ARCHITECTURAL REVIEW COMMITTEE
April 29, 2004
The ARC met at Town Hall at 4:30 p.m. Members present were:
Garrett A. Strang, Co-Chairman.
Robert I. Brown, Co-Chairman
Herbert Adler, Jr. Landmarks Preservation Committee
Howard Meinke, Cutchogue
Robert Keith, Mattituck, Secretary
Aisc present were Bruno Semon and Valerie Scopaz of the Planning Board staff,
Stacy Jacobson, Esq. for CVS Pharmacy; and Leonard Vaccariello for Southold
Floor Covering
Moved by Herbert Adler and seconded by Garrett Strang, it was RESOLVED to
APPROVE the MINUTES of the meeting of April 15, 2004.
Vote of the Committee: Ayes all.
CVS PHARMACY (Main Road - Mattituck)
The applicant agreed to meet earlier conditions regarding the number and location
of additional multi-paned windows, the use of red stampcrete for internal
sidewalks and the use of architectural shingles as well as the placement of
building mounted light fixtures. It was RESOLVED by Herbert Adler and
seconded by Garrett Strang to APPROVE the APPLICATION
with the FURTHER CONDITIONS that the most southerly and northerly dormers
on the left and right elevations be centered on the respective columns beneath
them, that the top of the sign be no more than 7 or 8 feet from the ground and that
the Committee and the applicant consider how the site plan and the applicant
might improve the Park at the front of the site
Vote of the Committee: Ayes All.
Applicants are reminded that deviations from approved plans without the review
and approval of the Architectural Review Committee will cause recision of the
original approval and may negatively impact upon securing the Certificate of
Occupancy.
SOUTHOLD FLOOR COVERING (46255 County Road 48 - Southold)
In a preliminary discussion, the applicant described a 7800 square foot buildng
with 4100 feet of retail splace and a rear warehouse of 2000 feet. The Committee
felt that the height of the warehouse should be lowered by 5 feet, perhaps by
sinking it into the ground, and that a siding material be used other than vinyl,
natural preferred.
It was recoimmended that the ZONING BOARD OF APPEALS GRANT the
requested relief to the rear lot line and the width of the building in consideration of
the design of this specific building.
OSPREY DOMINION WINERY (Main Road - Peconic)
In a preliminary presentation, the Committee reviewed a second story addition to
the present tasting room and the addition of a 1350 square foot glass
conservatory to its rear. Moved by Garrett Strang and seconded by Herbert Adler,
it was RESOLVED to AGREE in CONCEPT subject to the submission of the
usual items on the Committee's checklist.
Vote of the Committee: Ayes All.
GREENPORT HEIGHTS DEVELOPMENT CORP. (74365 Main Rd. - Greenport)
The Committee reviewed revised plans, concluding that the pediment and glass
doors were not sufficient to make the southerly elevation appear to be street
frontage ( a reverse gable might be one possibility) and that the east elevation still
has the appearnace of the rear of the building.
RMB REALTY (North Road - Southold)
Reviewing revised plans, the Committee suggested that the poles and fixtures for
the land banked parking not be installed until needed and that the wiring be
looped until then. The Committee awaits sign detail, building mounted lighting
and the material for the internal sidewalks.
ADMINISTRATIVE MATTERS.
In response to an inquiry fron the Town Board and in light of perennial vacancies
the Committee concludes that the allocation of membership by hamlet may
certainly be waived as needed.
The Committee was asked to schedule meetings during working hours to the
extent possible to relieve the budget pressures in the Planniing Department
