POLICY: At scheduled Town Board meeting, the attending public is
encouraged to briefly address the Town Board relating to agenda resolutions
prior to their enactment; the public will also be given time at the
conclusion of the regularly scheduled business agenda to address the Board
on any given topic.

U.S. Nuclear Regulatory Commission, Region 1, Notice of Significant
Meeting of Northeast Nuclear Energy Company at 10 AM on Friday,
October 21, 1994 at the DRP Conference Room, Region I Office, King of
Prussia, PA.
Request for a permit to consturct a single family dwelling with deck a
minimum of 46' from freshwater wetlands and a septic system a minimum
of 87' from the wetlands. Project is on East End Road, Fishers Island,
NY.

Possible resolution rescinding resolution no. 21, adopted on August 9,
1994, authorizing the implementation of a program for the distribution
of Town Garbage Bags to merchants who resell them.

Discussion of an appointment of a Supervisor's Representativ~ to
attend the monthly CAST Meetings.
Selection of a person to represent the Town of Southold on the
Comprehensive Economic Development Task Force for the Calverton Joint
Planning and Redevelopment Committee.
Appointment of a Consultant on the Landfill Closure.

Softward Program for the Justice Court.

V. RESOLUTIONS
Special Note: At this time the Supervisor will invite the public to speak
out on the following resolutions.
1/
Resolved that the Town Board authorizes the Supervisor to submit the
1995 Individual Program application to the Suffolk County Youth Bureau
for a $10,000 grant for the Southold Town Youth Service Program.
2/
Resolved that the Town Board authorizes the Supervisor to submit the
1995 Individual Program Application to the Suffolk County Youth Bureau
for the Southold Town Juvenile Aide Bureau Program.
Resolved that the Town Board grants permission to Data Control
Supervisor Jeanne Ruland to attend the seminar entitled "Wordperfect
Shortcuts" presented by the American Management Assn on December 5,
1994.

Resolved that the Town Board authorizes a budget modification to the
General Fund for payment to the NYSDEC in compliance with the Order
provided by the Stipulation of Settlement Between the N¥SDEC and the
Town of Southold.
Resolved that the Town Board authorizes a budget modification to
provide appropriation for additional expenses for Fagan Engineering for
the Fishers Island Metal Dump.
Resolved that the Town Board authorizes the Supervisor to endorse a
two-party check in the amount of $25,000 as part of the NYS Affordable
House Grant for Southold Villa's, Section II; an on-going program
which has been funded by the NYS Affordable Housing Corporation.

Resolved that the Town Board authorizes the Supervisor to execute a
Contract Budget Modification Request from the Suffolk County Office
for the Aging, for the Southold Town Nutrition Program budget
contained in the agreement of 1/1/94-12/31/94 which modification
results in a zero net change.

Resolved that the Town Board authorizes and directs Lawrence
Healthcare Administrative Services to pay the Eastern Long Island
Hospital medical bill for a dependant of Town of Southold employee
which claim was received more than 90 days after the date of service.
Resolved that the Town Board sets 5:00 PM, Tuesday, Nov. 1, 1994
Southold Town Hall as time and place for a public hearing on a Local
Law in Relation to Parking at Wilderness Point.
10~/ Resolved that the Town Board sets 8:00 PM Tuesday, November 15,
1994 at Southold Town Hall for a public hearing on a Local Law in
Relation to Bed Breakfast Facilities.
11/ Resolved that the Town Board sets 8:05 PM Tuesday, November 15,
1994 at Southold Town Hall for a public hearing on a Local Law in
Relation to Signs.
12/Resolved that the Town Board sets 8:10 PM Tuesday, November 15, 1994
at Southold Town Hall for a public hearing on a Local Law in Relation
to Lighting.
13/Resolved that the Town Board grants permission to Personnel Assistant
Barbara Rudder and Community Development Administrator James
McMahon to attend a Luncheon Meeting sponsored by East End Job
Service Employer Committee.
14/Resolved that the pursuant to Part 617 of the implementing regulations
pertaining to Article 8 (State Environmental Quality Review) of the
Environmental Conservation Law, the Town Board of the Town of
Southold, as lead agency, has determined that the proposed action of
Construction and Operation of a Yard Waste Composting Facility is not
expected to have a significant effect on the environment.
15/Resolved that the Town Board reappoints nine individuals to the
Southold Town Substance Abuse Committee, effective October 24, 1994
through October 24, 1995 to serve without compensation.
16~/Resolved that the Town Board grants permission to specified elected or
appointed officials to attend the Annual Meeting of the Association of
Towns in New York City on February 19-22, 1995.
17/Resolved that the Town Board authorizes the expenditure of $200 for a
review and analysis of the Baxter Farm/Fort Corchaug appraisal by
Patrick A. Given, SRPA.

18/Resolved that the Town Board appoints Leona Urban and William Evans
as weekend SNAP drivers, effective October 15, 1994, 2.5 hours per
day, Saturday and Sunday, at a salary of $10.00 per hour.
19~l~solved that the Town has no objection to the proposed sale of the
Cove Condominium in Bayview to the SCWA and supports it for the
reasons discussed by the Board.
20~/ Resolved that the Town Board rescinds resolution no.13 adopted on
October 4, 1994 directing that the Fishers Island Sewer District rent
owed by Cleveland Bakery be levied against the real property of
Cleveland Bakery, and collect at the same time and in the same manner
as Town Taxes, whereas the outstanding rent was paid on October 17,
1994.
21~/ Resolved that the Town Board grants permission to Venetia McKeighan
to place an advertisment the two locai newspapers for 2 weeks to
advertise an expanded after school activity program, cost to be
approximately $182 per newspaper.
22~/ Resolved that the Town Board appoints Dwayne Farley as a back-up
weekday SNAP Driver, effective immediately, at a salary of $5.00 per
hour.
23~/ Resolved that the Town Board authorizes the location of a temporary
house trailer on the property of Carol and Edward Worth at Baldwin
Place and Stro~son Road, Cutchogue.
24/Resolved that the Town Board recommends that John Cushman be
appointed Southold Town Representative to the Peconic County
Technical Advisory Committee.
25/ Resolved that the Town Board readvertise for resumes for a Member of
the Board of Assessment Review.
26/Resolved that the Town Board grants permission to Personnel
Assistance Barbara Rudder to attend an Empire Plan Regional'Meeting
at Medford on October 25, 1994.
27/Resolved that the Town Board authorizes the Supervisor to execute a
grant application to the NYS Division of Criminal Justice Services for
Justice Court participation in CRIMENET.
28/Resolved that the Town Board rescind the resolution implementing
distribution of Town Garbage Bags to merchants at Town Hall.

Resolved that the Town Board leases the equipment at the Cutchogue
Transfer Stations to the Southold Solid Waste Management District.
Resolved that the Town Board Conveys the land and impreovements at
the Cutchogue Disposal Site to the Southold Solid Waste Management

Resolved that the Town Board refers the proposed Local Law in
Relation to Wineries to the Southold Planning Board and the Suffolk
County Dept. of Planning for recommendations and reports.
Resolved that the Town Board creates a Southold Youth Activities
Scholarship Program for Southold Town Recreation Department Activities.
Resolved that the Town Board enacts Local Law No. 21-1994 which
reads as: A Local Law In Relation to Parking Permits.
Resolved that the Town Board enacts Local Law No. 22-1994 which
reads as: A Local Law In Relation to Landfill Permits.
