August 10, 2011
Present: Frederick Andrews, Beth Motschenbacher, Rona Smith, Michael Herbert, Daniel
Sarnowski, LeRoy Heyliger and Phillip Beltz. Excused/Absent: Nancy Pester, Jeanne Kelly,
John Yahey and Stephen Kiely
Approval Minutes: Minutes approved for July 13, 2011.
Update of Resale of Cottaqes: Buyer procured SONYMA mortgage, contract is
supposed to close by end of August.
Review of Revised Permanent Fixed Improvements Policy and PFIP Form: Several
additional comments, it will be further modified.
Discussion of Perpetual Affordability-Resale Formula: Acknowledgement that the
original intent of formula was to warrant homeowners with equity since participants are
burdened with covenants and restrictions. Policy does not address market conditions of
declining real estate market. It was agreed to table further discussion as John not present
and unless someone finds another formula they wish to share. This concept also could be
included in comprehensive plan.
Housinq Resource Fair: Scheduled for the fall (October or November) to feature
information and resources possibly at Peconic Lane Community Center. Suggested topics
and/or participants:
· North Fork Housing Alliance-Section 8 rental program, housing improvements, etc.
· Family Service League's HomeShare Long Island
· Habitat for Humanity
· Community Development Corporation of Long Island (Section 8, homeownership,
credit counseling, foreclosure assistance)
· Long Island Housing Partnership (same as CDCLI
· Suffolk County- Down Payment Assistance, weatherization programs for seniors
· United States Dept. of Agriculture-Rural Development loans
· Town of Southold
o Housing applications
o Accessory apartment legislation (explanation of law, etc.)
~ HAC presentation landlord/tenant relations and laws
· Financial Institutions for first time homebuyers programs, financing, mortgage
prequalification services, capital improvement loans, mortgage prequalification
services
Comprehensive Plan: The draft plan distributed of the Housing Chapter was viewed as
basically an outline, HAC will review and forward comments via email to Phillip. The "tools
to achieve goals" section will be incorporated into the objectives.
