Southold Town Hall
May 23, 2011 Meeting
Called to Order: 10:00 AM by Chairman Neb Brashich.
Members Present:
Frank Field, James Baker, Planning Director Heather Lanza, Town Engineer Jamie Richter,
Greenport Rep. Bob Feger, Highway Superintendent Pete Harris, Margaret Brown and Tom Fox.
Members Absent
Captain Martin Flatley, Councilman Chris Talbot and Joel Reitman.
Others in Attendance
Brian Cummings and Ally Sabatino, Planning Department.
Minutes of April 18, 2011
After changes suggested by Jamie Richter concerning permits for deer hunting, the
amended minutes were approved. For the sake of the record, the amended April 18th minutes are
being resent.
Planning Board Requests
Restrictive Parking Request, Cottage Place, Southold
On April 16th, a resident of Cottage Place sent an email to Heather Lanza requesting that
restricted parking be implemented in front of her residence. The resident complained that the car
dealership across the street continually uses the street to conduct business, which constitutes a
nuisance that denies her the right to fully enjoy her property.
The Commission discussed the issue and found that as the car dealership is a long-
established business, there was no need to restrict parking on that street. Heather will send a draft
response to the resident to Neb for his consideration.
East End Transportation Council
Neb advised that the scheduled meeting had been cancelled and that Director Tom Neely
was awaiting the next meeting of the East End Supervisors and Mayors Association to discuss any
future mandates for the Council.
Chapter 13 of the New Comprehensive Town Plan
The local Chambers of Commerce, the Business Promotion Council and the Southold
Business Alliance have encouraged that a Town of Southold Economic Development Committee
be established.
Among the developments that should be encouraged are: Economic development,
Blue Way Trails encouraging water taxi service,
North Fork Trails Scenic Byway - improved signage,
Wine Train - the LIRR is considering tourist/wine train package tours.
Mattituck Corridor Study
Heather reported that the study was still under consideration concerning a roundabout at
Love Lane.
Continuing Review of Streetlights Reduction Proposal
Jim Baker reported that he was trying to organize a New Suffolk Property Owners
Association nighttime walkabout survey concerning the situation in that area concerning
streetlights.
Current Transportation Issues - Updates
Southold/Greenport Bus Shelters
It is understood that the new person at the SCDPW concerning the shelters will work on two
new shelters and that $160,000 in transportation improvement funds were available for use in
funding those shelters. The Town will renew its request for the two shelters.
Bob Feger advised that he wants to speak with County Legislator Ed Romaine about the
shelter issue for the Village of Greenport. Neb will also discuss the issue with Legislator Romaine.
Orientation / Interpretive Si.qnage Project - RBA Phase II
Neb reported that RBA is finishing the Phase II proposal for the NYSDOT and that the
Commission will have the opportunity to review it.
Forms for access and construction of the signs on non-town rights of way will be required
Permission from the Village of Greenport for the placement of its signs will also be required.
However, a deadline will be placed on the Village for its issuance of that permission. Bob Feger
will liaise with the Village on that issue.
Traffic Calming Options on Factory Avenue, IVlattituck
Notwithstanding the Commission's recommendation to the Town Board concerning the
parking situation on Factory Avenue, the Town Board proposed amending the Code, in pertinent
part, to prohibit parking north of the LIRR to Old Sound Avenue.
Harbes FamilyWinery, Mattituck
Heather reported that Harbes had ordered its own traffic study. She is awaiting news from
Harbes in that regard.
Supervisor's Requests
None.
Old Business
Pete Harris reported that the Town Board has determined that there will be no parking
without a permit on either side of Mill Lane in Peconic from Goldsmith Inlet to Route 48. $ignage
to that effect is being erected accordingly. Pete will approach the Town Board seeking its
reconsideration of the matter.
It should be noted that no input from the Transportation Commission was sought by the
Town Board on this issue.
