A Annual Fishers Island Meeting of the Southold Town Board was held Wednesday, August 10,
2011 at the Fishers Island, 53095 Main Road, Fishers Island, Ny. Supervisor Russell opened the
meeting at 1:30 PM with the Pledge of Allegiance to the Flag.
I. Call to Order

Opening Comments
SUPERVISOR RUSSELL: Can I ask everybody to please rise so we can start with the Pledge of
Allegiance? Thank you. Before we get into the regular meeting I want to take a couple of
seconds to thank some people. First I want to thank the Fishers Island school for being, as usual,
a gracious host for the use of this facility. I want to thank the Fishers Island Ferry District for
transportation to Fishers Island and back. I want to thank the folks at Plum lsland for allowing
us the use of their ferry landing facility. Of course, I want to thank the Fishers Island residents
who have been in regular contact with us, so that we can bring the resources here that we want to
speak of today. I want to thank Louisa Evans who has been tremendous in helping us coordinate
this. The custodial staff, JJ, Tim, Eric, Shawn, thank you all for all of your hard work for getting
this done. I wanted to thank the Town Board, I want to thank town officials. There is someone I
want to especially thank. This is a tremendous undertaking each year to do this meeting, with
coordination with the food, the transportation, the RSVP's. Ruthanne Woodhull and Sandi
Berliner do a tremendous job. I thank you both for all your help. I also want to thank the Fishers
Island highway department. I want to thank Kelly (?), who was running around fixing the audio
for us a little bit ago. Thank you for organizing the community meetings that were held at the
community center. I want to thank, anybody else on the list that I am forgetting. Let me just
quickly announce all of the people that are here and 1 will apologize in advance for the names
that I am bound to mispronounce. We have and this is alphabetical by first name, so it is in

Advisory Council. If I have missed any of you that are here that aren't on this list, I apologize
and we will certainly announce you if you want to let me know. What I would like to do is have
the Town Board all introduce themselves quickly. Okay, we have a fairly brief agenda. What I
would like to do now is have anybody that would like to come up and address the Town Board

Comments regarding resolution 585
COUNCILMAN TALBOT: Before I move it, that is not a bad commission to be on. It meets
once a month on a M~nday, 10:00 and it actually reviews any of the Planning Board site plan
reviews that are coming in front of the Planning Department and also any questions that come up
that call for stop sign, speed limit reviews. It is not a bad commission to be on, so if anybody has
any interest, please offer it.

WHEREAS, there has been presented to the Town Board of the Town of Southold, Suffolk
County, New York, on the l0th day of August, 2011, a Local Law entitled "A Local Law in
relation to Amendments to Chapter 189~ Parking~ and Chapter 260~ Vehicles and Traffic~
in connection with Parking Restrictions and Traffic and Pedestrian Safety" now, therefore,
be it
RESOLVED that the Town Board of the Town of Southold will hold a public hearing on the
aforesaid Local Law at Southold Town Hall, 53095 Main Road, Southold, New York, on the 30th
day of August, 2011 at 7:34 p.m. at which time all interested persons will be given an

ENACTED by the Town Board of the Town of Southold as follows:
Purpose.
The purpose of this local law is to improve safety for pedestrians and vehicles, as well as
dealing with impacts to the public's health, safety and welfare resulting from vehicle
parking and standing in certain areas, more specifically described below:
An amendment to § 189-2 imposing parking limitations at Bailie Beach Road in
Mattituck.
An amendment to §260-4 to provide for stop signs on Washington Avenue in
Greenport and West Drive in Southold.
An amendment to §260-15 to restrict parking on Alvah's Lane in Cutchogue.
Chapters 189 and 260 of the Code of the Town of Southold are hereby amended as
follows:
§189-2. Designation of parking area requiring permits.
B. The following road end areas are hereby designated as Town of Southold
"Parking by Southold Town Permit Only" areas:
(47) Bailie Beach Road, Long Island Sound, Mattituck, along both sides from
the terminus south c^~

(a/k/a East Side Avenue).
§260-4. Stop intersections with stop signs.

