HomeMy WebLinkAbout10/21/2011 TOWN OF SOUTHOLD LOSS CONTROL PROGRAM EXECUTIVE SAFETY COMMITTEE Minutes of October 21, 2011 Present: John Cushman, Comptroller, Jen Andaloro, Assistant Town Attorney, Chief Marty Flatley, Police, Peter Harris, Superintendent of Highways, James McMahon, Deputy Public Works, Christine Foster, Personnel, Sandra Berliner, Secretary to Supervisor, Elizabeth Neville, Town Clerk and Phillip Beltz, Special Projects Coordinator. Also present: Susan Ciervo Boyle, Wright Risk Mgt. Excused: Supervisor Scott Russell, Councilman William Ruland, Jim Bunchuck, Solid Waste Coordinator and Karen McLaughlin, Human Services Director, Minutes of Auqust 29, 2011 Meetin,q: Approved Workplace Violence Prevention Update: · Review of Incidents-None reported. · Training: Sandi reported that most staff who missed the mandatory training has viewed the DVD and she will continue to follow-up. OSHA Traininq: Susan reported that the Town has fulfilled its OSHA training requirements for the year. Phillip requested that this be acknowledged in writing to retain in files. Follow-up Status of Employee Safety Survey Analysis: 1. Justice Court-Phillip and Jen met with the justices to discuss safety concerns. They would like police presence, not during criminal court but for traffic court on Monday from 12:45 to 2:45 p.m. Such presence need not be for the full two hours but randomly to ensure that the court and building are monitored by Police. Chief will speak with staff to provide periodic presence. Chief stated that it would not be possible for police to arrive early before arraignments. Justices were not in favor of purchasing wand without an additional officer. In addition they do not think that employee badges will help or surveillance cameras. 2. Human Resource Center a. Regarding vulnerability of visiting homes of unknown clients, committee recommends protocol that employees are to call the office as soon as they enter home of new client to advise staff that all is well. If they do not have personal cell phones they should use department-issued radios and/or cell phones b. Ability of strangers to enter building unannounced, develop signage "check in at front office" at both entry doors. 2. Town Clerk a. Regarding entering the building on weekends to issue death certificates as required by New York State law, PD cannot come to office to escort clerks however staff should contact 911 if they feel threatened. 3. Planning a. Jen and Phillip will speak with Melissa and Heather regarding the installation of signage indicating "authorized personnel" at front door. 4. Highway a. Safety lock on front door (half-door) fixed. 5. Records Management a. There is signage posted "authorized personnel." b. Basement door has been locked. c. Speeding in parking lot, congestion, etc. Rather than install speed bumps, consider making parking lot one-way (in Horton's and out Traveler's) with signage slow down and painting stripes for diagonal parking spaces. Jim McMahon will explore feasibility and further discussed and possibly made as recommendation to the Town Board. 6. Assessors a. Request handrail in front of the building on Route 25, this is not feasible for it is New York State right of way. 7. Police a. Installation of security cameras in the parking lot. Per Chief they already exist. b. Concern expressed about parolees meeting with parole officers (especially Wednesday) and frequently no Police in building. Chief stated there is always PD presence and parole officers are escorted. Biohazard Containers: Jen questioned if the containers have been installed at Town Hall and the Annex, Jim will follow-up. Hepatitis B shot requests/declinations: The second series of shots were administered at the Recreation Center and the third will be offered by Dr. Schiff in March. Those staff that did not get the first series or did not comply with the second will need to contact Dr. Schiff's office. New Employee Orientation: Jen will revise policies to for PBA and seasonal staff. Surveillance for Town Vehicles: Jim stated that he is awaiting proposal from Suffolk Security regarding installation of surveillance for parking lot at Human Resource Center. The committee recommended that a bid be obtained for surveillance in all municipal buildings (except PD that has surveillance) or possibly issue Request for Proposals. This may be far too costly, Betty stated she has a file and will share with committee at the next meeting. Work-related Iniuries/Supervisor Accident Investiqation Reports October 20'1'1: No comments. Annual Site Visit: Phillip will accompany Susan for annual site visit on October 21 Next Meetinq Date: To be determined. Respectfully submitted, Phillip Beltz
