Commencement:
· The meeting began at 7:'15 p.m. with five LPC members present.
Welcome Newly Appointed Land Preservation Committee Member- Allan Connell
· The Committee welcomed Allan Connell as their new member.
Adoption of Meeting Minutes:
· ACCEPTANCE OF MEETING MINUTES FROM MARCH 8, 2011 AND APRIL 5, 2011
MOTION made by Maureen Cullinane, seconded by Eric Keil, to accept the LPC meeting minutes
from March 8, 20'1 '1.
Motion carried: 4/0/2 (Ray Huntington & Allan Connell abstained as not present for the 3/8/20'1'1
LPC meeting; John Sepenoski not present for vote.)
MOTION made by L/Il/an Ball, seconded by Maureen Cullinane, to accept the LPC meeting minutes
from April 5, 20'1'1.
Motion carried: 4/0/'1 (Allan Connell abstained as not present for the 4/5/20'1'1 LPC meeting; Eric Keil
and John Sepenoski not present for vote.)
Land Preservation Applications and Inquiries:

Update re: status
Melissa Spiro gave LPC update re: Town Board work session. Town Board reviewed and decided
that not high priority for preservation and Town Board decided not to proceed with preservation
process.
SCTM #1000-95-1-11.2 (Biggane, John & Margaret)
Request to re-activate PDR application
Melissa went over status of request to re-activate application. LPC questioned whether landowners
were aware of current appraised values for similar properties and discussed sending letter requesting
acknowledgement of interest within current appraised values.
LPC has scheduled appointment with Town Board to discuss preservation financial status at April 26,

2011 Town Board meeting LPC tabled review of subject property until after the April 26 Town Board
meeting re: financial status.
SCTM #1001-7-5-19 (Greenport)
Status update from Stephen Searl, PLT
Exxon has been working with Peconic Land Trust in regard to potential donation of property to PLT
together with donation of Easement to Town of Southold. Exxon is interested in ecological restoration
with potential for more active (perhaps kayak launch) at southernmost corner of the property. Exxon
cleaned up the property in 2003~2004. The property is currently fenced and there are monitoring wells
on the property.
Prior to accepting donation, PLTFFown would do independent environmental site assessment.
Stephen Searl requested a sense of the Committee.
MOTION made by John Sepenoski, seconded by Chris Baiz, to support in concept the easement
donation pending more details.

LPC supported Stephen Searl's request to discuss project with Town Board.

Appraisal not received in time for LPC meeting.
LPC/Town Board scheduled to discuss preservation financial status at April 26 2011 Town Board

meeting. LPC tables review of subject property until after the April 26 Town Board meeting re:

Applications & Inquiries for Uses or Structures on Preserved Property:
· Dog Park
Request for Committee review of CPF/Open Space properties to use for Dog Park
Committee discussed request and was unable to find an appropriate existing CPF property for the
use. The Committee suggested exploring expansion at the existing dog park.

The members entered into EXECUTIVE SESSION
Melissa gave update on April 12, 2011 Town Board executive session during which Melissa gave
update on potential acquisitions and financial status. John Cushman, Town Comptroller, was asked
to prepare additional information for the next Town Board meeting. Melissa asked LPC members to
attend Town Board meeting, if possible.
LPC started discussion of potential changes to preservation program, such as different ways of
ranking projects, but decided to hold off further discussion until after Town Board meeting.
AGRICULTURAL PLANNED DEVELOPMENT AREA (AgPDD)
Update from Town Board executive session [executive session]
Review Draft Policy
Town Board reviewed accepted LPC's recommended purchase price and will place a resolution on
April 26, 2011 Town Board meeting to adopt said recommendation.
END OF EXECUTIVE SESSION
Melissa went over draft Policy. Hypothetical Parcel appraised was located within A-C zone. Melissa
suggested clarifying purchase price for potential properties in the R-40 and R-200 zones. LPC
reviewed and decided that AgPDD was intended to be for typical properties and R-40/R-200 are not
typical. Therefore, LPC did not feel that it was necessary to acquire additional appraisals for
properties within the R-40 and R-200 zones. LPC decided that it would be appropriate to clarify
purchase price for those zones to avoid future confusion. LPC established purchase price for one
development right within R-40 zone to equal the annual purchase price per true acre multiplied by
0.92 (40,000 sq. ft.) and the purchase price for one development right within R-200 zone to equal the
annual purchase price established for properties located within the R-80/AC Zone. All purchase
prices will be clarified in a Policy to be adopted by Town Board at the time of adoption of the annual
purchase price.

Not discussed due to time constraints.

Town Board public hearing scheduled for Tuesday, April 26, 2011 at 4:37 p.m.

Room.
