Commencement:
· The meetin9 began at 7:'10 p.m. with six LPC members present.
Adoption of Meeting Minutes:
· ACCEPTANCE OF MEETING MINUTES FROM FEBRUARY 15, 2011 AND FEBRUARY 22, 2011
MOTION made by Maureen Cullinane, seconded by L/Il/an Ball, to accept the LPC meetin9 minutes
from February '15, 20'1'1, as amended.
Motion carried: 4/0/2 (Chris Baiz and Monica Harbes abstained as they had not been in attendance
for the 2/'15/20'1 '1 LPC meeting)
HOLD - February 22, 20'1 '1 LPC meeting minutes not prepared in time for meeting.
Land Preservation Applications and Inquiries:

Status Update [exec session]
The members entered into EXECUTIVE SESSION.
Melissa Spiro gave update from the executive session she had with Town Board.
END OF EXECUTIVE SESSION

Status Update
Melissa advised the Committee that Mr. Edson had accepted the purchase offer and that contract
preparation was underway.

Re-submission of application for PDR
Melissa advised the Committee that Dr. Damianos had submitted an application requesting that the
LPC proceed with his PDR application.
MOTION made by Eric Keil, seconded by Maureen Cullinane, to direct Melissa Spiro to commission
an appraisal of property owned by Pindar Vineyards, LLC (SCTM #1000-108-4-1.1) to determine the
value of a development rights easement offered to the Town by the landowner on this parcel.
Motion carried: 6/0

Review Environmental Site Assessment
MS went over Staff report in regard to Environmental Site Assessment.
LPC is not requiring any further sampling.

AgPDD application
LPC member Eric Keil was not present during discussion of this agenda item due to his family
relationship to landowners.
Melissa advised Committee that she met with Town Board to discuss AgPDD application. Town
Board asked LPC for preliminary review and recommendation in regard to application. Melissa went
over details of property, surrounding area and AgPDD. LPC members to re-read AgPDD Code and to
continue discussion at next meeting.
Applications & Inquiries for Uses or Structures on Preserved Property:
· SCTM#1000-59-10-1 & 1000-59-10-2 (Sparkling Point)
Inquiry for agricultural structure on adjacent property
Melissa went over inquiry and sketch of location for proposed agricultural structure. LPC discussed
and asked Melissa to send memo in response to inquiry that the Easement for the property in
question allows agricultural structures subject to LPC review. Since the inquiry was not from the
landowner, the Committee did not review or make a determination other then determining that the
Easement did not prohibit agricultural structures.
Stewardship and Management:
· MONITORING (PROPERTY CONDITION) REPORTS:

Follow-up re: discussion with Ed Harbes. (Ed Harbes in attendance)
LPC member Monica Harbes was not present during discussion of this agenda item due to
personal family involvement.
Ed Harbes attended meeting for this agenda item. Ed described that he has had agreement
for some time with the adjacent landowner to use the front area for parking purposes. Ed
asked why parking was not allowed within that area, and how he should advise his customers
as to why parking is not allowed within that area.
Committee members explained that when the owner of the property sold the Easement to the
Town, he agreed to the language that restricted retail use within the easement. Committee
members explained that the Committee was undergoing monitoring of all easements.
Ed said that he would put up no parking sign.
Ed also asked the Committee to be more sympathetic when developing future Easements in
regard to allowances for retail uses within Easement areas, and noted that both Riverhead
and Suffolk County allow for retail uses within Easement areas.

March 22, 2011 at 6:00 p.m. in Riverhead
Next Regular Meeting:
o The next regular meeting will be held on March 22, 2011 at 7:00 p.m., in the Annex Executive
Board Room.
Lillian Ball and Ray Huntington will be unable to attend the March 22, 2011 LPC meeting.
Melissa on vacation the week of March 14th to March 16th and suggested cancelling the meeting,
which was agreed upon. Melissa will try to reschedule the meeting for a different date, if necessary.

· The meeting was adjourned at 9:15 p.m. by the five remaining LPC members.
