JUL 2 5 2011 Southold Town Clerk Members Present: Frank Field, James Baker, Planning Director Heather Lanza, Town Engineer Jamie Richter, Greenport Rep. Bob Feger, Captain Martin Flatley, Councilman Chds Talbot, Margaret Brown and Tom Fox. Members Absent: Joel Reitman and Highway Superintendent Pete Harris. Minutes of May 23, 20tl A motion to approve the minutes was made by Bob Feger, seconded by Margaret Brown and was carried. East End Transportation Council Neb advised that the next scheduled meeting is on July 13th. The Council is awaiting the next meeting of the East End Supervisors and Mayors Association (which meets bi-monthly) to discuss any future mandates for the Council. New Comprehensive Town Plan The draft chapter on Community Character is available for consideration. Meetings to discuss the matter will be held on June 30th at 5:00 PM at the Peconic Lane Recreation Center and at 7:00 PM on July 14th at the Human Resources Center on Pacific Street, Mattituck. Commissioners are encouraged to review the draft for comment. Mattituck Corridor Study Heather reported that there was no news. Supervisor's Requests Vanston & Nassau Point Roads Concerns, Cutchoque On May 19, 2011, members of the Nassau Point POA strongly requested that the issue of stop signs at the above location be revisited. They have recommended that the three-way stop signs previously requested be now be erected. At that location, two stop signs and stop lines would be placed in the northbound and southbound directions on Nassau Point Road and a "Stop Ahead" warning sign would be placed on the northbound direction on Nassau Point Road. Leeton Drive and West Ddve in the Vicinity of Kenny's Beach and McCabe's Beach, Southoid Twenty nine residents in that area have requested that two stop signs be placed at that intersection. Captain Flafley will inspect the area and Jamie Richter will also photograph the location with a view toward determining if shrubbery overgrowth may be causing line of sight problems for motorists. Mill Road, Peconic - No Parking Issues Councilman Talbot reported that the Town Board is to revisit no parking proposals on the east side of Mill Road north of 2nd Avenue to about 400 feet south. Also to be considered is a proposal for no parking for 400 yards south of 2nd Avenue on both sides to Sound View Avenue. Planning Board Requests None. Current Transpo.,~tion Issues - Updates Southold/Greenport Bus Shelters Neb will contact Legislator Romaine's office concerning an update from the SCDPW about the long-requested two new shelters. Orientation / Interpretive Si.qnage Project - RBA Phase II Neb reported that RBA is finishing the specifications for the signs and is working with the NYSDOT concerning the documents required by that agency to complete the Phase II proposal for the Commission's review and the Town Board's approval. Executed forms from the Village of Greenport granting access to and construction of the signs on non-town rights of way must be issued per NYSDOT requirements. The Village will also be required to maintain the signs. The Southold Hamlet kiosk will be placed on the Southold Historical Society's historic property at Maple Lane and Route 25. The Town will require a permanent easement from the SHS for access to the kiosk, which will not be maintained by the Town. Heather Lanza will review the NYSDOT documentary requirements and refer them to the Town Attorney concerning the requirements for access and/or easements to the signage. She also reported that the New Comprehensive Town Plan will include a signage ordinance. Traffic Calmin.q Options on Factory Avenue, Mattituck There will be a public hearing on July 5th at 7:30 PM concerning that matter. Restrictive Parking Request, Cottage Place, Southold The.Commission's letter of May 25th to the concerned residents advised that as there appeared to be no issues of public health or safety, the Commission does not support "No Parking" signs at this location. Continuing Review of Streetlights Reduction Proposal Jim Baker reported that he was still trying to organize a New Suffolk Property Owners Association nighttime walkabout survey concerning the situation in that area concerning streetlights. Harbes Family Winery, Mattituck Heather advised that news concerning the Harbes - ordered traffic study is expected in November or December 2011. Old Business None. New Business Route 25 and Aldrich Lane, Mattituck As the height of the LIR:R bridge underpass on Route 25 is now compliant with the NYS Traffic Law, the SCDPW should remove the old signage on CR48 concerning the formerly restricted bridge height.