III. SEVERABILITY
If any clause, sentence, paragraph, section, or part of this Local Law shall be adjudged by any
court of competent jurisdiction to be invalid, the judgment shall not affect the validity of this law
as a whole or any part thereof other than the part so decided to be unconstitutional or invalid.
IV. EFFECTIVE DATE
This Local Law shall take effect immediately upon filing with the Secretary of State as provided
by law.

Closing Statements
SUPERVISOR RUSSELL: Okay, what I would like to do is open up the meeting to anybody
that would like to address the Town Board on any issue. One thing I had many people ask me
was the status of the road work project that is underway. As you know, the site known Lake
Mobile, etc. we have done substantial amount of roadwork and some sidewalk repair. The work
is not done, we have been in touch with the contractor who is scheduling work for the 7th or 8th of
September I believe?
TOWN ATTORNEY FINNEGAN: The 7th.
SUPERVISOR RUSSELL: The 7th of September. He has coordinated the transportation
through Cross Sound Ferry to get the asphalt here, so he can finish putting the top coat on that
location. He is well aware of his obligations and by all accounts, will be keeping those
obligations to finish that project. Now I will invite anybody that would like to come up and
address us on any issue. We took a boat over, ask something.
JUSTICE EVANS: Can I just remind the Fishers Island people that are here that there is a
meeting at 5:30 today with Heather Lanza, who is the head of the Town Planning Department
and Mark Terry, who is also in the Planning Department to do the communities character chapter
for Fishers Island, specifically to talk about that. So I would urge as many of you to come down
to the community center at 5:30, if you can.
CHARLES KADUSHIN: I am Charles Kadushin of Fishers Island. We have a serious coyote
problem here as I am sure that most of the residents know. They have been increasing in
Connecticut and unfortunately, they are rather good swimmers. So they are here and they attack

our cats, dogs and anything that is loose (inaudible). They take special expertise in trapping and
catching and I wonder whether the town can do anything to help us with that?
SUPERVISOR RUSSELL: I tell you what we can do. We will certainly talk to the DEC, the
wildlife management. I know we have some officials here from the DEC, if they want to
address the issue now or we can go back and schedule a meeting to try to address it. I have to be
candid, I wasn't aware that coyotes were becoming an increasing problem on Fishers Island. I
am aware of it up north. I wish I could marry your coyote problem to my deer problem on my
side of the island. But certainly we can talk to the DEC, wildlife management, the professionals
there and try to come up with a solution. I will certainly bring it to their attention and contact
them. Thank you. Would anybody else like to address the Town Board on any issue?
JUSTICE EVANS: I will make another announcement. The town has been doing, the
Recreation Department has been doing a survey which you can fill out online or there are also
brochures from the Recreation Department and the survey here if anyone would like to fill it out.
And also, back behind here, there are emergency Millstone plans, information, if people want to
pick it up.
SUPERVISOR RUSSELL: We are not going to let you go. We are going to sit here until
someone else asks a question. Please?
VIVIAN VILORIA-FISHER: First of all, I would to thank you for your hospitality. This is the
first time I have ever been to Fishers Island, my name is Vivien Viloria-Fisher, I am the deputy
presiding officer of the Suffolk County legislator. And again, I want to thank you. This is such a
beautiful place and it has been a wonderful day. I noticed when we visited the community center
here that there is a sign for (inaudible). My office has been actively involved in trying to form a
network among all of the different community gardens, small farms, farms and CFA across
Suffolk County. We have an interactive map that we tried to develop so that people know where
local food can be obtained or how they can start growing their own garden and I would like to
just give you our address, our facebook address which is Suffolk.com/Suflblkgardens or oar
twitter is ~suffolkgardens and our web page is gis.co.suffolk.newyork.us/gardens. I would love
to have and this is not so much for the council, it is for the people who are here from Fishers
Island. I would like everybody from Suffolk County to feel free to go on our website or become
friends on our facebook, so that we can have out IT department have this interactive map
complete with every place that people in Suffolk County can find locally grown food. Thank

