Pursuant to the provisions of Chapter 275 and/or Chapter 111 of the Town Code of the Town of
Southold and in accordance with the Resolution of the Board of Trustees adopted at the meeting held on
Ju~e 22~ 2011, and in consideration of application fee in the sum of $500.00 paid by Joint Board of Electrical
Industries Education & Cultural Holdings and subject to the Terms and Conditions as stated in the Resolution,
the Southold Town Board of Trustees authorizes and permits the following:
Wetland Permit to construct a rock revetment wall extending from the west property corner
330' to the east; utilize geo-textile fabric on the foundation/seawall down 2'-3' below existing grade and
extend back out; re-vegetate with American beach grass; place boulders at a height of approximately 12"
below the present existing seawall/foundation structure and backf'fll with approximately 200 cubic yards
sand; extend rock revetment wall to the eastern property line along the bluff approximately 220' and
provide toe armor along the existing bluff; remove top of the bluff back inland approximately 15' and re-
grade; instali~a row of approximately 2 ton boulders at the base of the existing bluff approximately 220'
in length~ backf'dl with approximately 800 cub~ Yards of fdl; place coconut jute geo-textile erosion
control material on the entire bluff area al!d re, vegetate with American beach grass and hydro-seed with

IN WITNESS WHEREOF, the said Board of Trustees hereby causes its Corporate Seal to be afl~xed,
and these presents to be subscribed by a majorityof the said Board as of this date.
TERMS AND CONDITIONS
The Permittee Joint Board of Electrical Industries Education & Cultural Holdings, residing at
3800 Duck Pond Road, Cutchogue, New York as part of the consideration for the issuance of
the Permit does understand and prescribe to the following:
That the said Board of Trustees and the Town of Southold are released fi.om any and all
damages, or claims for damages, of suits arising directly or indirectly as a result 6fmay
operation performed pursuant to this permit, and the said Permittee will, at his or her own
expense, defend any and all such suits initiated by third pm*ties, atttl the said Permittee
assumes full liability with respect thereto, to the complete exchision oftbe Board of
Trustees of the Town of Southold.
That this Permit is valid for a period of 24 months, which is considered to be the estimated
time required to complete the work involved, but should circumstances warrant, request for
an extension may be made to the Board at a later date.
That this Permit should be retained indefinitely, or as long as the said Permittee wishes to
maimain the structure or project involved, to provide evidence to anyone concerned that
authorization was originally obtained.
That the work involved will be subject to the inspection and approval of the Board or its
agents, and non-compliance with the provisions of the originat'mg application may be cause
for revocation of this Permit by resolution of the said Board.
That there will be no unreasonable interference with navigation as a result of the work
herein authorized.
That there shall be no interference with the right of the public to pass and repass along the
beach between high and low water marks.
That if future operations of the Town of Southold require the removal and/or alterations in
the location of the work herein authorized, or if, in the opinion of the Board of Trustees,
the work shall cause unreasonable obstruction to free navigation, the said Permittee will be
required, upon due notice, to remove or alter this work project herein stated without
expenses to the Town of Southold.
That the said Board will be notified by the Permittec of the completion of the work
authorized.
That the Permitte¢ will obtain all other permits and consents that may be required
supplemental to+tltis permit, which may be subject to revoke upon failure to obtain same.

The Board of Town Trustees took the following action during its regular meeting held on
Wednesday, June 22, 2011regarding the above matter:
WHEREAS, Twin Fork Landscape Contracting on behalf of JOINT BOARD OF
ELECTRICAL INDUSTRIES EDUCATION & CULTURAL HOLDINGS applied to the
Southold Town Trustees for a permit under the provisions of Chapter 275 of the
Southold Town Code, the Wetland Ordinance of the Town of Southold, and Chapter
of the Southold Town Code, Coastal Erosion Hazard Areas, application dated May 23,
2011, and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory
Council and to the Local Waterfront Revitalization Program Coordinator for their findings
and recommendations, and,
WHEREAS, the LWRP Coordinator issued a recommendation that the application be
found Consistent with the Local Waterfront Revitalization Program policy standards,
and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on June 22, 2011, at which time all interested persons were given an
opportunity to be heard, and,

WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surreunding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 275 and
Chapter 111 of the Southold Town Code,
WHEREAS, the Board has determined that the project as preposed will not affect the
health, safety and general welfare of the people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees have found the application to be Consistent
with the Local Waterfrent Revitalization Pregram, and,
RESOLVED, that the Board of Trustees appreve the application of JOINT BOARD OF
ELECTRICAL INDUSTRIES EDUCATION & CULTURAL HOLDINGS to construct a
reck revetment wall extending from the west preperty comer 330' to the east; utilize
geo-textile fabric on the foundation/seawall down 2'-3' below existing grade and extend
back out; re-vegetate with Amedcan beach grass; place boulders at a height of
appreximately 12" below the present existing seawall/foundation structure and backfill
with appreximately 200 cubic yards sand; extend reck revetment wall to the eastern
preperty line along the bluff appreximately 220' and previde toe armor along the existing
bluff; remove top of the bluff back inland appreximately 15' and re-grade; install a rew of
appreximately 2 ton boulders at the base of the existing bluff approximately 220' in

Permit to construct and complete project will expire two years frem the date the permit
is signed. Fees must be paid, if applicable, and permit issued within six months of the
date of this notification.
Inspections are required at a fee of $50.00 per inspection. (See attached schedule.)

2011, the following recommendation was made:

The CAC Supports the application with the Condition the wire fence is removed from
along the top of bluff; rip-rap is installed at the base of the bluff and backfilled to change
the angle, and then re-vegetated; and drainage is addressed on the site plan.
The CAC observed an erosion problem along 25'-30' off the northern property line.

Dear Agent/Contact Person:
Technical staff have reviewed your client's application for a Tidal Wetlands permit for the installation of 600'
linear feet of gabions baskets and placement of up to 1000 cubic yards of clean upland source fill material
behind the structure and have provided the following comments.
Technical staff object to the project as proposed and have indicated that the proposed gabion structures are not a
good choice for the current conditions at the site because they may not offer the protection that the foundation
requires, despite the large footprint. These structures tend to break apart over time in salt-water environments,
eliminating their structural support and scour protection while leaving behind bits of metal and rock debris
along the beach.
Technical staff have indicated that since the foundation is now ~completely exposed and at risk of being
undermined, structure is needed to protect the developed portion of the property. They would not object to the
proposed installation of a steel or navy style bulkhead (approximately 330' on western side of the shoreline),
located as close to the face of the concrete foundation as possible with returns along each end to shore up the
building comers. Batter piles on the seaward bulkhead face would likely be preferable to deadmen and tie rods,
to avoid drilling into the foundation, but this decision will be left up to the applicant. This bulkhead structure
would offer the erosion and scour protectitn the buildings require, while minimizing the intrusion of hard
structures into tidal wetlands.
In addition, the following information is requested:
Along the eastern portion of the property, there are no structures at risk an~l no existing stabilization. This area
should be kept as a natural shoreline (approximately 220'), with sand renourishment and plantings to fill in any
scoured areas as desired to re-establish the bluff. Hardening this shoreline will only deflect wave energy down-
shore, resulting in additional problems.
Please redesign the proposed site plans to include the aforementi~[l modifications. Upon receipt of
the plans showing these revisions, processing of your client's application will continue.

