Southold Town Hall
October 24, 2011 Meeting
Called to Order 10:10 AM by Chairman Neb Brashich.
Members Present:
Planning Director Heather Lanza, Councilman Chris Talbot, Margaret Brown, Jim Baker,
Frank Field, Greenport Rep Bob Feger and Tom Fox.
Members Absent:
Town Engineer Jamie Richter, Chief Martin Flatley and Highway Superintendent Pete
Harris.

A motion to approve the minutes was made, seconded and was carried.
East End Transportation Council
Neb reported further on the Council's meeting of September 13. The Council will address
the East End Supervisors and Mayors Association after the elections with updates on past actions
and will also request future mandates for the Council. Neb also reported that EETC Director Tom
Neely of the Town of Southampton has recently lost his secretary due to budget cutbacks and now
has no backup for his EETC workload.
Neb further advised that any new mandate for the Council should focus on the
implementation of the SEEDS recommendations. However, funding remains an issue and there is
concern as to whether the past allocation of $5,000 will again be available to fund coordination.
The lack of full participation by all East End towns also remains an issue.
At the Council's meeting, Jerry Bogacz of NYMTC discussed the Executive Summary of the
SEEDS document concerning land use and transportation. Neb suggested that the EES&MA
should focus on maximizing hamlet density and on transit-focused investments. Those issues
should be followed up with the town boards.
The September 13th meeting also discussed the availability of federal funding. NYSDOT
Region #10 (Nassau and Suffolk) is currently underfunded for its 5-year projects. However,
Region #10 is questioning the use of federal funding due to onerous paperwork requirements. At
this time, NYS's budget funding for Region #10 is uncertain.
Finally, the EES&MA is not incorporated and there is a lack of consensus about issues. It
was suggested that this issue be discussed with the Supervisor.

Current Transportation Issues
Mill Road, Peconic - No Parkinq Issues
Neb's memo of September 28th to Supervisor Russell concerning the Town Board's newly
adopted no parking rules re-emphasized that the Commission's original recommendations of July
5th were the preferred solution to the issue.
Southold/Greenport Bus Shelters
Neb reported that he had finally been able to make contact with the SCDPW person in
charge of that program. In a sign of apparent progress, $200,000 is available for two shelters and
SCDPW will review the situation for inclusion of those two shelters in its plan for action. Neb will
ask Jamie Richter to follow up with SCDPW concerning the placement of the Southold shelter
(understood to be on Route 25 in way of the library).
Orientation / Interpretive Si.qnage Project
The authorization letter for signage placement has been received from the Village of
Greenport. Tom Fox has followed up with the Southold Historical Society concerning its issuance
of a similar letter. NYSDOT is currently walking through RBA Phase II for approval and a
subsequent funding request.
711 - Mattituck
A recent article in the Suffolk Times reported that a pole on the northeast corner of Route
25 and Factory Avenue is interfering with the opening of the 711 store. As a requirement for the
issuance of a Certificate of Occupancy, that pole was to be removed to permit the cutting and
rounding of the sidewalk in way of that location. Heather Lanza reported that no C.O. will be
issued until the pole has been removed and the sidewalk work has been completed.
However, the NYSDOT will take no action on that matter until the spring of 2012. 711 's
management has advised that it cannot await its opening until next spring. It is understood that the
Planning Board will consider a request for a C.O. at its October meeting.
Hudson City Savings Bank- Mattituck
Due to a dispute concerning construction costs at the site, there has been no further action
toward completion of the project.
Harbes FamilyWinery, Mattituck
With respect to traffic control issues, it is understood that Harbes now prefers option #1 as
proposed in Neb's memo of September 29th to Heather Lanza.
Continuing Review of Streetlights Reduction Proposal
Further discussion of that issue has been postponed in the absence of Pete Harris.
Planning Board Requests
None.
Old Business
The minutes of the July 25th meeting have been amended.
New Business
Councilman Talbot provided a Town of Southampton document covering requirements for
the licensing of operators of transportation for hire. It is thought that a similar regime might be
useful in the Town of Southold for the regulation of buses, van and limos engaged in "Agritourism".
Wickham Avenue and Route 48
The issue of a turn signal at that intersection requires further observation.
Parks and Recreation Draft #3
Heather Lanza recommended that Members should review the draft for further discussion.
