COMMUNICATIONS None IV. FOR DISCUSSION Please Note: All "For-Discussion" items are discussed during the 9 AM to 4:30 PM Town Board Work Session at the times listed on the Order of Business. Parks and Rec. Committee would like to discuss 4 items with the Board: Cedar Beach Park Playground at Tasker Park Silver Smith Corner Park Donation Recommendations for Ball Field Maintenance For possible Resolution, the appointment of a member to the Southold Town Planning Board. For possible Resolution, the appointment of a member to the Southold Town Board of Appeals. o For possible Resolution, the appointment of a part-time Data Entry Operator for the Southold Town Disposal Area. For possible Resolution, the enactment of Local Law No. 2 - 1995, a Local Law In Relation to the Code of Ethics. 6. For possible Resolution, the enactment of Local Law No. 3 - 1995, a Local Law In Relation to Bed and Breakfast Facilities. Discussion of procedures for handling the purchase of items or services that cause overdraws on the 1995 budget. Possible resolution authorizing the Town Clerk to advertise for resumes for five (5) part-time Public Safety Dispatchers. 9. Discussion of proposed individual town research project. 10. For Possible Resolution, authorization for the purchase of title to a parcel comprising roads in the Lands End Subdivision in Orient. 13. Possible Resolution on Horse Boarding Operations. 14. Possible Resolution on bid to demolish and remove a dangerous structure on the premises owned by the Estate of Marjorie F. Straussner. 15. Possible resolution reinstating tipping fee charge privileges to Bryan Van Huele, Bri Van Inc., Laurel, NY. 16. Possible Resolution endorsing and supporting the proposed ferry service between Shoreham and New Haven. 17. Discussion of TDR Committee Membership. V. RESOLUTIONS Special Note: At this time the Supervisor will invite the public to speak out on the following resolutions. 1/ Resolved that the Town Board accepts the resignation of Jesse J. Wilson from his position as a School Crossing Guard, effective Friday, ' February 10, 1995. / 2/ Resolved that the Town Board grants permission to the Griswold-Terry-Glover American Legion Post of Southold to use specified Town roads on June 10, 1995 starting at 1:00 PM for staging the Suffolk County American Legion Convention Parade.. 4/ Resolved that the Town Board authorizes the Supervisor to execute an agreement between the Town of Southold and Cornell Cooperative Extension to provide technical support for the establishment of a shellfish hatchery and nursery system for Southold Town, using the Suffolk Marine Environmental Learning Center facility. Resolved that the Town Board authorizes the Supervisor to execute an agreement between the Town of Southold and the North Fork Housing Alliance, Inc., for a Senior Home Maintenance Program under the Community Development Block Grant Program Year #17. Resolved that the Town Board appoints Audrey Bolobanic as a Matron for the Southold Town Police Department, effective immediately. Resolved that the Town Board issues a Negative Declaration with respect to the remediation of the FI Metal Dump Site, by removal off-island, of all deposited solid waste. All permanent project impacts are considered to be positive insofar es they serve to mitigate existing adverse visual and environmental conditions. It is not there considered desirable to reduce any of these impacts. Resolved that the Town Board accepts the bid of F~st Coast Mines & Materials Corp.~ East Quogue, NY in the amount of $6.22 per yard, for supplying the Southold Town Highway Department with 10,000 yards of Screened Sand for Ice Control and Highway Maintenance, ali in accordance with the bid specifications. Resolved that the Town Board designates Solid Waste Coordinator James Bunchuek and Charles Seheer to the Cornell Cooperative Extension Recycling and Compost Advisory Group, effective immediately. Resolved that the Town Board authorizes the Supervisor to execute a grant application to the New York State Office of Parks, Recreation and Historic Preservation 1995 Environmental Protection Act funds, to be used for improvements at the Robert Tasker Memorial Park. 10/Resolved that the Town Board g~ants permission to Board of Appeals member Serge Doyen, Jr. to attend the Association of Towns Meeting in NYC on Tuesday, February 21, 1995. ll v~Resolved that the Town Board authorizes the Supervisor to execute a Contract Budget Modification Request to the Suffolk County Office for the Aging to amen the Senior Adult Day Care Program budget, which modification results in a zero net change. / 12/Resolved that the Town Board authorizes the Supervisor to execute an agreement between the Suffolk County Office for the Aging and the Town of Southold for the Senior Citizens Nutrition Program, for the period of January 1, 1995 through Deeember 31, 1995. 13/Resolved that the Town Board sets 5:00 PM Thursday, February 23, 1995, Southold Town Hall as time and place for a public hearing on a Local Law in Relation to Nonresident Beach Permits. 14g/ Resolved that the Town Board accepts the resignation of Barbara A. RESOLUTIONS (Cont'd) 16r/ Resolved that the Town Board enacts Local Law No. 2-1995, "A Local Law in Relation to the Code of Ethics"~ effective April 4~ 1995. / 17/ Resolved that the Town Board adopts an Ethics Code Annual Statement of Financial Disclosure. 18~/fResolved that the Town Board creates a three-member Board of Ethics. 19~//Resolved that the Town Board authorizes the Town Clerk to advertise for three members to serve on a Board of Ethics. 20~/Resolved that the Town Board enacts Local Law No. 3-1995, "A Local Law in Relation to Bed and B~eakfast Facilities." 21v/Resolved that the Town Board endorses Suffolk County Legislature the expansion of the definition of agricultural business to include commercial horse boarding operations as qualified. 22~/Resolved that the Town Board accepts the proposal and engages the services of Sound Shore Excavating Corp., to demolish the structure and removal of all debris, at a cost of $850.00 less tipping fees which shall be charged to a special account and both expenses shall be assessed against the property. 23F/Resolved that the Town Board reinstates tipping charge privileges of Bri Van Inc. 24~'/Resolved that the Town Board endorses and supports the proposed ferry service between Shoreham and New Haven. 25~'/Resolved that the Town Board authorizes the Town Clerk to advertise for School Crossing Guards. 26P'~ Resolved that the Town Board appoints Mary Jackson as part-time Data Entry Operator at the Disposal Area. 27P/f Resolved that the Town Board appoints Robin L.
