SOUTHOLD TOWN PLANNING BOARD
October 19, 1972
A special meeting of the Southold Town Planning Board
was held at 7:30 p.m., Thursday, October 19, 1972, at the
Town Office, Main Road, Southold, New York.
Present: John Wickh~m, Chairman; Henry Moisa, Vice
Chairman; Henry Raynor; Frank Coyle. Absent: Alfred Grebe.
Also present: Howard Terry, Building Inspector;
Supervisor Albert Martocchia.
Mr. Terry said that Mattituck Shopping Center, Inc.,
wants :%he Planning Board to give them a draft of w~at they
require for the roof of the A&P building. A&P has a contract
for a mansard roof. Mr. Wickham said that he Objected to
this because he did not want the steep pitchof the mansard.
What he proposes is a 12 inch pitch, but it could be put
up more than that. It has been my feeling all along that
it should look different than the stores next door. Mr. Raynor
said Grants has a completely brick front. Mr. Terry presented

sketches made by George Fisher. Mr. Raynor said he preferred
Sketch ~2 made by Mr. Fisher. Mr. Wiekham said he talked to
Joe Cippoletti and he already ordered the steel. Mr. Coyle
said he agrees with Mr. Raynor that Sketch ~2 is the best;
Mr. Moisa also liked this sketch. Mr. Raynor said the day
we were up there and talked to Joe Cippoletti he said the
mansard would be changed, but this is not what he submitted.
Mr. Wickham said they originally submitted plans showing
colonial and that is what they have Bo do. Joe Cippoletti
said there would be no problem in changing the slspe of the
roof to a more colonial type. Mr. Wickham said we agree
that this Sketch #2 is close to what we want. Mr. Terry
said he stopped all work on the front of the A&P store.
Mr. Wickham said the real problem is the amount of pitch to
the roof. As far as I am concerned 21 inches is too much.
On motion of Mr. Coyle, seconded by Mr, Raynor, it was
RESOLVED that the design for the roof of the A&P Building
in Mattituck Shopping Center as prepared by George Fisher
and marked approved by the Chairman with a pitch of not less
than 15 inches and not less than 21 feet 6 inches rafters is
approved by the Planning Board.
Vote of the Board: Ayes: Messrs. Wickham, Coyle, Raynor,
Moisa.
The Chairman marked and initialed the plan of the wall
section with.the changes in pitch for the roof of the A&P
Building.
The Board next discussed Orient-By-The-Sea at Orient,
New York. Mr. Wickham said yesterday Mr.. Uhl and his attorney
came out to see him and they went down to look at the
subdivision. After exchanging letters back and forth they
are prepared to put in one acre lots. After talking with
Bob Tasker it appears that they will do better to file for
an abandonment and refile for a Section III. In talking with
Bob Tasker we discussed 3./4 acre lots. He said this poses a
problem because there is no provision for doing anything with
3/4 acre lots. You would have to file for variances. They
are prDpared to do the whole area in one acre lots and have a
road through the center. Mr~ Martocchia asked if any lots
are sold in Section III. Mr. Wickham said the big problem
is he promised to put up a bond for construction of the roads
and never did it. Mr. Martocchia asked if he can abandon
part of the map if he sold some lots in Section II. Mr. Terry
said he can abandon any part of the map that you agree to.
Mr. Wickham said there is one lot in that Section that was ~

sold before the effective date. There is no reason you
could not put the new section around this single lot.
Mr. Wickham said the Planning Board will insist on
having all of the Section in one acre lots with the
exception of this one lo%. Mr. Martocchia said they
will check into the single lot. Mr. Wickham asked
Mr. Martocchia if he thought it reasonable for the Town
Board to approve this new Section III and he said yes.
On motion of Mr. Moisa, seconded by Mr. Coyle, it was
RESOLVED that the Planning Board approve one acre
lots in Orient~By-The-Sea Subdivision in the area west of
Ryder Farm Lane and ~outh and west of Plum Island Lane.
Vote of the Board: Ayes: Messrs. Moisa, Coyle,
Raynor.
Mr. Wickham refrained from voting because Walter
Uhl~s oldest son is married to his brother's daughter,
who is also his wife's sister's daughter.
Larry Tuthill appeared before the BO~rd~ Mr~ Martocchia
said it s~ems ~ike the last couple placeSlthe drainage
is not ~akingi~are of the waker. An example is Sunset
Knolls; the roads broke up completely. M~. Tuthill sa~d
the Town SpecifiCations call for catch basins and piping
up to lea~hing~basins. This is not what is on Van Tuyl's
drawings ~ t~ey are going by those ~rawings. M~. Martocchia
said the s'ame owner of Sunset Knolls,. Mr. Sledjeski, is
poles down and there was six i~ches to two. feet of water in
the roads. Mr. Raynor said e~en if he melets what is drawn
up to~e~ine~r~'s specifica~ionsland we ~have no alternative
to reCommend that the Town lrel~ease the bond ~e don't have
to recommend that the Town ta~e the~rOads over. Mr~ Tuthill
said he assumed the subdividers were ~fo. llowing Tolwn
specifications. Mr. Wickham said they have to meet Town
Highway Specifications even~if it does net show on the map.
Mr. TSrry also reported that some developers are also
letting the roads and park and play ground go for tax sale.

