Y. 11971 TELEPHONE 765-1313 PLANNING BOARD MEMBERS John Wickham, Chairman Henry Molsa Alfred Grebe Henry Raynor Frank Coyle MINUTES Southold Town Planning Board January 6, 1975 A regular meeting of the Southold Town Planning Board was held on January 6, 1975 at 7:30 p.m. Present were John Wickham, Chairman; Henry Moisa, Vice-Chairman; Frank S. Coyle; Alfred Grebe; and Henry Raynor. Greton. Gerry Horton appeared. Discussion was held. Developers have decided to go regular road construction rather than swales. Mr. Wickham said he thought Mr. Dean wanted them to go partial swale. It is over 500 feet from anything within County jurisdiction. Nickles resub at Cedar Beach Park. Ms. Burns appeared. Mr. Wickham said the Planning Board cannot approve anything that is less than 40,000 square feet and it is obvious that #3 does not have the acreage. Wetlands cannot be considered part of the 40,000 square feet, it has to be buildable land. Mr. Wickham also feels there is alot of low land and wants to look at the land some more. He feels there may be two lots there, not three. Amari minor. Mr. Amari and Rudy Bruer, Esq. appeared. They are proposing three lots in back of the property allon a 150 foot right of way. The client does not own any adjacent property. He was told to run the right of way the length of the lot. Planning Boa~ -2- anuary 6, 1975 On motion made by Mr. Coyle, seconded by Mr. Grebe, it was RESOLVED to continue membership in the New York Planning Federation for the current year and authorize payment of the annual dues in the amount of $55. Vote of the Board: Ayes: Wickham, Moisa, Coyle, Grebe and Raynor. On motion made by Mr. Moisa, seconded by Mr. Coyle, it was RESOLVED to authorize Frank S. Coyle, Henry Raynor and Alfred Grebe to attend the Association of Towns meeting to be held in February. Vote of the Board: Wickham, Moisa, Coyle, Grebe, Raynor. John Simicich minor. Charles Cuddy, Esq. and Mr. Simicich appeared. Discussed map again and asked for the Board's opinion on the arrangement of the lots. Mr. Wickham asked for a reservation of property east to west 25 feet each on lots 2 and 3 and wants the owner to covenant that he will give it to the Town for a Town Highway upon request by the Town. Mr. Tasker is to be contacted for the wording of the covenant which will be acceptable to the Town. Spot elevations are necessary for this minor subdivision. Mr. Moisa made a motion, seconded by Mr. Raynor to approve the minutes of the meeting of December 16, 1974. Motion was carried. Macari. Gary Olsen appeared. The aerial maps were studied to see if enough room was left for expressway expansion. Mr. Wickham said the Board has no policy except they will not allow subdivision in the area that is proposed to be taken by the expressway. This will also have to be brought to the attention of the Town Attormey. This can be accepted as Section I of the property. Planning Boal -3- January 6, 1975 Laurelwood #2. Gary Olsen, Esq. appeared. He should make test wells and check for nitrates. Mr. 01sen presented an extra copy to go to the Superintendent of High- ways for his recommendations. Greenfields. Gary Olsen, Esq. appeared. On motion made by Mr. Raynor, seconded by Mr. Moisa, it was RESOLVED to approve the final map of the subdivision known as Greenfields subject to receipt of notice from the Tovrn Clerk that the bond is in the hands of the Town Board and to the receipt of the inspection fee. Vote of the Board: Ayes: Wickham, Moisa, Coyle, Grebe and Raynor. Garelle minor. Mr. Olsen presented five copies of the map of the minor subdivision with spot elevations. Oregon View. Gary 01sen, Esq. and Howard Young, P.E. appeared. Discussion was held on the location of the driveways on the map for the lots abutting the County Road. The driveways are to be as far from the County Road as possible. Alma Surer minor. Mr. Raynor announced that whereas he is a partner of Mrs. Surer at the hardware store he will abstain from voting on this subdivision. There are four lots of four acres or better. Mrs. Surer owns an 18 foot strip from the Main Road back to this property. This is the only access. As this is less than the 25 feet usually required, the Building Inspector has told Mr. Raynor that it would be a Board of Appeals matter. The Board will study it ~arther. Riverside Homes. Claude Carlson and Howard Young, P.E. appeared. Mr. Young presented six more maps of this subdivision. The Board will require a perpetual easement for the open space. The Board will study it further. Planning Boa~ -4- anuary 6, 1975 Crown Land Lane. The Board will require surveyed contours on this subdivision. Discussion was held with Howard Young, P.E. and Larry Tuthill, P.E. re elevations. Mr. Young said there is a provision in the Southampton Town Ordinance that says that all subdivisions are tied to the County monumentation if such exists. He will said the exact wording to the Planning Board. He said Young and Young uses true north and Van Tuyl uses magnetic north which may make a difference in descriptions. It was decided to hold an executive session on February 3, 1975 to discuss recommendations made by Howard Terry, Building Inspector, in letter of December 27, 1974. Motion was made by Mr. Coyle, seconded by Moisa and carried that the meeting be adjourned.
