Y. 11971 PLANNING BOARD MEMBERS John Wlekharn, Chairman Henry Molsa Alfred Grebe Henry Raynor Frank Coyle CHAIRMANS MINUTES Special meeting of Southold Town Planning Board was held at the Town Clerks Building, Main Road, Southold, New York, 9:30 A. M. - E. D. Sh T., Monday, July 3, .1972. Present were: John Wickham, Chairman; Henry Moisa, Vice- Chairman; Henry Raynor. Also present were: Howard Terry, Build~ ing Inspector and Alden Young P. E., retained by the Planning _Board as Special Consulting Engineer. Mr. Young brought his record of Sur~ey and Topographic Elevations taken at the site of Mattituck Shopping Center Inc., Fact6ry Avenue and Main Road-, Mattituck, New Yor~. The Building Inspector produced the file of the Planning Boards approval of the site plan for the Mattituck Shopping Cen- ter Inc. as approved for Mr. M. F. Yezzi, Architect and reputed owner of premises dated July 19, 1971; and the building permi~ file with Health Department approval for the sewerage disposal plans; and a proposed drainage plan as submitted by ~an Boccard of 145 West 11 Street, Huntington Station, New York. A comparison of these Plans show a descrepancy of about 3 feet in elevation bet~ween the site plan as approvedby the Planning Board on July 19, 1971, and the drainage plan sub- mitted by The Boccard Co., Thurday June 29, 1972, Also a desorepancybetween the sewerage disposal plan approved by the Health Department and what was found by "on site" inspection Friday, June 30, 1972, P. M. On Friday P. M., a stop-work order was ~sued by the Building Inspector effective immediately. The premises were' post- ed and notice mailed to the current owner-builder at his office 504 Walt W~itman' Road, Huntington Station, N.Y. by Certified Mail, Return Recent Requested. -2- The site plans and elevations were carefully examined and it was determined by comparison with available plan~ that the building has been lowered about 2 feet 9 inches below the app- roved elevation of July 19, 1971, this was confirmed by Mr. Young. The drainage problem was tlnroughly discussed, and it was found that the sewerage disposal system as installed is not as approved by the Health<-Department and has water in the bottom of the pools. A call to the Health Department, Mr. Jewell in Robert Villa~ office, confirmed that the installation has not be approved to date. A motion was made by Henry Moisa and seconded by Henry Raynor and unanimously carried that the developer meet the re- quirements and construct facilities as on the approved si~e plan dated July 19, 1971. A copy of this Resolution to be sent to the developer by Registered Mail, Return Receipt Requested. Further discussion on the sewerage disposal and drainage was held. It was agreed to request further investigation by the Health Department and copy of their approval of any revised plan. The Planning Board authorized Mr. Young to do another Topographic Survey as of today; this is to include depth to ground water, location of installed pools and other "inground structures" together with distances from property lines of any and all of above. A "Building Location Survey" of the building on the lot has been received and re~wed and found to be as approved on site plan of July 19, 1971. The Bc~rd decided the elevation of the building and lot should be raised to the original elevation approved Jul~ 19, 1971, as this will allow for a workable sewerage disposal plan and workable drainage plan. -3- The meeting was adjourned at 11:10 A.
