HomeMy WebLinkAbout09/26/2011Southold Transportation Commission Southold Town Hall Annex September 26, 2011 OCT 2 4 2011 Presen_t: Neboysha Brashich, Jim Baker, Margaret Brown, Chief Martin Hatley, Bob Feger, Frank Field, Chris Talbot, Heather Lanza, Brian Cummings, Absent: Tom Fox, Pete Harris, Jamie Richter Approval of July 25. 2011 Minutes: Heather moved, and Jim Baker seconded a motion to accept the minutes of the July 25 meeting. The meeting of August 29,2011 was cancelled due to the hurricane. Resignation: The Commission acknowledged the resignation of Commissioner Joel Reitman. Harbes Pedestrian Plan Update: Heather and Brian reported that the Harbes family's main concern is pedestrians crossing South to North on Rte 25. They offered to put a crosswalk in front of the farm stand and add several "Cross at Crossv(alk" signs. They did not address traffic congestion. After a lengthy and comprehensive discussion, the Commission recommended three options for the Planning Board: 1. Have a Town traffic control officer(s) paid for by Harbes on duty during '!busy" times (to be determined). The officer would direct pedestrians to cross, probably at the intersection with Hallock Lane. The officer would also assist cars leaving Hallock Lane. Harbes would be asked to put up signs directing pedestrians to cross only at the designated place, and to indicate parking up Hailock Lane. 2. Direct cars to park in a designated field off Aldrich Lane. Customers would have to do all their business on the South side of Sound Ave and could not walk across to the North. They would have to drive to the North side if they wished to visit the main farm stand or winery there. 3. Install a traffic signal on Sound Avenue at Hallock Lane, activated only during "busy" times - not all year. This would be the only crossing area for pedestrians and cars. EETC Update: Neb attended the September 13,2011 meeting. Most of the discussion was guided by the NYMTC representative Jerry Bogacz and centered on having a review of the results of the SEEDS project in light of current developments. Neb reported that in Southold the town has used a number of SEEDS concepts in town planning. The new members of the Supervisors and Mayors Association will be brought up to date at their February or March meeting, after the election. Four towns signed an Intermunicipal Agreement at the time of SEEDS. Neb said that it is important to focus on SEEDS outcomes and use the results to redirect the EETC focus. Also on the agenda was another presentation about Metropool and RideSharing. Some progress is being made with this effort, but more outreach is needed. The hospitals, Southampton Town Hall and Peconic Landing are all participating to some extent. The subject of discontinuing Sunday bus service was discussed. Margaret reported that summer ridership on the Sunday service on the S92 and 10C exceeded all expectations. Jay Schneiderman is hoping to get a bill through the County Legislature so that the fare increase can create a revenue cushion before starting permanent Sunday and holiday service in May. Comprehensive Town Plan: Neb had nothing specific to add. He said it looks very comprehensive and complements our Scenic Byway status as well as meshing with Promotion Council principles. Jim Baker moved and Bob Feger seconded a motion that the Commission accept the proposal. All agreed. Sunervisor's Reauests: Supervisor Russell received a letter from the Orient Fire District requesting parking restrictions in Orient on Village Lane from the Orient Yacht Club to King Street and further 100' to Willow Terrace Lane. This is a safety issue for emergency vehicles. Chief Flatley thinks the request is valid. The Commission agreed and will inform Supervisor Russell. Current Transporttion Issues - Updates: Southold-Greenport Bus Shelters - Neb is still working on acquiring two shelters. There is about $200,000 still available but no one has responded to Neb's countless messages. He will persist. Orientation/Interpretive Signage Project - RBA Phase II - We are waiting for the DOT on the RBA proposals as well as a draft RFP for manufacturing the signage. Neb received a letter dated June 27, 2011from Mayor Nyce of Greanport giving permission to construct a kiosk in the municipal parking lot between Main and First Streets. (The letter seems to have been delayed in its delivery.) Review of Streetlights Reduction Proposal - Jim Baker reported that in New Suffolk the lighting appears adequate. There are only a few redundant lights. In Greenport, some lighting is OK but at Eastern Long Island Hospital, there are very bright lights There was also some discussion of general lighting in the community and whether reflectors on poles would be sufficient in some areas. Neb asked Chris to report to the Town Board on our pilot program and ask how they want us to proceed. This subject will be revisited when Pete Harris is available to participate in the discussion. Wickham Avenue & County Road 48, Mattituck - Mattituck Fire District Request - Addition of Turning Arrows at Intersection Lights - Chris Talbot said the county is reviewing this. Old Business and New Business: Mill Road - In response to a memo from Neb dated July 5, 2011, the Town Board discussed parking on Mill Road and subsequently installed No Parking signs the entire length. Most residents were unhappy. The Supervisor asked the Commission's opinion and we are standing by our original recommendation as specified in the July 5 memorandum. Stop Sign on Vanston Road - The Homeowners Association met and the Supervisor attended the meeting. The Association wants the stop signs. Pete does not agree. There is no record of any accidents at the site. Now there must be a decision between Pete and the Town Board. Stop Sign at Bay Water and Main Bayview Roads in Southold. This sign was installed with no input from the Commission. Lack of communication is still a problem. Limousine Commission - Chris will look into the possible formation of a Limousine Commission which would check for proper insurance, licensing, and advertising on vehicles among other things. Memoranda sent August 8, 2011 by Neb responding to requests from Supervisor Russell *No Parking/No Standing - Alvah's Lane, Cutchogue - Commission agrees to such a zone, length to be determined by Superintendent of Highways. *Extension of No Parking on Ballie Beach and East Roads, Mattituck all the way to the beach - Commission agrees. *Request Stop Sign at Booth and Washington, Greenport - Commission agrees and this will now be a three-way stop. *Parking by Permit Only - Glen Court and Vista Place, Cutchogue.
