Adoption of Meeting Minutes: · Acceptance of meeting minutes from October 4, 2011 MOTION made by Maureen Cullinane, seconded by Sam McCullough, to accept the Land Preservation Committee meeting minutes from October 4, 20'1 '1. Motion carried: 4/0 (Lillian not present at time of vote) Land Preservation Applications and Inquiries: · Status update re: current projects Cooper Farm - AgPDD application submitted to Town Clerk on October '17th. Application under review to see if application is complete. When complete, application will go to Town Board (meeting '10/257) for review and referral process will begin. Applicant had offered 4 development rights. · Status update re: projects under contract Terry Farm - Working on details for grant requirements; awaiting federal approval of appraisal and easement. Swain - In process of scheduling closing for early November. Marratooka North - Landowner met with Planning Staff this week re: ODA Pindar Vineyards - Land Preservation Department awaiting survey and environmental site assessment. Manor Grove - PlanningFFNC working on Health Department requirements for subdivision and lot line change needed to eliminate encroachments. Applications & Inquiries for Uses or Structures on Preserved Property: · SCTM #1000-115.-2-9.3 (C. Forman Farm f/k/a B. Sidor) Request for deer fence within Development Rights Easement Request submitted by current landowner for "as is" deer fencing installation was reviewed by Committee. MOTION made by Sam McCullough, seconded by Maureen Cullinane, to approve the deer fencing installation "as built". Motion carried: 4101'1 (abstained - Eric Keil as he has ownership interest in the adjacent farm) SCTM #1000-63-1-1.5 (Cliff Cornell f/k/a G. Conway) Request for agricultural storage building within Development Rights Easement LPC member John Sepenoski was not present during this discussion as he is related to applicant. Request submitted by current landowner for a 42'x60' barn replacement where the dilapidated barn now exists was reviewed by Committee. Landowners proposed to use the barn for agricultural storage equipment for us in a "black walnut nursery operation" or "possible vineyard". Farm is now a fallow field. LPC members requested additional information from the landowners as to details of his farm business plan and proposed use of the new barn building. Information was requested due to fact that property is not currently in active agriculture. Melissa will contact landowner. Stewardship and Management: · Review of draft Policy Naming Open Space Lands and Open Space Improvements (Laura Klahre - 7:00 p.m.) Several comments were made concerning clarification of sections within the drafted policy: a new section relating to dedications on plaques, rocks, benches, etc. is to be added that will include a maximum plaque size of '1 '1"x'17", a requirement that all proposed plaques be reviewed by LPC and be in accordance with the management plan of that property, and re-naming of lands will not be considered for '15 years. Laura will make revisions to drafted policy and send to LPC members via email before making presentation of policy to the Town Board. General Land Preservation Items: · CPF Joint Town Coordinating Committee Review draft Some of the five East End Towns have adopted the Intermunicipal Agreement Among the Peconic Bay Region Towns Establishing the Peconic Bay Region Community Preservation Fund Joint Town Coordinating Committee. Southold Town has not. Supervisor Russell was asked to bring the Agreement before the Town Board. Supervisor Russell asked Land Preservation Committee to review the proposed Agreement. The committee members reviewed the proposed Intermunicipal Agreement Among the Peconic Bay Region Towns Establishing the Peconic Bay Region Community Preservation Fund Joint Town Coordinating Committee. The Land Preservation Committee found that few changes had been made since the Committee had last reviewed this Agreement and had recommended that the Town Board not support a CPF Joint Town Coordinating Committee. MOTION to recommend to the Southold Town Board that the Board not adopt the proposed Intermunicipal Agreement Among the Peconic Bay Region Towns Establishing the Peconic Bay Region Community Preservation Fund Joint Town Coordinating Committee as the Land Preservation Committee finds that it is not in the best interest of the Town of Southold to adopt this Agreement. Motion carried: 5/0 (yes - Sam McCullough, Maureen Cullinane, John Sepenoski, Eric Keil and Lillian Ball) Horton Lane Farm - RFP review [executive session] (7:15 p.m.) The LPC members entered into EXECUTIVE SESSION. LPC members reviewed RFP information. END OF EXECUTIVE SESSION MOTION made by Eric Keil, seconded by Maureen Cullinane, to set an asking purchase price for the sale of the Hortons Lane Farm. Motion carried: 5/0 Trail Maintenance Update (John Sepenoski) John gave update on trail maintenance and mowing at several Preserves and reviewed portions of an anonymous written complaint regarding unmowed trails & Preserves' maintenance. Suffolk County Farmland Committee September 27th Meeting Update Melissa gave update on her attendance at the Suffolk County Farmland Committee Meeting and status of projects related to the Town of Southold. Next Regular Meeting: o The next regular meeting will be held on November 1, 2011 at 7:00 p.m. in the Annex Executive Board Room.
