New York 11971 Fax (516) 765-1823 Telephone (516) 765-1801 I_AND PRESERVATION COMI~ITTEE TOWN OF SOUTHOLD LAND PRESERVATION COMMITTEE MEETING AUGUST 25, 1997 MINUTES Present were: Dick Ryan, Tom Madigan Jim Pim, Noreen McKenna, Jim Rich, Fred Lee, Ruth Oliva, Melissa Spiro, Laury Dowd, Tim Caufield, Gwen Schroeder, Mr. & Mrs. Dickerson, Richard Lark and Tom McKenzie. Dick introduced our new member, Noreen McKenna, to the committee and also introduced the members to her. Presentation by Richard Lark, Esq. re: Proposed use for a portion of the Dickerson Farm - The Dickersons have applied to the Planning Board to subdivide their property into two parcels. This property sits between Horton's Lane and Youngs Avenue in Southold and the Town has already purchased the development rights to it. Parcel #1 would be a horse farm and Parcel #2 in grapes. Mr. Lar~ introduced his client, Tom McKenzie, who is interested in putting in a horse farm on a portion of this property. There will be 8 paddocks, which will be fenced in. The building will house 8 horses and could be increased at a later time. This building will be a state-of-the-art modular. Laury Dowd said we could add covenants regarding screening, trees, etc. The com- mittee suggested some changes to the plans and had many questions for Mr. McKenzie. Fiore Property - Tim Caufield of the Peconic Land Trust spoke about the Fiore property. There have several things holding it up. He hopes that it will be settled by October 15, 1997. -2- The committee reviewed the George Young appraisal. It came in at $4400 per acre, which is Iow. Dick spoke with Dave Wimpelberg who said that this property is 5 acre zoning; therefore, the lower price. A motion was made by Fred Lee and seconded by Jim Rich to offer Mr. Young the $4400 per acre. All were in favor. The committee discussed the Ackermann appraisal. It came in at $$$00 per acre. A motion was made by Noreen McKenna and seconded by Tom Madigan to offer the Ackermann's $5500 per acre. All were in favor. Dick said he asked Dave Wimpelberg to consider the additional five acres as part of the 53.6 acres originally appraised. Dick will await Dave's report before he makes the offer. The committee reviewed the Ruland appraisal. This property comes in at $7000 per acre. The committee thinks this is an excellent parcel. A motion was made by Jim Rich and seconded by Tom Madigan to offer Mr. Ruland the $7000 per acre. All were in fa¥or. The committee disussed the Van Nostrand appraisal. It came in at $8600 per acre. He has also offered it to the County but it is Iow on their list. The Peconic Land Trust is also working on this property. One option is for the community group to buy it outright. A motion was made by Tom Madigan and seconded by Fred Lee to offer the Van Nostrands $8600 per acre. All were in favor. Old Business - Dick said that the Town has closed on the Gatz/McDowell property. Dick is putting together an inventory on all properties that the Town has purchased the development rights on. During the month Dick met with Jean Cochran, he also met with Laury Dowd twice on properties in contract but to date have not been returned to her. He --also spoke with Joe Gold, who gave Dick some files. Dick also spoke with Jim McMahon, who gave him a tax map to use. He has also been speaking to Melissa Spiro in the Planning Department. He has also contacted Roy Fedelem who is in the Suffolk County Planning Department. Dick also spoke with Andy Stype and Dave Wimpelberg re: their appraisal work. He has also contacted Tim Caufield and John Halsey of the Peconic Land Trust re: the Fiore file. He has spoken with Harold Watts, who is still not farming his property. He contacted Dan Latham. He attended the interview of Noreen McKenna for a place on the committee. The committee will be working towards closing properties, the new bond proposal, draft changes to the code and create a management process for lands we own the development rights on. -3- The next meeting of the committee is scheduled for Monday, September 22, 1997 at 7:30 p~n. With no further business to be conducted, a motion was made by Tom Madigan and seconded by Fred Lee to adjourn the meeting at 10:00 p.m. Respectfully submitted Wilkins Secretary
