEE Minutes of October 5, 20tl Present: Supervisor Scoff Russell, Town Councilman Al Krupski, Trustee John Bredemeyer, Jennifer Andalom, ATA, Jamie Richter, Engineering inspector, John Sepenoski, Technical Coordinator II, and Mark Terry, Principal Planner. I. Approved minutes from September 9, 2011 meeting. II. Updates: MS4 Bond - Statutory period for permissive referendum has lapsed and the funding source is in existence. Grant Update (Mark Terry): The GIGP3 (Green Infrastructure) Grant can be utilized for certain stormwater projects and offers a 90% match. The application is due to the State on October 31,2011. Mark, Jamie and John S. have worked on a shod list of projects (mostly read ends on impaired waterbodies) that can be pad of the application which include: 1. Glenn Road 2. Sleepy Hollow Lane 3. Richmond Creek (3 Road ends on the Creek) 4. Spring Lane 5. Cox Neck 6. Mattituck Creek 7. Newman Property in Mattituck 8. West Avenue 0Nickham Creek) - the Committee will have to look into this Jen will draft a resolution for the next Town Board meeting authorizing Mark to apply for the GIGP3 grant program and authorizing the supervisor to execute all necessary documents. The Committee suggested that the Town Board should be presented with the shod list so that priority projects can be identified. Additionally, the Committee also noted that the Town Board should talk to Pete Harris regarding what can be done at West Avenue. PEP Intermunicipal Agreement - Jamie introduced the general concept of the PEP Intermunicipal Agreement to the Committee which involves a formal Agreement of the five East End Towns to share resources, as opposed to money. There will be a PEP meeting on November 9, 2011 III. IV. where this Agreement will be discussed and Jamie will attend and report back to the Committee. MS4 Local Law - Jen presented the comments to the draft MS4 Local Law to the Committee for discussion and additional comment. Jen will make further revisions to the draft in accordance with the Committee's comments. The Committee will continue its discussion of the draft Local Law at its next meeting. The Committee reviewed the draft Town Fertilizer and Pesticide Policy, which applies to the Town's application of pesticides and fertilizer. The policy mirrors the County specifications and the pesticide section will be updated to refer to the New York State's IPM Program. The Town is required to adopt this Policy by March 9, 2012, however the Department of Public Works has already commenced the implementation of the practices within the Policy. Any comments to the Policy will be directed to Jamie or John S. Next meeting - the next meeting should be scheduled for the week of October 24th, ideally on October 26th.
