Box 1179 Southold,NY 11971 Re: Mark and William McDonald,21515 Soundview Avenue.Southold Dear Mrs. Doherty: After submitting our pending application to replace the storm damaged bulkhead on the above referenced property (1000-135-1-5) and the adjacent "right of way" parcel (1000-135-1-4) to the west, it was brought to my attention that if the work were done exactly as currently proposed, there would remain between these newly constructed vinyl bulkheads and the existing vinyl bulkhead on the Chiotelis property to the west approximately 23 linear feet of old timber bulkhead on the east end of the Chiotelis property. Mr. and Mrs. Chiotelis obtained Town Wetlands Permit No. 5401 in 2001 to replace all of their bulkheading with vinyl but elected not to replace the most easterly 23 feet because that section of timber bulkhead had at that time been recently constructed pursuant to Town Wetlands Permit No. 4589,which allowed for the replacement of the"right of way"bulkhead and the most easterly section of the Chiotelis bulkhead. Therefore, in order to avoid leaving this one remaining section of now old timber wall in place amidst several hundred feet of more newly constructed vinyl bulkheading in both directions, the McDonalds wish to have included in their permit the replacement of this last remaining section of timber bulkhead at the easterly end of the Chiotelis property. To that end, a letter of consent signed by Sophia and Nicholas Chiotelis and three (3) copies of a revised project plan prepared by En-Consultants, Inc., last dated 11 March 2011, are attached hereto. I recently discussed this situation with Jim King, who visited the McDonald property with me shortly after the December storms, but if you have any additional questions or require any further information prior to next week's public hearing, please let me know. We are aware of and have no objection to Mark and William McDonald's proposal to construct approximately 23 feet of vinyl bulkhead in place of the remaining timber section of bulkhead on the east end of our property as part of their undertaking to replace the bulkheading immediately to our east. If this section of timber wall is not replaced, we fear that as the only remaining section of old timber wall amidst newly constructed vinyl bulkheading to the east and west, it will be highly susceptible to failure during another significant storm event. The previously existing timber bulkhead along the rest of our property was replaced with vinyl pursuant to approvals we obtained in 1999. The subject parcel is situated amidst a significant stretch of shoreline containing similarly bulkheaded parcels, including two to the immediate east, both of whose bulkheads were constructed pursuant to Town Wetlands and Coastal Erosion Permits within the past 18 months. Therefore this project will not change the existing shoreline conditions and will have no adverse impact on adjacent properties. To the contrary, not replacing the bulkhead would have a negative impact on the adjacent properties,as those properties and their bulkheads would be flanked and undermined by erosion stemming from the subject property. . 617.20 SEQR PROJECT ID NUMBER APPENDIX C STATE ENVIRONMENTAL QUALI REVIEW SHORT ENVIRONMENTAL ASSESSMENT FORM for UNLISTED ACTIONS Only PART 1-PROJECTINFORMATION (To be completed by Applicant or Project Sponsor) IvtT o1JdNALD&WILLIAM McDONALD,Ill BY 2.PROJECT NAME EN-CONSULTANTS,INC. 3.PROJECT LOCATION: Municipality SOUTHOLD County SUFFOLK _ 4.PRECISE LOCATION:Street Address and Road Intersections.Prominent landmarks etc-or provide map 21515 SOUNDVIEW AVENUE,TOWN OF SOUTHOLD, SCTM#1000-135-1-5 5.IS PROPOSED ACTION: 1:1 New ❑Expansion ❑Modifimtion/alteration 6.DESCRIBE PROJECT BRIEFLY: Construct a total of approximately 110 linear feet of vinyl bulkhead (including 11 linear feet across adjacent parcel to west)in place of storm-damaged and/or storm-destroyed sections of timber bulkhead and backfill(with approximately 450 cubic yards sand)storm-scoured bluff face, which was eroded avulsively at same time bulkheads were damaged during the December 25-26,2010, "Christmas Blizzard;" stabilize backfill with jute matting and Cape American Beach Grass(planted 12"on center); reconstruct 4'x 5'cantilevered platform and 3'stairway to beach;repair and stabilize existing 12'x 16'wood decks and stairs and necessary;and renourish and replant other damaged sections of bluff with native vegetation as necessary, all as depicted on the project plan prepared by En-Consultants,Inc.,dated February 10,2011. 7.AMOUNT OF LAND AFFECTED: Initially 0.358 acres Ultimately 0.358 acres 8.WILL PROPOSED ACTION COMPLY WITH EXISTING ZONING OR OTHER RESTRICTIONS? ®Yes No If no,describe briefly: 9.WHAT IS PRESENT LAND USE IN VICINITY OF PROJECT?(Choose as many as apply.) ▪Residential ❑Industrial Commercial DAgriculture ❑Park/Forest/Open Space fOther(describe) 10.DOES ACTION INVOLVE A PERMIT APPROVAL OR FUNDING,NOW OR ULTIMATELY FROM ANY OTHER GOVERNMENTAL AGENCY(Federal,State or Local) ®Yes No If yes, list agency name and permit/ approval: DEC 11.
