POLICY: At scheduled Town Board meeting, the attending public is encouraged to briefly address the Town Board relating to agenda resolutions prior to their enactment; the public will also be given time at the conclusion of the regularly scheduled business agenda to address the Board on any given topic. Call to Order. Pledge of Allegiance. Approval of the Audit of Bills of November 1, 1994. Approval of minutes of October 18, 1994 Town Board Meeting. PUBLIC NOTICES Notice of application to acquire and operate the Water District known as Angel Shores, operated by the Bayview Water Homeowners Association. The Water Supply System consists of three 6 inch diameter wells having a combined pump capacity of 90 galions per minutes and water supply systems appurtenances. The district is located in Bayview, Town of Southold, Suffolk County Notice from the NYS Dept. of Transportation regarding their determination that a reduced speed limit of 30 mph on Traveler Street in Southold would be appropriate. Notice from the NYS Dept. of Transportation establishing a "No Stopping-Any Time" restriction on Laurel Lane by the Laurel Post Office. Public Notice from US Army Corp of Engineers regarding an announcement of Public Hearings and Request for Public Comment on a State Program General Permit for New York State. NYS/DEC Notice of Application by North Fork Sanitation Copmany to operate a Transfer Station for up to 200CY/Day of Construction and Demolition Debris (C&D) and other waste collected in the Town of Southold. III. COMMUNICATIONS IV. FOR DISCUSSION Please Note: All "For-Discussion" items are discussed during the 9 AM to 4:30 PM Town Board Work Session at the times listed on the Order of Business. 1. Discussion of the establishment of a committee to review Cablevision Contract and prepare for negotiations. 2. Discussion of hiring Laura Carlisle to instruct baton and walkabout programs as part of the Town Recreation Program. 3. Discussion of STF Recommendations deemed high priority in the 10/25 Planning and Zoning Meeting. 4. Set date to interview applicants for TDR Working Group. 5. Set date for Town Board to meet and review proposed Ethics Code Amendments. 6. Civil Service List for the position of Ordinance Inspector. 7. Discussion of Southold Town Board Meeting Dates for 1995. 8. Possible Resolution regarding the adoption of the 1995 Community Development Budget. 9. Supervisor's discussion on the aftermath from the 1995 Budget Meetings. 10. Possible resolution authorizing the payment of $300 to Fagan Engineers for review and revisions to the specifications for clean-up and restoration of the FI Metal Dump. RESOLUTIONS Special Note: At this time the Supervisor will invite the public to speak out on the following resolutions. 1/ 2/ 4/ Resolved that the Town Board authorizes the following budget modification to the General Fun - Whole Town 1994 Budget to provide for lease of equipment to Solid Waste Management District and appropriate debt service for same. Resolved that the Town Board authorizes a budget modification to the Solid Waste Management District 1994 Budget to appropriate funds for lease agreement between the Town of Southold and Solid Waste Management District. Resolved that the Town Board authorizes the Town Clerk to advertise for bids for the purchase of one (1) used Dump Truck for the Superintendent of Highways. Resolved that the Town Board authorizes a 1994 Budget Modification to the General Fund-Part Town to transfer donated funds for D.A.R.E. items. Resolved that the Town Board authorizes a 1994 Budget modification to the Southold Town Solid Waste Management District to appropriate additional funds for legal fees relating to the New York State Department of Environmental Conservation settlement. Resolved that the Town Board authorizes a 1994 Budget modification to the General Fund - Whole Town to provide additional appropriation for purchase of a file cabinet. Resolved that the Town Board authorizes a 1994 Budget modification to the Generai Fund - Whole Town to provide additional appropriation for the Southold Town Youth Activities Scholarship Program. Resolved that the Town Board grants permission to Southold Town Attorney Laury Dowd to attend a conference entitled, "The Public Trust Doctrine on Long Island, Public and Private Rights in Coastal Areas" on Thursday, December 15, 1994 at Mac Arthur Airport, Ronkonkoma, N.Y. 9~Resolved that the Town Board authorizes the Supervisor to execute an agreement between the Suffolk County Department of Parks, Recreation and Conservation, and the Town of Southold, Village of G~eenport, and the North Fork Audubon Society, whereby under this joint effort the parties will increase security and stop illegal dumping at Inlet Pond County Park, and establish a living laboratory at the park for the purpose of providing Suffolk County residents with an environmental education program geared to the ecology of Inlet Park 10~esolved that the Town Board authorizes the Supervisor to execute a contract between the NYS Department of Transportation and the Town of Southold for a grant toward the construction of a Historic Marine Railway on the property of Greenport Yacht and Shipbuilding. 