Members Present: Brian Cummings for Planning Director Heather Lanza,'Town Engineer Jamie Richter, Chief Martin Flatley, Councilman Chris Talbot, Highway Superintendent Pete Harris and Tom Fox. Members Absent: Margaret Brown, Joel Reitman, Jim Baker, Frank Field and Greenport Rep Bob Feger. Minutes of June 27, 201t A motion to approve the minutes (subject to amendments) was made, seconded and was carried. East End Transportation Council Neb advised that the Council met on July 13~, after a two-month hiatus. The Council is still awaiting the next meeting of the East End Supervisors and Mayors Association (which meets bi- monthly) to discuss any future mandates for the Council. S-92 The introduction of Sunday service has been very successful. However, after Labor Day the Sunday service will either cease or be reduced from hourly to two - hourly service. LIRR The Juror Train from Deer Park to Riverhead will now operate its westbound return from Riverhead as a revenue trip. However, shuttle bus service to the courts from the Riverhead station remains an issue. Metmpool This is a travel management service involving rideshadng with vans and care. New Comprehensive Town Plan Neb will consult with Heather Lanza concerning the status of the plan. Mattituck Corridor Study Public meetings were held to discuss local issues including the 711 project, the incomplete Hudson City Savings Bank site and Factory Avenue. Supervisor's Requests "Parking by Permit Only" Request - Glen Court, Cutchogue Currently there is parking by permit only on Glen Court. However, due to police reports of overnight camping activity on the beach, it is requested that "Parking by Permit Only" be extended to Vista Place at that location. The Commission recommends that "Parking by Permit Only" be instituted on Vista Place, Stop Sign Request - Booth Place & Washinqton Avenue, Greenport A local resident had previously requested that the Town install a stop sign on the corner of Booth Place and Washington Avenue. It is recommended that a stop sign be installed on the westbound lane of Washington Avenue at Booth Place. Extension of "No Parking" on Baillie Beach Road, Mattituck It is requested that "No Parking" be extended to cover the rest of the read currently uncovered by that prohibition. It is recommended that "No Parking~ be extended from the intersection of Baillie Beach Road and East Road to the beach. No Parking/No Standing on Alvah's Lane, Cutchogue There has been an issue with the continuous idling of large refrigerated trucks on Alvah's Lane in way of Satur Farms, as there is apparently no on-site parking at that location to accommodate those vehicles. It is understood that Supervisor Russell had previously met with the owner of that facility and that no further action had been taken. In the interest of traffic safety and subject to review of the situation by the Highway Department, it is recommended that "No Parking" and/or ~No Standing" signs be considered for that location. Planning Board Requests None. Current Transportation Issues - Updates Wickham Avenue & County Road 48, Mattituck - Mattituck Fire District Request- Addition of Turninq Arrows at Intersection Lights In response to the Mattituck Fire District's letter of June 30th requesting the placement of turning arrows at the above intersection, Suffolk County Legislator Romaine's letter of July 7th advised that he would urge the SCDPW not only to install left hand turning signals at that intersection, but also throughout CR48. Stop Sign at LeetOn and West Drives, S0uthold Neb's memo of July 5th in response to Supervisor Russell's request of June 21 st recommended that, as the result of visits to that location by two Commissioners, a stop sign be erected at that intersection. However, a stop sign on Leeton Drive is not warranted at this time. Vanston & Nassau Point Roads Concerns, Cutcho.que In response to Supervisor Russell's renewed request of June 21st concerning continuing requests by local residents, the Commission's memo of July 5th recommended that two stop signs be erected at this intersection on either side of the north/south Nassau Point Road. Moreover, a "Stop Ahead" warning sign should be erected back of the northbound stop sign on Nassau Point Road, thereby making it a three-way stop sign intersection. It is understood that the Town Board will hold a public hearing on the issue. Mill Road, Peconic - No Parking Issues Councilman Talbot reported that the Town Board has requested that some of the dght of way be recovered to allow for parking on the east side of the road. The Highway Department will take the appropriate action to clear the designated area. Southold/Greenport Bus Shelters Neb will contact Legislator Romaine's office concerning an update from the SCDPW about the long-requested two new shelters. Orientation / Interpretive Si,qnage Preiect- RBA Phase II Neb reported that RBA Phase II report has been completed. An RFP will be forthcoming. The Village of Greenport has executed forms granting the Town access to and construction of the signs on non-town rights of way. The Town will require a permanent easement from the Southold Historical Society's for the placement of and access to the interpretive signage to be erected on its historic property at Maple Lane and Route 25. The signage will be