SOUTHOLD TOWN PLANNING BOARD
September 25, 1972
A regular meeting of the Southold Town Planning
Board ~as held at 7:30 p.m., Monday, September 25,
1972, at the Town Office, Main Road, Southold, New York~
There were present: Messrs: John Wickham, Chairman;
Henry Moisa, Vice Chairman; Henry Raynor, Frank Coyle;
Alfred Grebe.
Also present: Howard Terry, Building Inspector.
Mr. Valentine Ruch appeared before the Board in
reference to his minor subdivision at Arshamomaque.
He presented a revised map for the division of his
property showing Lot ~1 with 42,000 square feet~
Lot #2 with 40,000 square feet and a reserve~strip to
be Lot ~3. Mr. Ruch said that his daughter owned 'the
property adjoining Lot $3 and wanted to know if he

wanted to give this lot to her at some time in the
future.could it be used as a building lot if combined
with her property. Mr. Wickham told him he would have
to draw the map differently; he could not have his
daughter's property included in the subdivision. We
would have to have a statement that Lot 93 will not be
used to build a house on unless it becomes a part of
the adjacent property belonging to Valerie Ruch. It
would have to be a letter from you or a deed restriction.
Mr. Ruch wanted to know if he could build a house on
Lot 91 without filling it. Mr~ Wickham told him it
would depend on the size of the house. You don't have
to get our approval for that. You would have to go to
the Building Department. If it meets the side yard and
setback requirements you would not have to fill.
Mr. Ruch said he would have Van Tuyl redo the map.
The Board reviewed the map of the drainage plan
for Mattituck Shopping Center submitted to Mr. Terry
on September 22, ~972. Mr~ Terry said this is the
map agreed upon by Mr. Raymond Dean and Mattituck
Shopping Center. Mr. Terry also reported he received
a call from Mr. Cippoletti today and there are three
telephone poles right where the curbs are going. He
told him to put the curbing in up to within one foot
on either side of the poles and after the poles are moved
the curb can be filled in.
On motion of Mr. Raynor, seconded by Mr. Coyle,
it was
RESOLVED that the drainage plan for Mattituck
Shopping Center received September 22, 1972, be sent
to Alden Young, P.E., to check it and ~ive a report.
Vote of the Board: Ayes: Messrs: Raynor, Coyle,
Wickham, Moisa, Grebe.
On motion of Mr. Raynor, seconded by Mr. Grebe,
it was
RESOLVED that the Planning Board authorize payment
of the statement from Alden W. Young, P.E., dated
September 19, 1972, for $230 for services rendered 7/5/72
to 8/10/72 in regard to Mattituck Shopping Center.
Vote of the Board: Ayes: Messrs: Raynor, Grebe,
Coyte, Wickham, Moisa.

The Board discussed a letter from Stephen Griffing,
Esq., in regard to property of Petrucci. Mr. Wickham
read the following letter sent to Mr. Petrucci by the
Planning Board dated May 16, 1967:
Dear Mr. Petrucci:
The Planning Board has considered your request to
dredge a canal on your lots numbered 80 to 87, inclusive,
Plots A and B,~Map of M.S. Hand, Section II, east side
Stillwater Avenue, Cutchogue, New York.
The Planning Board approves this canal subject to
the foliowing conditions:
1. The canal must be entirely within your land,
leaving at least a two foot wide stiip between the canal
and the adjoining property owner to the east, J.G.
Madzelan.
2. No digging shall be done on any other property
without anaapplication being made by the land owner and
approval of the Southold Town Planning Board.
3. The canal must be minimum width and minimum depth
as discussed at the Planning Board meeting.
4. Notice shall be given to the Planning Board when
work starts and when completed, so inspection of the work
can be made.

The Board discussed this property and the Chairman
dictated a letter to Mr. Griffing asking that he come to
the next Planning Board meeting on October 3, 1972.
Mr. Wickham reported that he had talked with Dick
Cron in reference to his subdivision at Orient Point and
he has completely reversed his stand and is now
e~gaging an architect to dr~w another plan for develop-
ment setting aside a lot of open space and he is thinking
in terms of condominiums on much of it. Mr. Terry said
that means a change of zone. Mr. Wickham said Mr. Cron
told him he has an option on the Pappas property.
Mr. Wickham also said he ~alked with Lee Koppelman and
he said if Mr. Cron would come up with his new plan he

would be d~lighted to give it to his staff and come
up with something really nice.
Mr. Terry reported that H. Alvin Smith has
applied for a variance from the Board of Appeals to
put accessory buildings in the front yard area on his
property in Mattituck. The Plannimg Board discussed
the property and since Mr. Smith kad abandoned his
application for a minor subdivision he is going ahead
without approval. The Board will send a letter to
the Board of Appeals informing them that Mr. Smith
is evading the Subdivision Laws of the State and the
Town and recommend that no consideration be given to
this application.
Mr. Terry gave a report on the Wetland Management
Seminar given in Hauppauge on September 15th and
attended by him and Mr. Wickham.
The Chairman signed the minor~subdivision map of
Ralph Tuthill approved at the ~eetin9 on September 11,
1972.
On motion of Mr. Raynor, seconded bY Mr= Coyle
it was
RESOLVED that the minutes of the Planning Board
meeting of September 11, 1972, be approved.

On motion of Mr. Moisa, seconded by Mr. Raynor,
it was
RESOLVED that the minutes of the Planning Board
meeting of September 15, 1972, be approved.
Vote of the Board: Ayes: Messrs. Moisa, Raynor,
Wickham, Coyle, Grebe.
Mr. Wickham said he had talked to Supervisor
Martocchia in regard to the 1973 budget the day after
the Planning Board meeting on September 25th. He had
told Mr. Wickham that $7,000 had been allocated for
contractual services and $13,000 for salaries including
the Planning Board's share of the secretary's salary.
It had been decided that if the contractual services
were reduced to $4,000 and put half of the money into
salaries it would come up with the same figure as his.
The Chairman signed the minor subdivision map
of Mary Baxter Benbow and Shirley Baxter Given.
The Chairman read a letter dated September 15, 1972,
from Mr. Harold Mahony, attorney for Woodhollow Properties,
Orient-By-The-Sea. Mr. Wickham said for the record our
proposal would have saved him approximately $30,000 in
highway construction. Mr. Wickham dictated the following
letter to Mr. Mahony:
Dear Mr. Mahony:
Your letter of September 15, 1972, was presented
to the Planning Board at its meeting on September 25th,
and although the Planning Board agrees with much of it
there are a few things which should be brought out.
On the day stated in my previous letter the roads
which Mr. Uhl stated were built had been untouched and
two members of the Planning Board will vouch for this.

I would suggest you come out and look for yourself.
In the second place we have no great interest in the
arrangements of the streets if you feel they will
complicate or compromise your position with the County
Health Department. It is simply our intent to secure
40,000 square foot lots and we felt that relocation of
the highways might save your client a very substantial
amount of money. We-would suggest that you submit a
proposal showing 40,000 square foot lots in the area
indicated in our proposal and I am sure the Planning
Board will be most cooperative.

1972, were read.
