MINUTES
SOUTHOLD TOWN PLANNING BOARD
April 18, 1972
An executive session of the Southold Town Planning
Board was held at 7:30 P.M., Tuesday, April 18, 1972, at
the Town Office, Main Road, Southold, New York.
There were present: Messrs: John Wickham, Chairman;
Henry Moisa, Vice Chairman; Henry Raynor; Alfred Grebe;
Frank Coyle.
Also present: Howard Terry, Building Inspector.
The meeting was called to order by Mr. Henry Moisa,
Acting Chairman, at 7:30 P.M.
The mee~in~ was opened with a discussion of minor sub-
divisions, ~i~h~ays~and roa , and in
rules ifor app~0~ai of minor ' ' ' ~hway
specifications.
After much.discussion a set of recommended guidelines or
rules were agreed upon and a copy of same made a part of the
minutes. (See page 4).
A motion was made, seconded and carried that we approve

extension of bond for road and improvements in subdivision-
Laurelwood, owned and developed by Martin Wiglicki, for a period
of one year. This subdivision is located on the northerly side
of Peconic Bay Boulevard in Laurel, New York.
Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raymor,
Grebe, Coyle.
We received a recommendation from the County Planning
Commission in the matter of Abatelli, change of zone, Main
Road, East Cutchogue. This was left to local determination.
Copies have been placed in the file and also forwarded to the
ToWn Board for the purpose of setting a date for a public
hearing.
Notice from County Planning Commission disapproving change
of zone- Halsey Staples- was received and discussed. This matter
has been set up for public hearing on May 9th by the Town Board
and will be further discussed with members of the Town Board
prior to that date.
Matter of application of Leisure Greens, Inc. for change
of zone, west side of Griffing Street, Cutchogue, New York, was
reviewed. Many statements of the developer were questioned.
This matter will be brought up for discussion at Cutchogue
Chamber Of Commerce meeting on the second Wednesday in May,
and it was decided to wait until after this meeting before making
any recommendations or decisions in this matter.
The matter of requiring underground utility installation on
all subdivisions was brought up for discussion. The courts have
rules that it is legal to require underground installations.
Many Towns have already adopted this procedure. Mr. Henry Raynor
was appointed a committee of one to contact the Telephone Co.
and Long ~sland Lighting Co. to have a representative at one
of our executive sessions to discuss this and to show their
models and methods of installation of these systems. Several
dates were suggested but it was left open so that Mr. Raynor
can make arrangements with both the Telephone Co. and Long
Island Lighting Co. to have their representatives here at their
convenience.
Notice from the Health Department was received approving
minor subdivision of Evelyn Audioun.
Motion was made by Mr. Wickham, seconded by Mr. Grebe, and
unanimoUsly carried that we approve this subdivision and maps
were ordered to be signed by the Chairman and mailed with
receipt to Mrs. Audioun tomorrow, April 19th.

Copies of the new sewer disposal regulations were
received from the Health Department. These regulations
became effective April 1st on all new residential and
commercial construction. These will be put in the Planning
Board files for future reference.
A letter from Suffolk Carriage House Museum, Stony
Brook, New York, was received indicating that a series of
movies will be shown on improving (Main Street in your Home
Town). Several dates were given. There will be no one from
the Planning Board attending as there is a conflict in dates.
Letter from Mrs. Agnes Mothersele, East Road, Cutchogue
inquiring as to land filling and building on filled land at
the end of East Road in Fleets Neck in Cutchogue. There
was some discussion as to title on this property and John
Wickham is to investigate and draft a letter to Mrs. Mothersele
in the near future.
Edward Abitz, contractor, left a letter in the office
together with a map regarding permission to regrade Lots Nos.
17 and 18 in Mattituck Estates. Henry Raynor took copies of
same and is to check on regrading work. After some dis-
cussion it was agreed that we should ask Mr. Abitz to submit
copies of letters written by landowners of Lots 17 and 18 grant-
ing their permission for regrading and a statement that the fill
will not be used on wetlands.
Motion was made, seconded, and carried that Mr. Abitz
be required to live up to his agreement on regrading and filling
within the Mattituck Estates subdivision as ~as agreed to at
a July 1971 meeting of the Planning Board.
Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor,
Grebe, Coyte.
Lawrence Tuthill, our engineer, presented an estimate
for bond for Greenacres at Cutchogue subdivision in the amount
of $15,000. This was reviewed and
On motion by Mr. Raynor, seconded by Mr. Grebe, and
carried, it was agreed that the Planning Board accept this
estimate and recommend to the Town Board that the amount of
$15,000 be set for improvements of the subdivision.
Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor,
Grebe, Coyle.
Lawrence Tuthill submitted a proposal to do a shoreline
study on erosion as requested by the Army Corps of Engineers.
The amount requested to do this study will be $2,000.00.
A motion was made, seconded and carried that the Planning
Board recommends to the Town Board that Lawrence Tuthill be

empowered to do this study and that the Town Board enter into
an agreement with him to do it for $2,000.00.
Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor,
Grebe, Coyle.
There was a motion made, seconded and carried to send a copy
of proposed changes and rules for minor subdivisions and
highway specifications to Raymond Dean of the Highway Department
for his approval and comments and to ask him to submit written
approval or be at our next meeting to discuss this matter.
Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor,
Grebe, Coyle.
The next executive session meeting of the Southold Town Planning
Board was set for May 22, 1972.
House Rules for Minor Subdivision
In cases where an application is made for a five lot
subdivision there are several matters that need consideration.
1. Access Roads should meet Town specifications, when
mo~e than 300 feet long.
2. Minor subdivisions only one lot deep from the street
should be studied carefully with the thought that this might be
an evasion and would compromise future development of the
interior premises.
3. Minor subdivisions of over 6 acres should be studied
carefully to see if its an effort to evade the major subdivision
regulations.
4. Minor subdivisions of one lot wide and five lots deep
should be studied to make sure it's not an evasion of a major
subdivision law and blocks off future development of adjacent
premises.
We feel the. above are written to maintain orderly and
efficient development and (par. 1, ArtiQ1e 1 of Subdivision
Regulations~ not adversely affecting remainder of parcel and/or
adjoining properties (page 2. definition in Subdivision
Regulations).
In.minor subdivisions having more than two tier of lots
access to back lot shall only be by a highway meeting Town
highway~specifications.

In a minor subdivision on a Town Highway, curbs and gutters
and drainage will be required as specified by Town highway
specifications.
The meeting was adjourned at 9:50 P.M.
