e. No building shall be occupied or used in whole or in pa~ for any purpose what so ever until the Building Inspector
issues a Certificate of Occupancy·
f. Every building permit shall expire if the work authorized has not co~enced within 12 months after the date of
issuance or has not beea completed within 18 months from such date. If no zoning amen~ents or other regulatious affecting tbe
prope~y have been enacted in the interim, the Building hspector may authorize, in writing, the extension of the pemfit for au
addition six months. Thereafter, a new permit sball be required.

Materials and equipment must be installed in accordance with the manufacturer's installation instructions.
Materials and equipment must be identified so that compliance can be determined.
Manufacturer manuals for all installed heating and cooling equipment and service water heating
equipment must be provided.

Insulation R-values and glazing U-factors must be clearly marked on the building plans or specifications.
Duct Insulation:
Supply ducts in unconditioned attics or outside the building must be insulated to R-8.
Return ducts in unconditioned attics or outside the building must be insulated to R-4.
Supply ducts in unconditioned spaces must be insulated to R-8.
Return ducts in unconditioned spaces (except basements) must be insulated to R-2.
Insulation is not required on return ducts in basements.
Duct Construction:
All joints, seams, and connections must be securely fastened with welds, gaskets, mastics
(adhesives), mastic-phis-embedded-fabric, or tapes. Duct tape is not permitted.
Exception: Continuously welded and locking-type longitudinal joints and seams on ducts
operating at less than 2 in. w.g. (500 Pa).
Ducts shall be supported every 10 feet or in accordance with the manufacturer's instructions.
Cooling ducts with exterior insulation must be covered with a vapor retarder.
Air filters are required in the return air system.
The HVAC system must provide a means for balancing air and water systems.
Temperature Controls:
Each dwelling unit has at lesat one thermostat capable of automatically adjusting the space
temperature set point of the largest zone.
Electric Systems:
Separate electric meters am required for each dwelling unit.
Fireplaces:
Fireplaces must be installed with tight fitting non-combustible fireplace doors.
Fireplaces must be provided with a source of combustion air, as required by the Fireplace construction
provisions of the Building Code of New York State, the Residential Code of New York State or
the New York City Building Code, as applicable.
Service Water Heating:
Water heaters with vertical pipe risers must have a heat trap on both the inlet and outlet unless the
water heater has an integral heat trap or is part of a circulating system.
Insulate circulating hot water pipes to tile levels in Table 1.

Insulate circulating hot water pipes to the levels in Table 1.
Swimming Pools:
All heated swimming pools must have an on/off heater switch and require a cover unless over 20%
of the heating energy is from non-depletable soumes. Pool pumps require a time clock.
Heating and Cooling Piping Insulation:
HVAC piping conveying fluids above 105 °F or chilled fluids below 55 OF must be insulated to the
levels in Table 2.

3.2.1.7 Watt Assembly or Sill Plate to

Sill plates or wall bo~om plates shall be anchored to
the fouadatian system to resist iatcmi and shear loads from
wind ia accordance with thc requirements of Table 3.2.
Prescriptive solutions are provided for sill plate to foun-
dation th Table 3.2A, and for bottom plate to fotmdafioo
th Table 3,2B. Sill plates or wall bottom plates shall be
anchored to the foundation system to resist shear loads
from seismic in accordance with the requirements of Table
3.3. Prescriptive sohitian~ are provided for sill or bottom
plate to foundation in Table 3.3A. A minimum of one
anchor holt shall be provided within 6 to 12 inches of
each end of each plate. Anchor bolts shall have a mfol-
mum embedment of 7 inches in concrete foundations and
slabs-on-grade or 7 inches in masor~y block foundations
when resisting lateral ~md shear loads only (see Figures
3.2a-c). Anchor bolts shall be located within 12 inches of
comers and at spacings specified ia Tables 3.2A-B or Table
3.3A, bul not exccedhig fi feet on center. SHI plates or
bottom plates shill have thll bearing on the foundation
system.
3.2.2.3 WallAssembly to Foundation
First floor wall studs shall be oo~nectcd to the foun-
dation, sill plate, er bottom phite in accordance with thc
requirements of Table 3.2, Prescriptive solutions for stud
to foundation, sill plate, or bottom plate are provided in
Table 3.4B (see Fi~ures 3.2a-e). A minimum cfa 1¼"x20
gage ASTM Afl53 Grade 33 steel strap shall be nailed to
the studs in accordtmee with Table 3.4B anti have a m~J-
mura embedment of 7 baches th concrete foundations and
slabs-on.grade, 15/riches hi masom'y block foundations,
or be lapped under the plate/md nailed hi accordance with
Table 3.4B (see Figures 3,2a-e). When the steel strap is
iappell reader the bottom plate, 3-hieh square washers shall
be used on the anchor bolts and anchor bolt spacings shall
not exceed the requ:remeots specified ia Table 3,2C. Steel
straps embedded gt or in contuet with slab-on-grade or
masonry block foundations shall be hot-dipped galvanized
after fabrication, or manufactured from O185 or Z450
galvaniaed steel.
