THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2009-667 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON
JULY 28, 2009:
WHEREAS, on April I, 2008, the Town contracted with the North Fork Animal Welfare
League for dog control services to meet the Town's obligations under Sections 114 and 115 of
the New York State Agriculture and Markets Law; and
WHEREAS, the Town has completed in all material respects the construction of a new animal
shelter facility to be used by the League in carrying out its responsibilities under the contract;
and
WHEREAS, the Town finds that the supervision of its contract with the League with the intent
to ensure/monitor compliance with the terms therein does not fall clearly under any of the
existing departments of Town government;
NOW, THEREFORE, BE IT
RESOLVED that the Town Board of the Town of Southold hereby establishes the Town Board
Standing Committee on Animal Welfare comprising the following three Town Board members,
all of whose terms shall run to June 30, 2010, at which time the Board shall consider
reappointments to the Committee:
Thomas Wickham
Albert Krupski, Jr.
Vincent Orlando

RESOLVED that the charge to this Committee is to review on an ongoing basis and report to
the Board the followi_ng:
(1) Any and all aspects of the North Fork Animal Welfare League's compliance with
the obligations and responsibilities set forth in the April 1,2008, Agreement with
the Town;
(2) Any and all aspects of the North Fork Animal Welfare League's compliance with
Article 7 of the New York State Agriculture and Markets Law;
(3) Compliance with Chapter 83 of the Town Code;
(4) Compliance with recordkeeping and reporting requirements pursuant to Article 7
of the New York State Agriculture and Markets Law and regulations promulgated
thereunder;
(5) Remittance and collection of license, adoption, and redemption fees to the Town
Clerk;
(6) Oversee the management and supervision of the Animal Shelter;
(7) Monitor compliance with insurance requirements and revisit the adequacy of the
contractual requirements;
(8) Compliance with auditing and financial reporting requirements;
(9) Monitor and inspect the condition of the Animal Shelter Facility and
recommending repairs and improvements thereto; and
(10) Review existing contract to make recommendations to the Town Board regarding
terms forsuccessor agreements.