Mr..Tuthill reported that the bond estimate for
Petty's Bight subdivision is to be left the same as
the original dated January 17, 1972.
Mr. Wickham said we were designing drainage a
while back for a two inch rainfall and now we pushed
it-up to about four inches. Mattituck Shopping Center
is holding four inches.
On motion of Mr. Wickham, seconded by Mr. Moisa,
it was
RESOLVED that the Planning Board recommend to hhe
Town Board a bond in the amount of $55,000, as per
estimate of Lawrence Tuthill, P.E., dated January- 17,
1972, for Perry's Bight subdivision at Orient, N.Y.
Vote of the Board: Ayes: Messrs: Wickham, Moisa,
Raynor, Coyle.
Mr. Tuthill said the drainage for Petty's Bight
is not shown adequate on the cross section map. A
letter will be sent to Mr. Aurichio telling him that the
drainage must conform to Town Specifications.
Lawrence Tuthill gave his estimate for the bond for
Land's End at Orient Point, in the amount of $100,000.
Mr. Raynor asked Mr. Tuthill if this was adequate for a
four inch rain fall in 24 hours and he said it was not;
it is based on what is known as a ten year rain fall or
two inches in 24 hours.
On motion of Mr. Moisa, seconded by Mr. Coyle, it was
RESOLVED that the Southold~.Town Planning Board recommend
to the Soutkold Town Board the bond inlthe amount of $100,000
as per estimate of Lawrence Tuthill, P.E., dated October 19,
1972, for Land's End subdivision at Orient Point, N.Y.
Vote of the Board: Ayes: Messrs: Moisa, Coyle,
Raynor, Wickham.

Mr. Martocchia asked if the Board had considered
the change of zone on the Town?Board's ~ motion for
Mechanic Street, Southold. Mr~ Wickham said they had
received the application, but have not discussed it yet.
It is on the agenda for the regular meeting October 25th.
Mr. Wickham also asked Mr. Martocchia if the Board would
be.open to suggestion that we take less property and
Mr. Martocchia said they would.
Mr. Terry read the following letter from Bernard Kaplan
dated October 13, 1972, with re~ard to Cleaves Point,
Section III:
"Dear Mr. Wickham:
Enclosed please find copy of letter sent to
Mr. Martocchia advising of the completion of the
roads and requesting release of bond and exception
of the subdivision from present zoning ordinance.
Your cooperation in furthering of this matter will
be appreciated.

Letter to Mr. Martocchia:
'!Dear Mr. Martocchia:
Please be advised that we have completed the
construction of Wiggins Lane and Dawn Road, Map
of cleaves Point, ~Sec~ion 3 and hereby request that
we be released from bond.
We also request that the subdivision known as
Cleaves Point, Section 3 be excepted from the lot
area and lot width requirements of the present
ordinance governing same.

A letter will be sent to the Superintendent of Highways
and Charles Abrahams to make final inspections and report
to the Planning Board.
Mr. Terry read a notice from Bache Bleeker regarding
change of address to 210 East 86th Street, New York, N.Y.
10028 as of November 1, 1972.
The Planning Board received a copy of a letter from
Wickham & Lark, Esqs., a~dressed to Gary Flanner Olsen,
Esq., dated October 10, 1972 with regard to Laurelwood
Estates.
The Planning Board received a copy of a letter from
the Village of Greenport addressed to Valentine Ruch
with regard to Shorecrest subdivision dated October 4, 1972
advising him that the water mains were approved.

completely. ~They want to put up condominiums and set a
very large portion of it aside with a scenic easement. I
said the question is going to be how much multiple
residences do you want and how much land would you give.
He.did not have an answer-to that. Mr. Martocchia said
he thought a motel, a Part3 golf course and a recreation
place witch a pool, dance fl~or and small convention hall
would be nice.
