Present: Frederick Andrews, Beth Motschenbacher, Rona Smith, Michael Herbert and Jeanne
Kelly, Phillip Beltz. Excused/Absent: Nancy Pester, Daniel Sarnowski, John Yahey, LeRoy
Heyliger and Stephen Kiely
Approval of Minutes: Minutes approved for June 08, 2011.
Update of Resale of Cottaqes: A contract proceeds and the buyer has until August 1st to obtain
a mortgage from SONYMA.
Review of Permanent Fixed Improvements Policy and PFIP Form: Discussion of policy and
form. Several suggestions from Fred - the policy and form will be modified.
Settinq Affordable Sales Price, Apartment Rentals and Inclusionary Zoninq Buyout: The
Town Board will set the amounts as guided by Nassau/Suffolk HUD figures recently released.
Town Board Discussion on Affordable Housinq: Phillip met with the Town Board to discuss the
challenges of resale of the Cottages and the difficulty in "marketing the property" as well as notice
to residents of the Cottages with annual certification as CDCLI sends similar letter.
Suffolk County 72-H Proqram: Suffolk County has ¼ acre lot in the hamlet of Greenport West
that defaulted on taxes and may be utilized solely for the purpose of affordable housing. Habitat
for Humanity has viewed the site and will meet with Town Board to discuss development of
concept plan and seek their support.
Discussion of Perpetual Affordability-Resale Formula: Jeanne reviewed East Hampton's
affordable housing policies, however, the Town leases land for 99 years. The formulas that have
been reviewed by HAC do not appear applicable to unique features of Southold (lack of proximity
to metropolitan area, area median income significantly less than County yet housing median sales
price significantly higher, large second-homeowner population, etc.) Rona and Phillip will meet to
further discuss.