SUPERVISOR RUSSELL: Thank you.
KEN EDWARDS: Ken Edwards, Fishers Island resident. Motor Vehicle Department
(inaudible) any return on our request to get Motor Vehicle to come to Fishers Island? It is a
hardship for elderly people and the young people that are trying to get licenses. They have to go
to the mainland, take the day off and sometimes two days. And they have to go to Riverhead or
White Plains or somewhere. I would like to ask the Town Board, the people from the county to
try to put some pressure on the state, the Motor Vehicle Department to realize our hardship here

on Fishers Island because of our geographical location. 1 request it again, I think this is the third
year in a row that I have been up singing the same song.
COUNCILMAN ORLANDO: But I thought there was a representative from DMV here last
year.
JUSTICE EVANS: Ken, Scott wrote a letter recently and got an answer.
SUPERVISOR RUSSELL: I made a formal request again to the DMV. It was declined because
of budget constraints. I know Assemblyman Losquadro and Senator LaValle are very aware of it
and are fighting to institute what is called the mobile outreach program of the DMV. I am going
to give you an idea to please address it.
ASSEMBLYMAN DAN LOSQUADRO: Hello, Assemblyman Dan Losquadro. Senator
LaValle and I are aware of this. I spent seven years as a county legislator before becoming state
assemblyman and we used to avail ourselves of that mobile outreach service to some of the
larger senior communities throughout my district and I became painfully aware of it when the
state cut that out several years ago. Senator LaValle, myself and Supervisor Russell have all
made this request to the DMV, we have all been similarly denied but Senator LaValle and I are
obviously making a special hardship case given as you put it, the geographic location. If there
ever was an area that was in need of mobile outreach, it would certainly be an island cut off even
from the rest of Long Island. So this is something that we are aware of. Senator LaValle and I
are trying to find a way to get that back in this year. If not, we are certainly going to work to get
it reinstated to next years budget, so that the DMV does not have the excuse that they don't have
the money for it.
MR. EDWARDS: Great. I appreciate your effort and I hope we see some success there.
ASSEMBLYMAN LOSQUADRO: As do we. It is something Senator LaValle and I, as I said,
we are aware of and we are trying to work on coverage.
MR. EDWARDS: Great. Thank you for your help.

SUPERVISOR RUSSELL: Would anybody else like to come up?
SARAH MCLEAN: My name is Sarah McLean, I am an island resident and I am a member of
the fire department. Specifically, I am the captain of the EMS part of the fire department. And
one of our big concerns for a long time now is to be able to continue to train EMT's out here.
Two years ago when the community center opened, we were told that a state of the art
communication system would be provided to us by, I believe, the Town of Southold. Is that
correct? Louisa, I am ....
JUSTICE EVANS: I don't think it is state of the art, video conferencing...

