Present Were: Absent were: Peter Young, Chairman Jack McGreevy, Member Meaghan Burke, Member Audrey Horton, Member Albert Krupski, Jr., Councilman Lauren Standish, Secretary Doug Hardy, Member Derek Bossen, Member John Bredemeyer, Trustee CALL TO ORDER The meeting was called to order at 4:40 PM by Chairman Peter Young. CHAIRMAN'S ANNOUNCEMENTS Chairman Peter Young recently attended a social gathering and had the opportunity to speak with a Southampton Town Trustee. He obtained a copy of their regulations and asked that the CAC members review them. He also suggested that the Board of Trustees meet regularly with the Trustees from the other Towns. REPORTS Councilman Al Krupski distributed copies of the Board of Trustees' proposed code changes to Chapter 275. He asked that the CAC members review the changes and attend 2 the next worksession of the Town Board scheduled for Tues., June 21st with any comments. Member Meaghan Burke announced that she has been accepted to Duke University and will be leaving at the end of July. Member Audrey Horton attended the Trustee meeting held on May 18th and noted the issue fences on the beaches, specifically, a split-rail fence vs. a snow fence. APPROVAL OF MINUTES Moved by Jack McGreevy, seconded by Meaghan Burke, to Approve the Minutes of May 11,2011. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS NICHOLAS NOYES to rebuild 600+/- sf. of wood patio deck including existing perimeter bench and new post supported cable rail. Located: Pdvate Rd., Fishers Island. SCTM#3-2-1 The CAC did not make an inspection, therefore no recommendation was made. JOANNE BURR to reconstruct the existing 4'X 58' timber dock and extend to 70' and using grated materials on the first 25' of the fixed dock; relocate piles to a min. 10' apart; replace existing ramp, 8'X 16' float and 12'X 12' float in a "T" configuration. Located: Peninsula Rd., Fishers Island. SCTM#10-4-7.2 The CAC did not make an inspection, therefore no recommendation was made. Moved by Meaghan Burke, seconcded by Jack McGreevy, it was RESOLVED to NOT SUPPORT the Wetland Permit application of EDWARD JURZENIA to install a stormwater run-off drainage area; excavate shaft until well draining soils are encountered; fill excavated area with sand and gravel; remove trees as needed for site access and removal of all dead trees. Located: 50 Shore Rd., Greenport. SCTM#47-2-1 Inspected by: Meaghan Burke, Peter Young The CAC does Not Support the application because the application is incomplete. The CAC recommends the Trustees require a detailed site plan to include test bodngs to determine if they can reach adequate depths of well draining soils. Vote of Council: Ayes: All 3 Motion Carried Moved by Meaghan Burke, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of MARGARET MOLLOY to repair the existing deck framing, decking, and handrails, and install new stairs. Located: 1200 Leeton Dr., Southold. SCTM#59-1-1 Inspected by: Meaghan Burke, Peter Young The CAC Supports the application with the Condition the area seaward of the deck is left as a non-disturbance buffer. Vote of Council: Ayes: All Motion Carried Moved by Meaghan Burke, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of HAROLD SCHWERDT & PATRICIA OSTER to construct a second-story addition over the existing dwelling and rebuild existing exterior walls. Located: 440 Oak Ave., Southold. SCTM#77-2-1 Inspected by: Meaghan Burke, Peter Young The CAC Supports the application with the Condition of a drainage plan and a 15' buffer area. The CAC recommends the cesspool is moved landward of the dwelling. Vote of Council: Ayes: All Motion Carried Moved by Meaghan Burke, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of MARC SOKOL to install a swimming pool, spa, patio on grade, and pool fence. Located: 350 Lakeside Dr., Southold. SCTM#90-3-15&16 Inspected by: Meaghan Burke The CAC Supports the application with a detailed drainage plan for the pool backwash and the vegetated buffer is expanded to at least 10' between the patio and the wetlands. Vote of Council: Ayes: All Motion Carried Moved by Meaghan Burke, seconded by Jack McGreevy, it was 4 RESOLVED to SUPPORT the Wetland Permit application of MICHAEL & ELLEN CARBONE to convert existing attached garage into living space within the existing building envelope and construct a new two-car garage on the existing parking area. Located: 1580 North Bayview Rd., Southold. SCTM#70-12-34 Inspected by: Meaghan Burke, Peter Young The CAC Supports the application with the Condition the size of the non-turf buffer is increased and gutters, leaders and drywells are installed to contain roof run-off from the garage. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Meaghan Burke, it was RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of JOINT BOARD OF ELECTRICAL INDUSTRIES EDUCATION & CULTURAL HOLDINGS to construct a rock revetment wall extending from the west property corner 330' to the east; utilize geo-textile fabric on the foundation/seawall down 2-3' below existing grade and extend back out; re-vegetate with American beachgrass; place boulders at a height of approx. 12" below the present existing seawall/foundation structure and backfill with approx. 200 cy. sand; extend rock revetment wall to the eastern property line along the bluff approx. 220' and provide toe armor along the existing bluff; remove top of the bluff back inland approx. 15' and regrade; install a row of approx. 2 ton boulders at the base of the existing bluff approx. 220' in length; backfill with approx. 