HomeMy WebLinkAbout08/31/2011 TOWN OF SOUTHOLD LOSS CONTROL PROGRAM EXECUTIVE SAFETY COMMITTEE Minutes of August 31, 2011 Present: Councilman William Ruland, Karen McLaughlin, Human Services Director, John Cushman, Comptroller, Jen Andaloro, Assistant Town Attorney and Phillip Beltz, Special Projects Coordinator, Excused: Supervisor Scott Russell, Chief Marry Flatley, Police, Peter Harris, Superintendent of Highways, James McMahon, Deputy Public Works, Jim Bunchuck, Solid Waste Coordinator, Christine Foster, Personnel, Sandra Berliner, Secretary to Supervisor and Elizabeth Neville, Town Clerk. Minutes of June 06, 2011 Meetin,q: Approved Workplace Violence Prevention Update: · Review of Incidents-None reported. · Training: Approximately 90% of Town employees took training. Sandi will follow- up with employees/dept, heads to watch DVD. OSHA Traininq: John reported that the Accounting office will track employees taking training and will have in place better recording next year. Sandi will work with Christine to follow-up. Those employees that still need training will be discussed at the Dept. Head meeting. Other Incidents Relatinq to Workplace Safety · Signage regarding elevator emergency has been posted by Capitol One. Employee Safety Survey Analysis: Review of comments, below are those that will require further follow-up and continued monitoring by the committee: 1. Justice Court needs enhanced measures to ensure employee safety. Many employees from many different departments expressed concerns about the court operation in Town Hall. While the long term goal is to move court to a separate building, interim measures will be taken as follows: a. Phillip and Jen will meet with staff of Justice Court to review survey concerns and discuss options as noted below b. Suggest Court submit budget request that includes the hire of an additional court officer to monitor the front of court entry c. Consideration of Town Clerk submitting grant for metal detector/scanner d. Instituting mandatory employee ID cards/badges 2. Human Resource Center a. Employee reported vulnerability in visiting homes of strangers. Protocol to be developed that instructs employees to have personal cell phones or department-issued radios and/or cell phones b. Ability of strangers to enter building unannounced, consider installing a window at the front office as well as half-wall near director's office. 3. Town Clerk a. Concern expressed regarding entering the building on weekends to issue death certificates. Committee queried why this cannot wait until Monday? 4. Planning a. Concern expressed that the public visiting Land Preservation department do not stop at the front desk but proceed through the door to see Melanie and Melissa. Remove sign that states "enter for Land Preservation" and require announcement. 5. Highway a. Safety lock on front door (half-door) does not lock securely. DPW to fix. 6. Records Management a. Strangers walking into office unannounced. Post sign, "Private." b. Basement door (located on west of building) frequently not shut properly, same for east side. DPW signage "Close door." c. Speeding in parking lot, especially near bend by Justice Court. DPW install speed bumps, slow-down signs, etc. 7. Assessors a. Request handrail in front of the building, specifically to aid seniors. DPW to install. 8. Police a. Installation of security cameras in the parking lot. DPW to assess. b. Concern expressed about parolees meeting with parole officers (especially Wednesday) and frequently no Police in building. Refer to the Chief for comment. Hepatitis B shot requests/declinations: Approximately 15 staff requested series of shots that will be administered at the Recreation Center. Sandi will provide list to Jen of staff seeking declinations and those staff who did not sign up at all. New Hire Traininq Packet: Jen suggested developing packet that will include welcome letter by Supervisor, employee handbook, training requirements and hepatitis B shot information. John stated that his office offers some materials but Jen and Christine will coordinate and further develop. Surveilance for Town Vehicles: Karen reported that several vehicles have been vandalized at the parking lot of the Human Resource Center. She will speak with DPW regarding an estimate for surveillance for the parking lot. Testinq of Fire Alarms: Work done on August 24, 2011. Work-related Injuries/Supervisor Accident Investiqation Reports: Review of June and July 2011 injuries, no comments. Councilman Ruland expressed concern that employees utilize Personal Protective Equipment in cleaning up debris from the hurricane storm.