111/ Resolved that the Town Board appoints Jesse Wilson and Thomas W. Murphy as School Crossing Guards, effective October 21, 1994. 12w/Resolved that the Town Board authorizes the Supervisor to execute an agreement between the Town and Steve Smith, for a a Men's Basketball Fall 1994 Recreation Program, at a fee of $20.00 per session. 13/Resolved that the Town Board authorizes a 1994 Budget modification to the Solid Waste Management District to appropriate additional funds for legal fees relating to New York State Department of Environmental Conservation settlement. 14/ Resolved that the Town Board authorizes the Supervisor to execute a sponsor agreement between the Town and Richard Ditusa to place and maintain coin operated vending machines in stores, shopping centers and other commercial locations, bearing the name of "Southold Town Senior Services" and he will pay the Town a fee of fifty center per machine per month, said moneys to be used for the betterment of the .Southold Town Human Resource Center. / 15/Resolved that the Town Board grants permission to the Cutchogue Fire Department to use Depot Land and New Suffolk Road, Cutchogue, for their Halloween Parade on Monday, October 31, 1994 beginning at 6 PM at the Cutchogue West School. Vernon, CT to perform work with regard to the Fishers Island Wastewaster Disposal System. Be it further resolved that the Town Board accepts the additional proposal of JC Sommers Associates to assist the Town in completing the renewal of any permits associated with the Discharge monitoring Report or related to the Fishers Island Sewer District on a time and material basis according to the fee scheduled included in their proposal dated October 17, 1994. 17/Resolved that the Town Board approves the amount of $22,975.00 for a bond for roads and improvements in the minor subdivision of Conrad Bagenski, all in accordance with the recommendation of the Southold Town Planning Board and Engineering Inspector James Richter. 18/ Resolved that the Town Board approves the amount of $944,049 for a bond fo{ roads and improvements, including the cost estimate for the water system, for proposed Major Subdivision of Angel Shores. Resolved that the Town Board sets 5:00 PM, Tuesday, November 29, 1994, Southold Town Hali, Main Road, Southold as time and place for a public hearing on a Local Law in Relation to Wineries. 20/Resolved that the Town Board authorizes the Supervisor to execute and submit the 1995 Division for Youth Program Application to the Suffolk County Youth Bureau for 1995 funding. 21~/~Resolved that the Town Board authorizes an advance fee check to cover the cost of ticket for the June 11, 1995 Pocono 500 Race. 22/Resolved that the Town Board authorizes the Town Clerk to advertise for Requests for Proposals to obtain the services of consultants to assist the Town in the preparation of a Harbor Management Study and a Coastal Erosion Shoreline Study. 23/Resolved that the Town Board engages the services of Andrew D. Stype, Certified Real Estate Appraiser, to conduct an appraisal on behalf of the 'Land Preservation Committee on the property located at 2105 Lighthouse Road, Southold. 24/Resolved that the Town Board grants permission to Assessor Chairman Scott Russell and Assessor Darline Duffy to attend a course entitled "Farm Appraisal from October 31 through November 4, 1994 in Riverhead. 25/Resolved that the Town Board grants permission to Solid Waste Coordinator James Bunchuck to attend the Sixth Annual Recycling Conference sponsored by the NYS-DEC on November 1 and 2, 1994 in Syracuse. RESOLUTIONS (Cont'd) 26/Resolved that the Town Board approves the YOuth Scholarship Program guidelines. 27~/ Resolved that the Town Board creates a Cablevision Advisory Committee and authorizes the Town Clerk to advertise for resumes for three members. 28/Resolved that the Town Board authorizes the payment of $300 to Fagan Engineers for review and revisions to the Fishers Island Metal Dump specifications. 29/ 30/ Resolved that the Town Board authorizes $305,000 in Serial Bonds for acquisition of machinery and apparatus for lease to the Solid Waste Management District. Resolved~that the Town Board adopts the proposed 1995 Community Development Budget and authorizes the Supervisor to execute the Project Description forms for same. 31l/Resolved that the Town Board enacts a Local Law in Relation to Parking at Wilderness Point on Fishers Island. 32~/ Resolved that the Town Board engages Anthony Tohill as Special Counsel to the Town in the Jem Realty Co. lawsuit.