800 cy. of fill; place coconut jute geo-textile erosion control material on the entire bluff area and re- vegetate with American beach grass and hydro-seed with seed mixture. Located: 3800 Duck Pond Rd., Cutchogue. SCTM#83-2-17.3 Inspected by: Jack McGreevy The CAC Supports the application with the Condition the wire fence is removed from along the top of bluff; rip-rap is installed at the base of the bluff and backfilled to change the angle, and then re-vegetated; and drainage is addressed on the site plan. The CAC observed an erosion problem along 25'-30' off the northern property line. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Meaghan Burke, it was RESOLVED to SUPPORT the Wetland Permit application of MARIE NG to relocate the existing dwelling and addition approx. 28' further west from the water; remove existing second-floor and reconstruct new second-floor addition; install new in-ground swimming pool and hot tub along the east side of the dwelling; relocate existing shed; remove 5 sanitary system and install new sanitary system further from the water; and install drywells to contain run-off from the dwelling. Located: 6325 Nassau Point Rd., Cutchogue. SCTM#111-13-10 inspected by: Jack McGreevy The CAC Supports the application, however, recommends the trees with an 8" dbh are not removed landward of the bluff, pruning only; the installation of a 10' non-turf buffer with native plantings; and a limitation of the square footage of area to be fenced in. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Meaghan Burke, it was RESOLVED to SUPPORT the Wetland Permit application of CUTCHOGUE 6213, LLC to remove selective vegetation between 50' and 100' from the top of the bluff and construct a single-family dwelling with detached garage, sanitary system, well, driveway, drainage, landscaping, patios and hot tub beyond 100' from the top of bluff. Located: 6213 Oregon Rd., Cutchogue. SCTM#82-2-3.1 Inspected by: Jack McGreevy The CAC Supports the application, however, recommends the trees with an 8" dbh are not removed. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Meaghan Burke, it was RESOLVED to SUPPORT the Wetland Permit application of CUTCHOGUE 6291, LLC to remove selective vegetation between 50' and 100' from the top of the bluff and construct a single-family dwelling, swimming pool, sanitary system, well, driveway, drainage, detached shed, patios and landscaping beyond 100' from the top of bluff. Located: 6291 Oregon Rd., Cutchogue. SCTM#82-2-3.2 Inspected by: Jack McGreevy The CAC Supports the application, however, recommends the trees with an 8" dbh are not removed. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Meaghan Burke, it was RESOLVED to SUPPORT the Wetland Permit application of JOYCE SAMPIERI to repair the damaged roof on the existing cottage/boathouse; repair/replace the siding; replace windows; and replace rotted wood on the existing deck. Located: 1380 Bayberry Rd., Cutchogue. SCTM#118-2-12 Inspected by: Jack McGreevy The CAC Supports the application with the Condition hay bales are installed prior to construction and a 10' non-turf buffer landward of the bulkhead. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Meaghan Burke, it was RESOLVED to SUPPORT the Wetland Permit application of DAVID & LIBBY ROSS to demolish the existing dwelling and sanitary system; construct a new two-story dwelling on pilings and install a new sanitary system with fill; and install new permeable driveway. Located: 170 Park Avenue Ext., Mattituck. SCTM#123-8-24.1 Inspected by: Jack McGreevy The CAC Supports the application with the Condition gutters, leaders and drywells are installed to contain roof run-off. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Meaghan Burke, it was RESOLVED to SUPPORT the Wetland Permit application of NEW SUFFOLK FISHING STATION, INC. to construct a 4'X 20' ramp onto a 4'X 180' fixed dock section continuing with a 6'X 100' fixed dock section at offshore end. Construct a 4' wide by 10' long walkway between existing concrete deck and ramp. Located: 800 King St., New Suffolk. SCTM#117-8-17 Inspected by: Jack McGreevy The CAC Supports the application, however, the present dock construction is in violation of a condition on the permit issued on May 20, 2009, and questions the storage on the north side of the public road (King St.). The CAC recommends gutters and drywells on the building; a swale is installed high enough to bring the run-off back to the property; and the seaward end of the dock is shortened 60', which will bring it in line with the existing structure to the south. Vote of Council: Ayes: All Motion Carried 7 Moved by Jack McGreevy, seconded by Meaghan Burke, it was RESOLVED to SUPPORT the Wetland Permit application of CATHERINE MARANGAS to remove and replace (in-place) 73 If. of bulkhead with navy style and vinyl bulkhead and 6 If. of bulkhead retum. Located: 1685 Westview Dr., Mattituck. SCTM#107-7-8 Inspected by: Jack McGreevy The CAC Supports the application with the Condition the phragmites are removed from behind the bulkhead and the installation of a 20' non-turf buffer landward of the bulkhead. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Meaghan Burke, it was RESOLVED to SUPPORT the Wetland Permit application of MICHAEL CONFUSlONE to remove and replace (in-place) 75 If. of bulkhead with navy style and vinyl bulkhead; remove and replace 30 If. of retaining wall to line up with adjacent existing retaining wall; and remove and replace bulkhead steps. Located: 1605 Westview Dr., Mattituck. SCTM#107-7-9 Inspected by: Jack McGreevy The CAC Supports the application with the Condition the area between the bulkhead and the retaining wall is re-vegetated with native plantings. Vote of Council: Ayes: All Motion Carried Member Meaghan Burke will attend the next regular meeting of the Board of Trustees scheduled for Wed., June 22, 2011. The next meeting of the Conservation Advisory Council has been set for Wed., July 13, 2011 at 4:30 PM at Down's Farm Preserve.
