TERRY TOWN CLERK REGISTRAR OF VITAL STATISTICS MARRIAGE OFFICER RECORDS MANAGEMENT OFFICER FREEDOM OF INFORMATION OFFICER Town Hall, 53095 Main R~ P.O, Box 1179 Southold, New York 1 Fax (516) 765-1823 Telephone (516) 765-180 OFFICE OF THE TOWN CLERK TOWN OF SOUTHOLD THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION WAS ADOPTED BY THE SOUTHOM) TOWN BOARD AT A REGULAR MEETING HELD ON JULY 25, 1995: WHEREAS, the Town of Southold is enriched by the diversity of its population; and WHEREAS, the Town is a mosaic of people from many different racial, religious, and ethnic backgrounds; and WHEREAS, intergroup harmony is important to the security of every community; and WHEREAS, no form of bias, bigotry, or prejudice is acceptable in Southold; and WHEREAS, an affirmative program of anticipating and reducing intergroup tensions, promoting community harmony, and fostering respect and -tolerance is in the best interests of the Town of Southold; and WHEREAS, town governments throughout Long Island have established successful anti-bias task forces to address these issues; now, therefore, be it RESOLVED that the Town Board of the Town of $outhold hereby creates a $outhold Town Anti-Bias Task Force Steering Committee, consisting of no more than fifteen (15) people who shall be appointed by the Town Board; and be it FURTHER RESOLVED that the goal of the Southold Town Anti-Bias Task Force is to plan and implement programs to promote intergroup harmony, reduce prejudice, foster respect and tolerance, and shall advise the Town Board on the appropriate responses to bias-related issues and incidents whenever necessary. ~" Judith T. Ter_r'y Southold To~n Clerk July 26. 1995 OCTOBER 15, 1996 ~1-Moved by Councilwoman Olive, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby adopts the following Mission Statement and Protocol for the SouthoJd Town Anti-Bias Task Force - Steering Committee: MISSION STATEMENT The Anti-Bias Task Force shall promote diversity, unity and understanding in Soutbold Town, It is their mission to organize educations and group activities as well as legal and legislative efforts to eliminate all forms of bias and preiudice. PROTOCOL RESPONSIBILiTiES Serve as liaison between the community, including reilgious ihstitutlons, and, government when an issue of bias occurs or is perceived to have Serve as the community resource to which the public should be encouraged to turn with complaints about bias-related incidents. Organize act~vlties and educational forums to help foster good will and understanding in the diverse Southold population. HOW TASK FORCE SHOULD FUNCTION The Task Force can act only on specific complaints from indlv~duals or groups. It has no investigatory or police authority and serves in an advisory role to individuals, groups or government, Protocol 1. An individual (or group) complains about a specific incident directly to the local police, which judges it to be bias-related and, hence, a crime. PD should report to an established contact on the Task Force. Task Force, without interfering with police procedures, should monitor progress, if deemed advisable, Task Force can communicate with the "aggrieved~' an'd offer to assist. This includes outlining additional government resources that are available. Bias-related incidents should also be reported to the Suffolk County Human Rights Commission and its Anti-Bias Task Force, Protocol 2. If an incident is, reported directly to a member of the Task Force, the indi,vidual or group shall immediately be referred to the Police Department. After confirmation that it is, in fact, a bias incident, the Task Force should foltow the procedures outlined in Protocol 1, including reporting the incident to the Suffolk County H~Jman Rights (~ommission and its Anti-Bias Task Force for guidance and investigation if nature of incident justifies. Protocol 3. "Aggrieved" is not satisfied with progress on complaint for whatever reason. Task Force responsibility is A) attempt to act as intermediary between parties and resolve differences, and B) inform the "aggrieved" of further steps he/she can undertake. This includes filing complaint with the following: 1. Town Board, 2. Suffolk County Human Rights Commission. 3. Suffolk County Anti-Bias Task Force. ~. New York State Divis[on of Hurnan Rights, 5. U.S. Depaltment of Justice C~¥il Rights Division.
