SOUTS~LD TOWN PLANNING BOARD
April 6, 1965
A regular meeting of the Southold Town Planning Board was
held on Tuesday, April 6,~ 1965, at the'Town Office, Main Road,
Southold, New York.
There were present: Messes: John Wickham, Chairman; Henry
Moisa, Alfred Grebe, Archibald Young, Willi~mUnkelbach.
Also present: Messrs: Howard Terry~ Building Inspector,
Otto Van T~yl,~.Consultant.
The Planning Board received numerousrobjections to the
change ofzone from "A" Residential and Agricultural District
to "B" Business District on property of North Dumpling Island~
located off the coast of Fishers Is~nd. ' Th~ was a request
for a change of zone ~by Robert~Wad~ugton' Mr. Alfred Grebe
reported that Mr. Waddington intends to withdrawhis application
and he will send s letter'to the Planning Board and Town Board
advising them of his withdrawal of said application.

Mr. Wickham advised the ot~er members of the~Board that
J~'M~S. Land &'-Development Corp.,~ and H.J:S~ Land and Development
Corp. had received a contract for the water mains from the
Village of Greenport for water in the subdivision~ -"Eastern
Sho~es, Section II"~ He also advised that he had Written a
letter to the Town Board stating that the Planning Board would
waive the performance,bond for the water mains in view of
the fact that the subdividers had a contract,, or if the Town
Board wished to do so, they. could set the bond for the roads
and the 'water mains separately. Howard Terry advised the
Planning Board that the Town Board had taken no action on
the performance bond,
Alexander Chase,~ Esq~. appeared before the Bo~rdin regard
to the subdivision to bek~own as Mattituck Estates, located on
the south side Main Road, Mattituck,: New York. Mr~ Chase presented
the map showing test holes for'water made bythe Board of Hea~th.
The roads in this subdivision have been approved by'Harold Price,
Superintendent of Highways. The Chairman advised Mro Chase ~at
the map should show the area reserved for t3ae'Town,~ and~at the
Board would require a letter of intent for the file. Mr. Chase
advised the Board that the deed restrictions had been~agreed upon~
and a copy of same would he mailed to ~the Board. Mr. Chase
alsO advised that they planned to dedicate the roads in the
subdivision to the Town.
On motion by Mrl Unkelbach, seconded byMro Grebe~ it was
RESOLVED that tentative approval be given to the subdivision
to be known as "Mattituck EStates", located on the south side~
of the Main Road,~ttituck, New YOrk, owned and developed by
-Mattituck Estates,~ inc.

Mrl Remson Ostrander, Esq. m Southampt°n~appeared before
the Board to object to the petition by'Robert Waddington for
a change of zone on North Dumpling Island~ of~ Fishers.Island,
New York. The Board 'advised Mr. Ostran~er that the'applicant
had withdhrawn the application.
The Planning Board received from the Town Board the
~riginal petition of Jack and Irving Levin, Greenport~. New
York~ for a change of zone from -A"Residential ~ndAgz~ultural
District to "B" Business District with instructions to prepare
an official report defining the conditions described therein.

This change or'zone is requested on certain zeal property situated
atMiddle'Road,, Arshamomaque,. a~dmore particularlybounded
-and described as follows:

Levin and the southEesterly corner of land of Sarah R. Feeney and
Katherine Mi Feeney; from said pointof beginning running along
said northerlyline of the land of the Middle Road, N. 62° 00'

On motion by Mr. Moisa,~ seconded by Mr. Unkelbach~ it was
RESOLVED that the S~uthold Town Planning Boardrecommend
to the Town Board the change of zone from "A" Residential'and
Agricultural District to "B" Business District on the property
of JaCk and Irving Levin as described above.
This change is part of the overall plan to continue the
B~siness District for the use of a motel.

The next meeting of the Southold Town Planning Board will
be held at'7:30 P~,',. Tuesday~, May 11, 1965,~ at the' Town Office,
Main Road, Southold, New York.
On motion by Mrl Grebe,. secmnded by Mrl Young, it was
RESOLVED that the minuees of theSouthold Town Planning
Board dated March 16, 1965, be approved as submitted.

