HomeMy WebLinkAbout12/12/2011 TOWN OF SOUTHOLD LOSS CONTROL PROGRAM EXECUTIVE SAFETY COMMITTEE Minutes of December 12, 2011 Present: Councilman William Ruland, Jen Andaloro, Assistant Town Attorney, Chief Marty Flatley, Police, Peter Harris, Superintendent of Highways, James McMahon, Deputy Public Works, Christine Foster, Personnel, Sandra Berliner, Secretary to Supervisor, Elizabeth Neville, Town Clerk, Jim Bunchuck, Solid Waste Coordinator and Phillip Beltz, Special Projects Coordinator. Also present: Susan Ciervo Boyle, Wright Risk Mgt. Excused: Supervisor Scott Russell, John Cushman, Comptroller and Karen McLaughlin, Human Services Director Review and Approval of Minutes from October 21,2011 Meeting Workplace Violence Prevention: · Training Status-All Town employees have been trained for 2011. · Review of Incidents-None reported OSHA Training Status: Christine Foster will maintain central records of OSHA training for employees. Department heads should provide her with training accomplishments. Follow-Up Status of Employee Safety Concerns · Justice Court-Police Department provides a presence during court hours. · Building surveillance costs-Betty will email proposal she received to committee members for discussion at next meeting. · Parking Lots-Jim M. will review and provide cost estimates for below: o Town Hall-In an effort to stop speeding and prevent accidents, the committee agreed to make recommendation to Town Board for: 1. Making one way-enter Horton's and exit Traveler's 2. Repave parking lot 3. Stripe spaces with diagonal spaces 4. Remove dumpster o Annex-In addition to employee survey comments, an employee at the Annex commented that lighting in parking lot is inadequate and not safe. Jim M. will do an analysis of whether the lighting is adequate? · Human Resource Center-Signage has been installed directing visitors to the front office and employees making field visits are directed to take walkie-talkies from HRC or personal cell phones to call office when they arrive at destination. · Planning and Land Preservation-Philip and Jen met with Melissa and Heather to resolve issue of people walking through planning to see Land Pres. staff. Signage posted for "authorized personnel." Biohazard Containers Status: · Human Resource Center and Town Hall have containers in place; Jim M. will check whether the Annex has received it and where it is placed. Hepatitis B Shots Status-Jen reported that the third series will be administered the week of March 5, 2012. New Employee Orientation Packets-Jen reported employee orientation letters have been revised to include information regarding hepatitis B shots--this will be for new full-time and part-time employees with risk of exposure, seasonal, police, elected, etc. Annual Site Visit Results-Phillip reported that site visit with Wright Risk Mgt. indicated no safety concerns with the exception of the Peconic Lane Community Ctr. and Recreation Ctr. campus because of the dilapidated fence between the two sites. Jim reported that the fence will be dismantled by January. Flu Season Precautions-The committee suggested that payroll checks could contain a message with precautions of flu season--Christine stated that the Town's payroll system cannot accommodate large messages but in the interim she will contact the National EAP for information to disseminate to staff. Fire Drill Status-Floor plans for exit - Emergency Evacuation Policy will be amended in the New Year to reflect detailing explicit stairs and exits for annex staff (Planning, Land Preservation, and Town Attorney.) Phillip and Jen will review and make recommendations to the committee. Work-related Injuries/Supervisor Accident Investigation Report- Review of injuries report however there were no supervisor accident investigation reports to provide detail. Councilman Ruland expressed concern that insufficient feedback is provided on the injury log to ascertain how best to prevent accidents from occurring/reoccurring. Christine will send memorandum to department heads requesting that all incidents must also have supervisor investigation form for the review of the Executive Safety Committee.