We have revised the original Gabion Basket construction based on our meeting 5/17/11
with Eric Star, Eugene Zamojcin and Alexa Fournier of the DEC and Jim King and Jill
Doherty, Town of Southold Trustee's.
Please see revised site survey proposing and as discussed:
PROJECT #1 ROCK REVETMENT
Construct a Rock Revetment wall extending from the west corner of the building 330ft to
the east end of building as illustrated on the revised site plan. The Rock Revetment wall
will be positioned as close to the foundation as possible, minimizing the foot print and
stay well within the high tide water mark. We will utilize GEOTEXTILE FABRIC on the
existing foundation/seawall down 2-3ft below existing grade and extending back out.
Primary Armoring Boulders will be positioned along the 330ft with sand fill and re-
vegetated with American beach grass. The Armoring Boulders will be placed at a
height of approx 12" below the present existing seawall/foundation structure and again
will be back filled with approx 200 cubic yds of sand ensudng the structures stability
and root growth of natural re-vegetation.
PROJECT #2 BLUFF RESTORATION
Extending further EAST from the proposed rock revetment wall to the eastern property
line along the bluff (approx 220ft) we would propose to toe armor the existing bluff. This
will be a natural way to stabilize the present erosion. We will extend the lip back of the
bluff approx 15ft and re-grade. A row of approx 2 ton boulders will toe armor the base of
existing bluff, amidst already present naturally existing boulders(illustrated on site plan).
The toe armor will be of approx 220+/- ff in distance. The bluff will be backfilled with
approx 800 cubic yards of fill and compacted. We will place C150-coconut jute geo-
textile erosion control material on entire bluff area.

The bluff will be re-vegetated with American beach grass and hydro-seeded with coastal
erosion seed mixture and all soil amendments.
The re-vegetation and toe armor will re-nourish the bluff and allow for natural
stabilization. As discussed in the meeting this will not harden the shoreline it provides a
natural environmental solution of stabilization.
Equipment to distribute material will be pay loader/skid loader and excavator and hydro
seeder. All work to be performed on property site.
This project/option will restore/protect the present structure/environment while
minimizing the intrusion of hard structure into tidal wetlands.

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus~ each answer must be explained in detail~ listin~ both supporting and non-

(3) Purpose of proposed action:
We are requesting a repair/restoration permit to sustain and prevent possible future
damage to what is left of presently eroding bluff, damaged sea wall/beach area.
Photos have been provided to illustrate beach/bluff/sea wall damage sustained from
December 2010- January 2011 Northeaster storm. On 1/6/2011 we had submitted and
obtained an emergency permit as a result of the storms. Permit # 7455E 1/7/2011. On
5/17/11 we met with the DEC, and Jim King and Ji~ Doherty and agreed to correct the
damage as follows:
PROJECT # 1: ROCK REVETMENT
Construction of a Boulder Revetment wall extending from the west property corner
330fL to the east end of building as illustrated. The Rock Revetment wall will be
positioned as close to the foundation as possible, minimizing the foot print and stay well
within the high tide water mark. GEOTEXTILE FABRIC will be utilized on the existing
foundation/seawall down 2-3fL below existing grade and extending back out. Primary
Armoring Boulders will be positioned along the 330fL with sand fill and re-vegetated with
American beach grass. The Armoring Boulders will be placeda~ta height of approx 12"
below the present existing seawall/foundat on structu~re~n~ga[r~ W be back fi ed w th
approx 200 cubic yds of sand ensuring the stru~c~re~ ~li~a~0c~t: growth of
natural re-vegetation.
PROJECT #2: BLUFF RESTORATION ~A¥ 2 ~ ~.011
Extending further EAST from the proposed rock tev~~,l-o the eastern property
line along the bluff (approx 220ft) provide toe ar~-r a~,~ing bluff. This will be a
natural solution to stabilize the present erosion, ~~"-~e':[he top of the bluff
back inland approx 15ft and re-grade. A row of approx 2 ton boulders will toe armor the
base of existing bluff, amidst already present naturally existing boulders(illustrated on
site plan). The toe armor will be of approx 220+/- ft in length. The bluff will be backfilled
with approx 800_cubic yards of fill and compacted. C150-coconut jute geo-textile
erosion control material will be placed on entire bluff area. The bluff will be re-vegetated
with American beach grass and hydro-seeded with coastal erosion seed mixture. The
re-vegetation and toe armor will re-nourish the bluff and allow for natural stabilization.
