Present Were: Absent were: Peter Young, Chairman Jack McGreevy, Member Doug Hardy, Member Derek Bossen, Member William McDermott, Member Albert J. Krupski, Jr., Councilman Lauren Standish, Secretary Audrey Horton, Member John Bredemeyer, Trustee CALL TO ORDER The meeting was called to order at 4:30 PM by Chairman Peter Young. CHAIRMAN'S ANNOUCEMENTS NEW BUSINESS Doug Hardy attended the Board of Trustees meeting held on Wed., November 16th and reported that he was pleased to hear the Trustees do mention lateral access in their discussions, During one of the hearings, Trustee John Bredemeyer suggested that raised groins that ara too high should have a 3' wide cut to facilitate passage. Doug also expressed his disappointment with the Trustees, CAC and the Town Board for not responding to the e-mails regarding sovereign rights and the Rivera vs. Calabro case. Doug recommended the Town file an amicus brief in support of Mr. Calabro. Moved by Doug Hardy, seconded by Derek Bossen, it was RESOLVED to recommend to the Southold Town Board to file an amicus brief in support of Paul Calabro in the case of Rivera vs. Calabro. Ayes: All Motion Carried Jack McGreevy attended a kick-off meeting held on November 30th to discuss the establishment of the Peconic Sustainability Institute. He participated in discussions regarding the structure, function, and focus of the Institute. He asked the CAC members to draft mission statements for the next meeting. APPROVAL OF MINUTES Moved by Doug Hardy, seconded by, seconded by William McDermott, to Approve the Minutes of November 9, 2011. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS SUSAN MAGRINO-DUNNING for the rehabilitation of the existing dwelling and deck including deck replacement, new siding, new windows, porch enclosure, expanded entry, new roof, and to repair the existing foundation on the eastern portion of the dwelling. Located: 925 Stephensons Rd., Orient. SCTM#17-1-2.1 The CAC did not make an inspection, therefore no recommendation was made. Moved by Doug Hardy, seconded by Derek Bossen, it was RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of SWANSON LIVING TRUST to construct approx. 132 If. of vinyl bulkhead in place of existing timber bulkhead and backfill with approx. 50 cy. of sand fill from an upland source, Located: 1390 Willow Terrace Lane, Orient. SCTM#26-2-25 Inspected by: Doug Hardy The CAC Supports the application with the Condition provisions are made for public access. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of RICHARD E. WRIGHT to replace upper 2'X 44' section of CCA timber retaining wall with 2'X 44' concrete retaining wall and brick cap on existing 2'X 44' concrete footing at rear of property. Increase existing 3' non-turf buffer to 6'. Existing 9' buffer on adjacent property in front of wall plus addition will yield a total of 15' buffer. Located: 120 Atlantic Ave., Greenport. SCTM#34-5-3 Inspected by: Doug Hardy The CAC Supports the application, however, the proposed work has been completed. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Derek Bossen, it was RESOVLED to SUPPORT the Wetland Permit application of SOUNA KOOLIK to construct approx. 68 If. of vinyl bulkhead and +/-21' vinyl return in place of existing timber bulkhead and return; backfill with approx. 25 cy. clean sand to be trucked in from an upland source; remove existing concrete and dilapidated wood from inside existing boat ramp (landward of high water and inter-tidal marsh); and construct +/-3.5'X 5' wood platform to existing dock in place of existing platform. Located: 1200 Sandy Beach Rd., Greenport, SCTM~43-3-10 Inspected by: Doug Hardy The CAC Supports the application with the recommendation the two groins are removed. Vote of Council: Ayes: All Motion Carried Moved by William McDermott, seconded by Derek Bossen, it was RESOLVED to SUPPORT the Wetland Permit application of JOSEPH & ELIZABETH BRITTMAN to construct a 24'X 36' detached barn/garage. Located: 80 Glenn Rd., Southold. SCTM#78-2-11.3 Inspected by: William McDermott, Derek Bossen, Peter Young The CAC Supports the application with the Condition of a 15' non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Derek Bossen, it was RESOLVED to SUPPORT the Wetland Permit application of ALAN FIDELLOW to renovate and expand upon the existing single-family dwelling. Located: 4030 Peconic Bay Blvd., Mattituck. SCTM#128-6-1 Inspected by: Derek Bossen, William McDerrmott, Peter Young The CAC Supports the application with the Condition of a drainage plan for the roof run-off and a non-turf buffer area between the top of the bank and the top of the bulkhead. Vote of Council: Ayes: All Motion Carried Moved by Derek Bossen, seconded by William McDermott, it was RESOLVED to SUPPORT the Wetland Permit application of ANNA POPE to remove existing ladder to beach; construct new 6' north return; construct 63' of new bulkhead immediately in front 4 of the existing bulkhead; modify as required and reinstall ladder to beach; backfill area landward of bulkhead with 40 cy. of clean trucked-in fill; and re-grade and re-vegetate area with Cape American Beach Grass. Located: 2690 Westphalia Rd., Mattituck. SCTM#114-7-7 Inspected by: William McDermott, Derek Bossen, Doug Hardy, Jack McGreevy The CAC Supports the application with the Condition the concrete blocks in the area 30' from the bulkhead are removed and the height of the bulkhead is consistent with the neighboring bulkheads. Vote of Council: Ayes: All Motion Carried Moved by Derek Bossen, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of MARRATOOKA CLUB, INC. to remove the existing timber bulkhead, including easterly jog/return, and construct partially landward thereof and in line with adjacent vinyl bulkhead to east approximately 130 If. of vinyl bulkhead; construct +/-36' vinyl return in place of existing westerly return; backfill with approximately 75 cy. of sandy fill from an upland source; remove and replace (in place) existing 3.5' wide wood walkway through vegetated buffer; and construct 4'X 4' wood platform and 4'X 11' steps to beach. Located: 2670 Park Ave., Mattituck. SCTM#123-8-14 Inspected by: Derek Bossen, William McDermott, Peter Young, Jack McGreevy The CAC Supports the application with the Condition of a drainage plan for the building and the two non-functioning groins are removed. Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND & COASTAL EROSION PERMITS Moved by William McDermott, seconded by Derek Bossen, it was RESOLVED to SUPPORT the application of RENATE HERTEL to Amend Wetland Permit #7330 to increase the size of the proposed first floor addition and reconfiguration of the existing brick walkways. Located: 205 Cedar Point Dr. West, Southold. SCTM~90-2-25 Inspected by: William McDermott The CAC Supports the application with the Condition of a 20' non-turf vegetated buffer and the goose fence is removed. Vote of Council: Ayes: All Motion Carried Peter Young and William McDermott will attend the next regular meeting of the Board of Trustees scheduled for Wed., December 14, 2011. 5 The next meeting of the Conservation Advisory Council has been set for Wed., January 11, 2012 at 4:30 PM at Down's Farm Preserve.