MS. MCLEAN: But video to allow us to have video conferencing ....
JUSTICE EVANS: And we, that has been worked on for the past year or more and we seem to
have hit a little bit of a roadblock. We have had the person from the town working on it and also
Bill Ridgeway has been helping too, and we think that the intemet capacity is one of the issues
right now but we need to work with the utility company to see if that really is the problem. And
that is a work in progress. The equipment is there, sometimes it works and most of the time it
doesn't.
MS. MCLEAN: Is the equipment of sufficient quality level to allow for distance learning?
JUSTICE EVANS: I think they tested that. I would have to defer to Bill or Lloyd because I am
not a tech person. Lloyd, would you come up and speak a little on this? I am not a tech person.
MS. MCLEAN: We met this moming with the EMS of Suffolk County and for EMS education,
this is really a major issue for us going forward, as to how we are going to train EMT's and it is
sort of going on for two years now as to whether or not we are ever going to get video
conferencing out here and we would love an answer.
LLOYD REISENBERG: Data Processing for the Town. The equipment is in place both here on
Fishers Island and back at town hall, there is also equipment at our annex. Everything appears to
be working fine equipment wise. The issue now that we are looking at is the intemet
connectivity here. George Homing is working on it and we are hoping to get something better.
It is not so much more we can do with the equipment, it is state of the art as far as the level of
our spending the money applied to this project. It is a matter of the (inaudible) and once that
works, it should be good to go. I spoke to Jeremy Doucette earlier, your assistant fire chief, and
talked to him about this and said we are available if you want to, I know that (inaudible) you
have been using it, so it is available, it is matter of getting the connectivity on this side.
JUSTICE EVANS: It is available but the quality is horrible.
MR. REISENBERG: Until the connectivity here to the intemet gets better, we might have to
live with a little bit of downgrade quality as far as the audio and the video.
COUNCILMAN TALBOT: I have a question on that. Regarding the EMS, how would you
have to, would you have to video conference into an actual class going on?
MS. MCLEAN: Inaudible comments from audience.
COUNCILMAN TALBOT: Yes, because they wouldn't take place at Town Hall. I know that
there is an EMT class going on starting in September at the Southold fire department. Would
you end up having to do the video conferencing from there?
JUSTICE EVANS: Well, you can, because the program, you can video conference anywhere

as long as the other place has equipment.
TOM LATEULERE, SD DOH, EMS Division: Inaudible comments from audience. Right now
New York State is looking at a pilot program in which we would be able to have an EMT class in
a central location in the county and we would be able then, to be able webcast here for the
EMT's. It is still a pilot program, I haven't approached the state officially on this, I just have to
make sure that we have all the equipment. Currently in Hauppauge, in the EMS office, we do
have that equipment to webcast. We were hoping that we could have the same equipment here
and we can work on something for that.
COUNCILMAN KRUPSKI: It is a different issue. We have used it, I know we have used it in
the past with Louisa, in bad weather or something and she can't make it.
JUSTICE EVANS: Lloyd, that is a question for you, too. Whether the equipment that we have
is compatible with whatever that gentleman has in Suffolk County, to do the webcasting of the
EMT's ....
MR. REISENBERG: Yes. Inaudible. What we supply here is a brand new laptop, brand new
projector, a new screen, a webcam and very good quality microphone and speakers. Inaudible.

COUNCILMAN TALBOT: Where did you first get trained to be an EMT?
MS. MCLEAN: Inaudible comments from audience.
COUNCILMAN TALBOT: Yes.

COUNCILMAN TALBOT: It would be nice also if they could maybe extend that three years to
four or five years instead of having to recert every three years, right?
MS. MCLEAN: Inaudible.
SUPERVISOR RUSSELL: Would anybody else like to address any other issue?
COUNCILMAN RULAND: I would, Scott. Just quic, kly, our Assemblyman, the issue that the
lady raised about the reciprocity of EMT's who can t get certified in New York but can in
Connecticut, she said torturous process was it?
MS. MCLEAN: Inaudible comments from audience. Is that up until four or five years ago, we
could get certified in Connecticut, gain reciprocity in NYS and then go into their continuing
medical education program to recertify, which meant that we didn't have to attend classroom
courses elsewhere. We could do it here on our own time. That is no longer allowed, for
Connecticut trained EMT's.

