Y. 11971 TELEPHONE 765-1313 PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe Henry Raynor Frank Coyle MINUTES January 20, 1975 An executive session of the Southold Town Planuing Board was held at 7:30 p.m. on January 20, 1975. Present were Chairman JohnWickham, Vice-ChairmanHenryMoisa, Frank S. Coyle and Henry Raynor. Also attending was Building Inspector Howard Terry. The problem of the two curves in Laurel was discussed. Mr. Wickham is preparing a letter which will contain a statement on this matter. Mr. Howard Terry presented the following Special Meeting Notes dated January 17, 1975. At the request of Supervisor Martocchia I attended a meeting of County, Town and Village officials called by County Executive John Klein at the Firemen's Training Center, Yaphank, for 2:30 p.m. today. The meeting was called to order at 2:50 p.m. by County Executive Klein with 13 present; two from Southampton Town and myself from the East End; one Supervisor (Smithtown); some Housing people from Babylon and Islip Towns; and the rest, Staff members. (1 reporter and I radio station was represented.) The County Executive stated the purpose of the meeting was to discuss the Housing and Community Development Act of 1974 as it related to County and local participation in the Federal Funding program. The funding will include money for rehabilitation, water supply, open space program, solid water disposal, and some urban renewal, but no low cost housing (new buildings). The deadline for submission of applications is Friday, January 24, 1975. All local governments are requested to have their Letter of Intent back to the County Executive by Wednesday, January 22, 1975 so they can be processed and formal papers filed by Friday. Planning Boa~ -2- January 20, 1975 Under the program the federal money is given to the county but under New York State law only local governments can operate the program and spend the money. There is to be a three-year program of $10,000,000 1975 (lst year) will get $1,7000,000 ~. Funds allocated will be based on population so they want each town and village to sign up so total population cau be used, therefore the Letter of Intent (attached). Certain towns with housing authority or similar board now getting funds from a certain federal program are not eligible for these monies and may lose their funding if application is made directly for such money. However, their population can be counted in overall county population. There will be an additional "Discretionary Funds" - not in large lump fund - that will be allocated by the committee on their own judgment. Towns in above paragraph will be eligible for some of this money. At this point, Mr. Michael Gotthainer of the County Executive's staff, Riverhead office, took over the meeting and restated the foregoing items. He went into more detail of how each town can choose its own projects and submit their requests to the county "committee' as soon as the notice of availability of funds is received. They will have 90 days to submit these requests. (At this point, five more people arrived). The general idea is to get as much population on record as requesting these funds as soon as possible in order to get a maximum amount of federal funds. This will be basically "Community Development money", not low cost housing for new construction. The attached "Letter of Intent" is not legally binding, may be withdrawn later if so voted by the Town or Village Board, but will help get the County funds to work with. They request that all municipalities take immediate action on this. _~ There was a question and answer period during which all present expressed their opinions aud questioned whether this program would supersede others now in process or interfere with others they were eligible for. The County Executive stated that this one stands on its own, no strings to other programs you may be eligible for, the exception being towns with "Housing Authority" as previously stated. Respectfully submitted, /s/ Howard Terry Building Inspector Planning Boa~ -3- nuary 20, 1975 Mr. Terry told the board members that Supervisor Martocchia had signed the letter of intent on behalf of the town and Deputy Mayor Samuel Katz had signed a similar letter on behalf of the Village of Greenport. Mr. Terry delivered both letters to the County Center today. Discussion was held on what the minimum elevation to first floor level should be in connection with the flood plain insurance. Howard Young, Roderick Van Tuyl and Lawrence Tuthill have been asked for their reoommendations to be presented to the Tow~ Board at the joint meeting to be held January 28, 1975. The secretary was also to contact Mr. Charles Barnett of the U. S. Soil Conservation Service to find out if he has any additional information.