Mr. WilliamPoltert appeared before the Board to discuss
with them property on the North Road. Mr. Pollert has some
160-170 acres of land with approximately one half m~le of
water frontage. He thinks that he will most probably divide
this for residential purposes. He advised the Board that t~ere
was a small pond.on the property which is separated from the
sound by only a small amount of gravel. Mr. Pollert wants to open
up this pond into the sound and construct a non-commercial marina,
for the residents of the area, when the land is subdivided. The
Chairman advisedMr. Pollert that the Town Trustees are the
ones that controll inland waterways. The Chairman also advised
Mr. Pollert that the Planning Board isvery much concerned with
the creation of man-made canals in view of the fact that such
canals endanger the fresh water supply of the Town. The
Chairman also advised Mr. Pollertthat he should look further
into this matter; that he would probably have a difficult problem
kegping such a channel open. A lenghty discussion was held on the
feasibility of having such a channel and keeping it open. There
was also the question of who would maintain this chan~l after
the land was subdivided. Mr. Pollert did not know the answer
to this~que~tion yet. The Chairman advised Mr. Pollert that
he should look further into this matter and then presenthis
plans to the Board.
Mr. Pollert was also concerned with another piece of
property on the south side of the North Road, at GreenP0rt.
This contained an area of 17.038 acres. -Mr. Poilert's idea
was to put some type of profess~al building in this area, and would
want a light c~ss of~"B'' zoning. This property is located within
a mile of GreenportVillage. Once again ~the Board advised that
Mr~ Pollert should submit t~ final plans to the Board.
The Board again took up the matter of "Harbor LightsEstates,
Sectbn I"~ The Chairman read the minutes of the Board of~S~ptember
21, 1964, which recorded the hearing on."Harbor~Ai9hts Estates,
Section I". The hearing had been recessed at that time because
the subdivision had-not received the approval of the County Board
of Health. This property is bounded and describedas follows:

Mrj Reese~advisedthe Board that provi~ions arebeing made
for a parkand playground area in the next section ofthis
subdivision to be filed. ~r. Reese will submit a letter of
intent to the Board in~regard~to said park-and playground
area. TheBoard will act on this subdivision when they receive
a letter of intent from M re Reese and an estimate for ~
performance'b°nd for the roads to be completed. The Chairman
requested~hat'the record show that the Board advised Mri~ Reese
that it.would not be necessary for him to appear at-the next
meeting inview of the fact-that the subdivision hasmet all
the requirements of theBoa~d. The Planning Board is merely
waiting for said letter'of intent and estimate for performance
bond.

William'Wickham~ esq., appeared before the Board to discuss
property located on the south endof the McCann property onthe
south'side of the North Road i(C.'R~ 27)~. Greenport~ New York-. This
property is now owned byMartin Nelson. This property ba~'s up
against the' ~illage of Greenport~ It was thought that this
property could be used for a light business area. This involves
some 18 acres which the Chairman. advised Mr. Wickha~wais too
large to be changed to business. However, the thought arose
that the rupture development of ~R~ 27 woul~ take approximately
75 feet om the south side of the' road. The Chairman also
advised Mr. Wickham thatthe'County would not look favorably
upon access coming out directly on the'C%Rj 27. However, access
could be obtained from Moore'~s Lane. Mr. Young brou~t out the
fact that if this was made a~business area~he would like to
see plenty of parking are~. The Chairman a~so s~ated that he
would want ~said parking area landscapred as much as possible.
It-was the Board's opin~n that they would like to see ~ tentative
layout of the complete planS~for theproperty.
On motion by Mr. Moisa, seconded by Mr. Grebe, it ~as
RESOLVED that the $outhold Town Planning Board recommend
to the Town Board a performance bond of $25~000.00 for the
~ompletion of the roads and drainage in the 'subdivision known
as..Harbor~Aights Estates, Section~I"~ owned and developed
by Frederick and Harold Reese.
