Wilson, Attorney for Land Preservation Committee Stephen Searl, Peconic Land Trust Laura Klahre, Land Management Specialist II Commencement: · The meeting began at 7:03 p.m. with five LPC members present. This meeting was re-scheduled from May 17, 2011. Adoption of Meeting Minutes: · ACCEPTANCE OF MEETING MINUTES FROM MAY 3, 2011 MOTION made by Ray Huntington, seconded by Maureen Cullinane, to accept the LPC meeting minutes from May 3, 2011. Motion carried: 5/0 (John Sepenoski was not present at time of vote) Land Preservation Applications and Inquiries: SCTM #1000-54-7-21 (Julia Conway Estate) Status Update Conway Easement Marketing of Property [executive session] LPC Chairman John Sepenoski was not present during discussion of this agenda item due to his family relationship to landowner. Status Update: Planning Board is expected to grant final approval in mid June. Working towards closin9 date of late June. Conway Easement: The existin9 Town easement will be used for the Conway development rights easement purchase. with clarification incorporated into the easement language. LPC clarified that agricultural structures will be limited to that of the existin9 Code which is 20% lot coverage. Marketing of Property: The members entered into EXECUTIVE SESSION. Melissa gave update from Town Board executive session re: project costs, price and process for market. END OF EXECUTIVE SESSION and anticipated listing Applications & Inquiries for Uses or Structures on Preserved Property: · SCTM #1000-63-1-25.4 (PLT's Agriculture Center ~ Charnews) Request for use within easement area for August 13, 2011 event Stephen Searl of Peconic Land Trust, gave additional information to LPC regarding his written request dated 5/6/2011 for a parking area within the Town's development rights easement area on th , August 13, 2011 (rain date August 14 ), for the Peconic Land Trust and Southold Mothers Club Family Fun Day at the Farm, between the hours of 10 a.m. and 4 p.m. MOTION made by Maureen Cullinane, seconded by Allan Connell, to approve the request of Stephen Searl of Peconic Land Trust as outlined in his letter dated 5/6/2011, granting permission to allow for parking in a grass field off Youngs Avenue that lies within the Town's development rights easement area on August 13, 2011 (rain date August 14th), between the hours of 10 a.m. and 4 p.m., for the second annual Peconic Land Trust and Southold Mothers' Club Family Fun Day at the Farm event. This event supports the Trust's mission to conserve Long island's working farms, natural lands, and its heritage, and is consistent with the property's agricultural production activities and the agricultural environmental and scenic purposes of the development rights easement. Motion carried: 5/0 (John Sepenoski was not present at time of vote) Stewardship and Management: · TOWN OF SOUTHOLD GENERIC MANAGEMENT PLAN Laura Klahre to present draft plan Laura presented her DRAFT of a Generic Management Plan for the Town of Southold's Open Space Properties. This list of 55 properties totals 268+ acres. LPC members want language "closed to the public" changed to "not officially open to the public" listed within the document. LPC would like to see FINAL DRAFT before Laura submits Generic Management Plan to the Town Board for final approval. Laura will e-mail amended DRAFT to LPC, and then e-mail DRAFT to Town Board members prior to scheduling an open session discussion with the Town Board on June 7, 2011. · BITTNER PRESERVE UPDATE Laura gave update on removal of abandoned wires and 12 telephone poles at the site. LIPA is asking $5,051 for wire removal, Verizon wants $20,274 for removal of all poles (removal of three closest to beach would be for free) which would involve cutting them off at the base, chopping them up into manageable sizes and removing them from the site with minimal damage to the surrounding areas. Cost of this project would be funded by an awarded grant. LPC disappointed in Verizon's high cost for removal of the poles even though the project would be funded by grant monies. MOTION made by John Sepenoski, seconded by Maureen Cullinane, to approve the removal of wiring by LIPA at a proposed cost of $5,05.1 using eligible grant monies. Motion carried: 6/0 MOTION made by John Sepenoski, seconded by Lillian Ball, to approve the removal of .12 poles by Verizon at a proposed cost of $20,274 using eligible grant monies. Motion carried: 41'11'1 (No - Ray Huntington; Abstained - Sam McCullough) Melissa & Laura will confer with Jim McMahon about possibility of reducing Verizon's cost for pole removal. Laura continued presentation with aerial view of an established "green'' trail running along the driveway entrance to Preserve, around the northerly side of the pond and north to the LI Sound. This would be same access to the beach that would be used for dredging purposes for Goldsmith Inlet. Laura then presented a proposal to remove part of the established driveway blacktop from the point of the turn off the driveway, north to the beach (approximately 400 feet). Native plantings, and a snow fence would be set up to form a dune from blowing sand in this area. The estimated cost of this project would be about $4500. A suggestion was made to use a subsoiler rather than a rototiller to prepare area for native plantings. Cost of this project would be a charge to the awarded grant. MOTION made by John Sepenoski, seconded by Lillian Ball, to approved the Concept Plan for the "green'' trail as amended. Motion carried: 5/1 (No - Ray Huntington) MOTION made by John Sepenoski, seconded by Lillian Ball, to approve project plan to digging up approximately 400 feet of driveway material for native plant restoration purposes. Motion carred: 5/1 (No - Ray Huntington) General Land Preservation Items: · AG PRODUCTION DEFINITION / EASEMENT Mary Wilson, Esq., Stephen Searl 8, Melissa Spiro to present information Stephen, Mary and Melissa presented a DRAFT of updated recommended revised easement language for future Town development rights easements. Their work included reviewing County, State, Federal, and Peconic Land Trust easements language, and the NYS Agriculture & Markets agricultural definitions as well as those definitions compiled by Ray Huntington. LPC discussed several paragraphs within the DRAFT and comments were noted. Discussion will continue at next LPC meeting. · SUFFOLK COUNTY FARMLAND COMMITTEE MEETING Tuesday, May 24, 2011 at 6:00 p.m. in Riverhead Not discussed. Next Regular Meeting: o The next regular meeting will be held on June 7, 2011 at 7:00 p.m., (re-scheduled from May 31, 2011) in the Annex Executive Board Room. The June 14, 2011 meeting will be cancelled. Adjournment: · The meeting was adjourned at 9:58 p.m. by the six attending LPC members.
