LAND PRESERVATION COMMITTEE MEETING
MONDAY, DECEMBER 15, 1997
MINUTES

Present were: Dick Ryan, Tom Madigan, Fred Lee, Noreen McKenna,
Jim Pim, Councilman-Elect Brian Murphy and Tim Caufield.
Dick introduced Councilman-Elect Brian Murphy to the committee and gave
a little of the members' background to Mr. Murphy.
A motion was made by Noreen McKenna and seconded by Tom Madigan to
accept the Minutes of the November 17, 1997 meeting. All were in favor.
New Business - Noreen stated that Joe Shipman of Shamrock Farms in
Mattituck is interested in selling his development rights to the Town.
There are approximately 21 acres involved. The secretary will give
Noreen an application for Mr. Shipman.
Chairman's Report-
On December 8th Dick attended a meeting of the Fort Corchaug Management
Committee. Each member was asked to put together uses or visions for this
property. Tim Caufield spoke re: Fort Corchaug and expressed very Iow
key uses for the property. The Fort will be just an educational resource.
The committee was in favor of asking the Town Board for a moratorium on
hunting on this property. Tim suggested perhaps herd or land manage-
ment may be necessary. There are three areas of this property. One for
public use, one for recreational use and one for archaeological use. Tim
will bring a copy of the easement to the next meeting and read the im-
portant parts to the committee.
On December 9th Dick attended the Town Board work session and discussed
the-purchase of devel0p~aent rights on the Ray Blum property and Bill
Ruland's property. A public hearing will be held on Tuesday, January 6, 1998.

On December 12th Dick attended a meeting with Tim Caufield and Bob
$chreiber, who owns property on ~regor~ Road. He is trying to pro-
tect the property and prepare his future estate. There probably will
be a future meeting with him.
Open Space Application - Fishers Island - This property is adjacent to
the bathing beach. Dick has asked Laury Dowd to speak to Louisa
Evans regarding this property and she will get back to him.
Arshamomaque - there is an option-agreement that the Nature Conservancy
would like to see the Town endorse. The appraisal is in the hands of
the Suffolk County Department of Planning.
Survey standards for acquisition projects - Dick would like to have the
owners of property have the surveyors do some of these standards. Also,
he would like to see the survey certified to the Town of Southold.
Greenhouses - the committee reviewed the draft on greenhouses from the
Planning Department.
Budget - Dick spoke to John Cushman who advised that the committee
never had a budget. Dick spoke to Jean Cochran about this.
Old Business-
Fiore Property - has closed.
Pugliese - Laury is awaiting the return of the contract.
Woodhull - should close this month.
Sorrells (Brown), Ackermann, Van Nostrand - have never heard back
from them.
Raphael Vineyard - this is being handled by Gail Wickham. She called
Dick today and said they are looking for more money.
George Young property - now owned by Margaret Young and her sister.
Tim and Dick met with Margaret. She is expecting too much money. The
Peconic Land Trust will try to work with her.
Bais Property - there were three parcels offered, One piece was appraised.
Dick will contact Mr. Bais after the holidays.

L & R Vineyards -we have not had an appraisal on this property.
The property is on County Road 48 and Elijah's Lane and is approx-
imately 148 acres. Dick will check with Wickham & Wickham, Who is
representing the owner, to see if they are still interested. If they
are, a motion was made by Jim Pim and seconded by Tom Madigan to
recommend to the Town Board that an appraisal be done on this property.
All were in favor.
The next meeting of the Land Preservation Committee is scheduled for
Monday, January 26, 1998 at 7:30 p.m.
With no further business to be conducted, the meeting was adjourned at
9:45 p.m.
