Commencement:
· The meetin9 began at 7:05 p.m. with seven LPC members present.
Adoption of Meeting Minutes:
· Acceptance of meeting minutes from September 20, 2011
MOTION made by Maureen Cullinane, seconded by L/Il/an Ball, to accept the Land Preservation
Committee meetin9 minutes from September 20, 2011.
Motion carried: 5/0/2 (abstained - Eric Keil since he was not at 9/20/201'1 LPC meetin9 and John
Sepenoski)
Land Preservation Applications and Inquiries:
None
Applications & Inquiries for Uses or Structures on Preserved Property:
· SCTM #1000-115.-2-9.3 (C. Forman Farm f/k/a B. Sidor)
Request for deer fence within Development Rights Easement

Stewardship and Management:
· Review of draft Policy:
Naming Open Space Lands and Open Space Improvements (Laura Klahre)
Laura distributed a revised draft incorporatin9 recommended comments she received from LPC
member Ray Huntington prior to the meeting Draft was discussed and several recommendations for
revisions / additions were made. Laura will incorporate revisions and a revised document will be
reviewed at next LPC meeting
· Review of draft Stewardship Management Plan:
Silver Eel Preserve, Fishers Island (Laura Klahre)
Laura went over proposed plan for Silver Eel Preserve including name, potential agreement with
Henry L. Ferguson Museum, trail improvements, and un-development of monitoring well and
dilapidated tower. LPC members had comments, especially pertaining to how the monitoring well
should be removed / decommissioned; however, in light of the fact that Museum Members meeting
during the upcoming weekend, it was agreed that Plan "as is" could be forwarded to Museum for
review.
Sound View Dunes Preserve (Laura Klahre)
Laura told LPC that she met with County Parks at the site to discuss the draft Management Plan.
County had few substantive comments and Laura went over these with Committee. Three items were
discussed in detail:
1. County wants a contingency parking plan of 3-4 additional spaces directly opposite the
proposed fan-shaped parking lot. If the County deems that parking provided by the fan-
shaped parking lot is inadequate, then the second lot shall be built.
2. County approved the name of Sound View Dunes, but did not approve of it being called
"Preserve", and wants it called "Park". Committee voiced concerns in that "Park" could
indicate active use instead of passive use only. Committee motion to change
recommended name is needed; however, since the Committee not taking action on
Management Plan at this meeting, vote on change of name was postponed.
3. County approved Subset of Management Plan pertaining to driveway removal, telephone
poles removal, fan-shaped parking area and gate relocation. Due to the timeframe of the
project (proposed start date this fall), Laura requested that the Committee approve the
subset items so that it could be brought to the Town Board at its next meeting.
MOTION made by Lillian Ball, seconded by Maureen Cullinane, to recommend to the Town Bard that
subset of the Management Plan pertaining to the driveway removal, telephone poles removal, parking
area and gate relocation.
Motion carried: 6/1 (no - Ray Huntington commented that he would like the whole plan, not just the
subset to be presented to the Town Board.)
General Land Preservation Items:
· Horton Lane Farm - RFP review [executive session]
The LPC members entered into EXECUTIVE SESSION.
Melissa presented the proposals received in response to the RFP. Committee reviewed proposals
and concluded with recommendation to be presented to Town Board.
