POLICY: At scheduled Town Board meeting, the attending public is encouraged to briefly address the Town Board relating to agenda resolutions prior to their enactment; the public will also be given time at the conclusion of the regularly scheduled business agenda to address the Board on any given topic. PUBLIC NOTICES State of NY, Dept. of Transportation has filed an order with the Secretary of State whereby the Department's Regulation pertaining to the change in the speed limit to 35 mph within the South. Id, Bayview and Cedar Beach areas. State of NY, Dept. of Transportation has filed an order with the Secretary of State whereby the Department's Regulation pertaining to the change in the speed limit to 35 mph with the North Mattituck, Captain Kidd Estates and Oregon areas. Review of the most recent draft of the Ethics Code. Discussion of labor involved in the preparation and submission of financial reports required to obtain a grant from the LI Developmental Disabilities Service Office. Discussion for possible resolution, an agreement between the Town of Southold and the North Fork Animal Welfare League. 4. Discussion of Police Hiring under the Federal Crime Bill. 5. Discussion of Inlet Pond County Park Contract. 6. Discussion of Landfill Closure Loan Application. 7. Appointment of P/T Tax Receiver's Clerk. 8. RESOLUTIONS Special Note: At this time the Supervisor will invite the public to speak out on the following resolutions. 1// Resolved that the Town Board approves the amount of $42,420 for a bond for roads and improvements in the minor subdivision of Gregory Simonelli, Grade Avenue, Mattituck in accordance with the recommendation of the Southold Town Planning Board and Engineering Inspector James A. Richter. 2/ Resolved that the Town Board approves the amount of $78,100 for a bond for roads and improvements in the minor subdivision of Anna K. Plock (a/k/a Plock Shellfish Preserve) in accordance with the approval of the Southold Town Planning Board and Engineering Inspector James A. Richter. 3~'~ Resolved that the Town Board rescinds the resolution resolution No. 18, adopted on October 18, 1994, appointing Leona Urban and William Evans as weekend SNAP drivers, whereas these individuals are already employees of the Town of Southold. 4/Resolved that pursuant to Article 8 of the Environmental Conservation 'Law, State Environmental Quality Review Act, and Chapter 44 of the Code in the Town of Southold, notice is given that the Southold Town Board has determined that there will be no significant effect on the environment in the question of acceptance of an offer of property by Sue Hanauer and Joan Bagley for acquisition by the Town of Southold under Open Space Preservation. Resolved that pursuant to Article 8 of the Environmental Conservation Law, State Environmental Quality Review Act, and Chapter 44 of the Code in the Town of Southold, notice is given that the Southold Town Board has determined that there will be no significant effect on the environment in the question of a Local Law amending Chapter 85 (taxation) of the code of the Town of Southold, by increasing the partial exemption for senior citizens to a maximum level of $21,299. RESOLUTIONS (Cont'd.) 6/ Resolved that the Town Board accepts the proposal of Mazzaferro Bros., Inc., for the installation of concrete curbs and electrical connection at the Southold Town Scavenger Waste Treatment Facility, all in accordance with the recommendation of Engineering Inspector James Richter; and be it Further Resolved that the Supervisor be and is authorized and directed to execute an agreement between the Town of Southold and Mazzaferro Bros., Inc. to accomplish the aforesaid work 7/ Resolved that the Town Board requests the NYS Dept. of Transportation to conduct a traffic study to determine the need for a "No Parking" zone along both sides of Route 25, Mattituck, commencing at a point west of the Long Island Rail Road bridge and extending easterly up to about 100+ feet east of the intersection near the gasoline station property at Bray Avenue and Route 25. 8*,/ Resolved that the Town Board authorizes the Supervisor to execute the acknowledgement of and agreement to the provisions of the Letter of Agreement between the NYS Div. of Criminal Justice Services and the Town of Southold for a Local Court Automation Project Grant. 9P/ Resolved that the Town Board sets 8:00 PM, Tuesday, January 10, . 1995, Southold Town Hall as time and place for a public hearing on a Local Law in Relation to Gagen's Landing Road. 10/Resolved that the Town Board authorizes the installation of a dedicated telephone line by NYNEX, at a cost of $280, to activate the computer set-up under the NYS Division of Criminal Justice Services grant, to provide a data communications link to DCJS utilizing the Criminal Justice Services grant, to provide a data communications link to DCJS utilizing the Criminal Justice Data Communications Network (CRIMNET) ll~'/Resolved that the Town Board agrees to waive the dump fees for trees and limbs only for a period of two weeks starting immediately due to the severity of the December 23rd and 24th northeaster. 12~//Resolved that the Town Board authorizes the Town Clerk to advertise for membership on the Committee on Local Taxes. 13. Resolved that the Town Board adopts the policy that the annual budgets under its control will result in taxes and fees attributable to Southold Town government no greater in real terms (adjusted for inflation) than the taxes of the previous year, and be it further Resolved that the Town Clerk be directed to communicate this policy as a home-rule mandate to relevant officials of the County. Vo RESOLUTIONS (Cont'd) Resolved that the Town Board adopt a priority acquisition list of properties under the Town Share of 1/4% Saies Tax Money. Resolved that the Town Board authorizes the Supervisor to execute 1995 Day Training Grant from the Office of Mental Retardation and Developmental Disabilities. Resolved that the Town Board authorizes the Town Clerk to advertise for resumes for a P/T Bookkeeper for the Human Resource Center. 17~//Resolved that the Town Board authorizes the Supervisor to execute an application for Federal Supplement in hiring three new police officers. 18~/ Resolved that the Town Board appoints Ann Amiaga as a P/T Clerk in the Tax Receivor's office. 19/Resolved that the Town Board authorizes the Supervisor to execute a lease for a building for winter storage of Highway equipment. 20/ Resolved that the Town Board sets 5:00 PM on January 24, 1995 for a PubLic Hearing on a Locai Law in Relation to the Code of Ethics. 21/Resolved that the Town Board authorizes the Supervisor to execute an agreement with NFAWL for Dog Control Officer and operations of Dog Shelter services. 221/Resolved that the Town Board amends resolution for 1994 compensation of the Board of Assessment Review. 23/Resolved that the Town Board accepts the proposal of Cramer and Voorhis to review the Traffic Impact Study on Frank Cichanowicz III change of zone petition. - 24~/Resolved that the Town Board has determined that there will be no significant effect on the environment in the question of a Local Law in Relation to the Code of Ethics. 25/Resolved that the Town Board authorizes the acquisition of Hanauer-Bagley property. 26~/ Resolved that the Town Board approves the enactment of Local Law No. 30-1994, a Local Law in Relation to Lighting. 27~/ Resolved that the Town Board approves the enactment of Local Law No. 31-1994, a Local Law in Relation to Senior Citizen Exemption.
