The variance will NOT have an adverse effect or impact on the physical or environmental conditions in the neighborhood or district because: The proposed facility would be unoccupied and would not result in an assembly of persons or excessive traffic. Operation of the proposed facility would not result in disturbance to nearby residential dwellings by reason of lights or vibration. Finally, as the applicant is a public utility under applicable case law (Cellular Telephone Company v.