COUNCILMAN RULAND: Do you know why?
MS. MCLEAN: No, I don't want to go there. I don't know why but we had a new class of
EMT's that were trained by Connecticut instructors 2 V2 years ago. They then got New York
reciprocity and when it came time for them to recertify in New York, they had to go back to
square one and take the whole course as if they never took it.
COUNCILMAN RULAND: Sounds like the common sense approach didn't meet with
someone's approval because it was just plain common sense. Is that something that you can look
into?
MS. MCLEAN: I don't know. Maybe (inaudible)
ASSEMBLYMAN LOSQUADRO: I certainly don't know the answer as to how New York
State treats reciprocity in training for the EMT's but it is something that at least my staff and I
are aware of now and we will look into and if you could either you have the information on the
cards that we left or give us your information and we contact you directly and get you the answer
for that and we will also obviously be in touch with the town regarding that bandwith issue for
the continuing training for the ....
MS. MCLEAN: Well, it is really more ideally to be trained right from the beginning by New
York State instructors.
ASSEMBLYMAN LOSQUADRO: Exactly.
MS. MCLEAN: The protocols and you know, Suffolk County instructors is even better because
then we are specific to Suffolk County which is our government body. So...
ASSEMBLYMAN LOSQUADRO: I know we have a lot of representatives here from the
county as well, so we will coordinate with them and we will certainly get you that answer.
MS. MCLEAN: Thank you.
G. CARTER SEDNAOUI: Hi, I am Carter Sednaoui, I have got a few questions and some of
them are probably stupid but one, is the paving of the road right at the foot of Lake Mobile, does
that include the rest, you know, finishing the paving around the town as well? As opposed to
over by the mobile station?
SUPERVISOR RUSSELL: Yes, it is all of the work that was done and it is actually, Lake
Mobile became the catch phrase because of, for historic reasons. All the work was that was
done, the base coat is done, we need to get the top coat. There is, part of this is, there is a pretty
long punch list of work that still needs to be done including aprons down where you bring the
emergency vehicles. All that is part of the punch list, it is scheduled to be resumed and finished
starting on September 7th.

MR. SEDNAOUI: Okay, secondly, stupid question. Why did you schedule a meeting at 7:34
PM?
COUNCILMAN TALBOT: Public hearing.
SUPERVISOR RUSSELL: Oh, it is a public hearing. We are required to make sure that the
public hearing is started, we can't start a public hearing prior to its being noticed so in other
words if we schedule it for 8:00 for instance and the meeting ended at 7:40, we would have to sit
around for 20 minutes before we can have that public hearing. So the Town Clerk notices the
meeting shortly after the regular meeting starts, that way anybody that is there can comment on
that public hearing, is not going to be left out of the process.
MR. SEDNAOUI: Third question, invasivc species such as this bamboo. Is there anything from
Southold that helps get rid of this stuff?.
JUSTICE EVANS: Knotweeds.
MR. SEDNAOUI: No, not weeds.
JUSTICE EVANS: No, that is what we have, that you think is bamboo, it is usually knotweed.
MR. SEDNAOUI: Oh, well it is not what, people call it bamboo, it is not the bamboo I grew up
with so I am just telling you what they call it. So it is a knotweed. Now do you get rid of not
weed?
SUPERVISOR RUSSELL: I will tell you there are some challenges. Bamboo, for instance,
there is talk from some towns, they are talking about regulating or legislating away bamboo
because of the basic nature of it and the incursion on, we don't have any current legislation that
proposes to do that.
MR. SEDNAOUI: You can legislate it away but unfortunately it takes elbow grease...
SUPERVISOR RUSSELL: Just like the phragmites we wrestle with. The most effective way of
getting rid of phragmites is digging them out and we get a lot of college interns each summer to
help us eradicate the phragmites in the various eco-systems. But is anybody here from any of the
agencies that want to comment on this?
COUNCILMAN KRUPSKI: To me they are knotweeds. It is a broad leaf and grows like...
MR. SEDNAOUI: It is hollow, the stems are...
COUNCILMAN KRUPSKI: And it comes up every year. Maybe Paul has some more
information. I struggle with it on my place.

COUNCILMAN TALBOT: The Town of Smithtown this week just regulated bamboo, can't
plant it within 10 feet of your neighbors property. The first town on Long Island to regulate it.
That is not going to stop it though.
COUNCILMAN KRUPSKI: This isn't really bamboo though.
MR. SEDNAOUI: I don't know anybody who plants it.
SUPERVISOR RUSSELL: You are talking about the knot weed?
MR. SEDNAOUI: Yes.
SUPERVISOR RUSSELL: Understood. Would anybody else like to address this Town Board