maintained by the Town. Tom Fox will follow up with the Historical Society concerning this issue. No Parking Si.qns on Factory Avenue, Mattituck That issue will be discussed under the Mattituck Corridor Study referred to above. Continuinq Re.view of Streetli.qhts Reduction Proposal Further discussion of that issue has been postponed in the absence of Jim Baker. Harbes Family Winery, Mattituck It is understood that parking and access issues are to discussed in the forthcoming Harbes traffic study. Old Business Speed Limit CR 48 - Town Beach Jamie Richter reported that the currently posted 40 mph speed limit in way of the Town Beach will replaced by a 50 mph limit. New Business Councilman Talbot reported that the issue of parking on Route 25 by CSF users will be addressed by the NYSDOT. Next Meeting August 29, 2011 at 10:00 AM at Town Hall. Minutes of May 23, 2011 A motion to approve the minutes was made by Bob Feger, seconded by Margaret Brown and was carried. East End Transportation Council Neb advised that the next scheduled meeting is on July 13th. The Council is awaiting the next meeting of the East End Supervisors and Mayors Association (which meets bi-monthly) to discuss any future mandates for the Council. New Comprehensive Town Plan The draft chapter on Community Character is available for consideration. Meetings to discuss the matter will be held on June 30th at 5:00 PM at the Peconic Lane Recreation Center and at 7:00 PM on July 14th at the Human Resources Center on Pacific Street, Mattituck. Commissioners are encouraged to review the draft for comment. Mattituck Corridor Study Heather reported that there was no news. Supervisor's Requests Vanston & Nassau Point Roads Concerns, Cutchogue On May 19, 2011, members of the Nassau Point PO^ strongly requested that the issue of stop signs at the above location be revisited. They have recommended that the three-way stop signs previously requested be now be erected. At that location, two stop signs and stop lines would be placed in the northbound and southbound directions on Nassau Point Road and a "Stop Ahead" warning sign would be placed on the nodhbound direction on Nassau Point Road. Leeton Drive and West Drive in the Vicinity of Kenny's Beach and McCabe's Beach, Southold Twenty nine residents in that area have requested that two stop signs be placed at that intersection. Captain Flatley will inspect the area and Jamie Richter will also photograph the location with a view toward determining if shrubbery overgrowth may be causing line of sight problems for motorists. Mill Road, Peconic - No Parking Issues Councilman Talbot reported that the Town Board is to revisit no parking proposals on the east side of Mill Road north of 2nd Avenue to about 400 feet south. Also to be considered is a proposal for no parking for 400 yards south of 2nd Avenue on both sides to Sound View Avenue. Planning Board Requests None. Current Transportation Issues - Updates Southold/Greenport Bus Shelters Neb will contact Legislator Romaine's office concerning an update from the SCDPW about the long-requested two new shelters. Orientation / Interpretive Siqnage Project - RBA Phase II Neb reported that RBA is finishing the specifications for the signs and is working with the NYSDOT concerning the documents required by that agency to complete the Phase II proposal for the Commission's review and the Town Board's approval. Executed forms from the Village of Greenport granting access to and construction of the signs on non-town rights of way must be issued per NYSDOT requirements, The Village will also be required to maintain the signs. The Southold Hamlet kiosk will be placed on the Town Green at Youngs Avenue and Route 25. The Town will require a permanent easement from the Southold Historical Society's for the placement of interpretive signage on its historic property at Maple Lane and Route 25 and for access to the signage, which will be maintained by the Town, Heather Lanza will review the NYSDOT documentary requirements and refer them to the Town Attorney concerning the requirements for access and/or easements to the signage. She also reported that the New Comprehensive Town Plan will include a recommendation regarding signage that will relate back to the recommendations in the signage report and code review from RBA. No Parking Signs on Factory Avenue, Mattituck There will be a public hearing on July 5th at 7:30 PM concerning that matter. Restrictive Parkinq Request, Cottaqe Place, Southold The Commission's letter of May 25th to the concerned residents advised that as there appeared to be no issues of public health or safety, the Commission does not support "No Parking" signs at this location. Continuing Review of StreetliRhts Reduction Proposal Jim Baker reported that he was still trying to organize a New Suffolk Property Owners Association nighttime walkabout survey concerning the situation in that area concerning streetlights. Harbes Family Winery, Mattituck Heather advised that news concerning the Harbes - ordered traffic study is expected soon Old Business None. New Business Route 25 and Aldrich Lane, Mattituck As the height of the LIRR bridge underpass on Route 25 is now compliant with the NYS Traffic Law, the SCDPW should remove the old signage on CR48 concerning the formerly restricted bridge height.
