LAND PRESERVATION COMMITTEE MEETING
MONDAY, SEPTEMBER 22, 1997
MINUTES
Present were: Dick Ryan, Jim Rich, Noreen McKenna, Fred lee, Tom
Madigan, Ruth Oliva, Laury Dowd, Damien Morales
The committee discussed the language in the purchase agreement. Dick
said the County has a very stringent clause in their contract regarding
any contamination on the property that the owner would be responsible
if there were any future contamination. Laury felt that the Town should
include this clause in their contract. Laury related to the committee the
problems with contamination on the Fiore property. Another item suggested
for the purchase agreement would be to make it explicit that no soil is to
be removed from the property. Laury felt there should be more restrictions
in the deed. Also, define more clearly what agricultural purposes are.
Laury felt that the committee should come up with a clearer definition.
The committee discussed the management of development rights and felt that
it was important to have these properties inspected periodically.
Dick attended the State Bond Act Workshop at Stony Brook. There is a
State grant of matching funds for development rights. We have until
October 20th to get this grant ready.
On September 8th Dick attended the work session of the Planning Board.
It was felt that there should be communication and coordination between
the committee and the Planning Board regarding the properties we are
planning to purchase the development rights on. Dick will be working
with Melissa Spiro coloring in all the properties that the Town owns the
development rights, as well as the property the County owns the develop-
ment rights on.

Old Business -
Cecil Young property - a survey map has been prepared, a better map
of an acceptable layout. Laury is moving toward a closing.
Ralph Pugliese property - he has agreed to sell the development rights to
the Town. A motion was made by Jim Rich and seconded by Noreen to
recommend to the Town Board to purchase the development rights. All
were in favor.
Aliperti property - A letter was sent to Mr. Aliperti's lawyer asking for
a response by September 15th. We never had a response. It was
suggested that a registered letter be sent to his attorney. Dick will
take care of this.

William Ruland - registered letters will be sent to all of the above.
The next meeting of the Land Preservation Committee will be held on
Monday, October 20, 1997.
A motion was made by Tom Madigan and seconded by Jim Rich to
adjourn the meeting at 9:15. All were in favor.
