GORDON JAMES WALL Southold, N.Y. 11971 TELEPHONE 765- 1938 A regular meeting of the Southold Town Planning Board was held on Monday, October 30, 1978 at the Town Hall, Main Road, Southold, New York at 7:30 p.m. Present were: John Wickham, Chairman Henry E. Ray-nor, Jr., Vice-Chairman Frank S. Coyle, Member Frederick E. Gordon, Member Arthur & Millicent Gossner, League of Women Voters Franklin Bear, North Fork Environmental Council Douglas Love, L. I. Traveler-Watchman Peter Campbell, The Suffolk Times Absent: James Wall Sarah Rauch. Jack Sherwood appeared as agent for Mrs. Rauch. The other property owners are Mrs. Germansky, Mrs. Brody and Frank Bisk. This was a referral from the Board of Appeals for site plan approval by the Planning Board. 0n motion made by Mr. Gordon, seconded by Mr. Coyle, it was RESOLVED to approve the site plan of Sarah Rauch dated October 19, 1978 subject to the applicant filing in the Suffolk County Clerk's Office covenants that this property will not be used as a residence. Vote of the Board: Ayes: Wickham, Raynor, Coyle, Gordon A motion was made by Mr. Coyle, seconded by Mr. Gordon and carried to approve the minutes of the meeting of October 10, 1978. Mr. Robert Beazley of Ecological Analysts, Inc. had made a presentation to the PlanningBoard on October 23, 1978 which Mr. Wickham and Mr. Raynor attended. The company is geared up to larger projects. It is a resource that is available in case the town does get a large pro~ect. -2- Briscoe Smith minor subdivision. Mr. Smith and W. Franklin Reed appeared. A statement for the file was requested that any further development of the property would come before the Planning Board with a formal subdivision application. On motion made by Mr. Raynor, seconded by Mr. Gordon, it was RESOLVED to approve the sketch map of the minor subdivision of Briscoe Smith subject to receipt of maps showing lots with a minimum of 40,000 square feet each, 15 foot setback from lot line of existing buildings, statement that remainder of the property will be presented as a formal subdivision if it is subdivided in the future. Vote of the Board: Ayes: Wickham, Raynor, Coyle, Gordon Whitcom Investment Company. Richard Cron, Esq., appeared. The developers would like to have a four-lot minor subdivision on the Sound, make the parcel on the road one lot and give the marshland to the town or any other agency that the town designates. They will covenant the large lots against any further subdivision. There was discussion regarding the proposed east-west road and where this road should be. There is about a six-acre piece on the road. This will also be covenanted against any further subdivision. It will be necessary to have an affidavit of ownership. There was discussion about getting Mr. Van Tuyl to draw up the rest of the east-west road to the east. On motion made by Mr. Raynor, seconded by Mr. Gordon, it was RESOLVED to hold a public hearing on the final map of the subdivision known as "Peconic Bay Cove" owned by Louis Zaino and Armando Sardelli located at Peconic, New York, at 8:00 p.m. on Monday, November 27, 1978 at the Town Hall, Main Road, Southold, New York. Vote of the Board: Ayes: Wickham, Raynor, Coyle, Gordon Gunther Morchel site plan. Rudy Bruer, Esq., appeared in regard to a revision Mr. Morchel would like in his approved site plan in order to have parking in the front of the building. He was informed that the Planning Board wants compliance with the site plan originally presented. Southold Commons garden apartments. Mr. William Klatsky and Henry Zuckerman appeared. Mr. Raynor asked what the notation FHA Section 8-221(D)4 meant. It was explained that part of it was a means of providing mortgage insurance to a developer. The Section 8 category is a means of providing subsidy to those that would request occupancy, if required. -3- Leon Weiner Associates has an option on the property. They are the sponsors and applicant to the board and a disclosure statement will be supplied. The indicated that they had a variance from the Board of Appeals for the extra length of the building which includes the recreation room. The Board did not like the recreation room attached to the building. Mr. Raynor requested that they e~lore as to some form of improved passable right-of-way to Horton's Lane. There was discussion about parking in the front yard. They tried to explain that this was a parking area, not a front yard. This matter will have to be explained to the building i~spector to his satisfaction. Mr. Wickham wants circulation of traffic which the representatives of the developer objected to on the grounds that there would be too much cement. The open space will be calculated. Mr. Raynor mentioned the possibility of an environmental impact statement. Mr. Klatsky and Mr. Zuckerman requested an appointment to meet with the board at its next meeting. Long Pond Estates. There was a review with Larry Tuthill of his recommendations on the preliminary map of this subdivision. On motion made by Mr. Gordon, seconded by Mr. Coyle, it was RESOLVED to grant final approval to the preliminary map of Long Pond Estates, Section One, subject to construction detail drawings being submitted showing the following: 1. Drainage piping in straight lines between manholes and catch basins. 2. Hydrants. 3. Water service to each lot. Leaching pools on Long Creek Drive near Laurel Avenue. 5. Another catch basin be provided at Station 0-00 on Long Creek Drive. No change is necessary on the final submission. This should be an extra sheet as an addition thereto. Refers to map amended 3/7/78. Vote of the Board: Ayes: Wickham, Raynor, Coyle, Gordon On motion made by Mr. Raynor, seconded by Mr. Coyle, it was RESOLVED to request that Lawrence M. Tuthill, P. E., prepare a bond estimate for the roads and improvements in the subdivision known as Long Pond Estates, Section One. Vote of the Board: Ayes: Wickham, Raynor, Coyle, Gordon -4- On motion made by Mr. Gordon, seconded by Mr. Coyle, it was RESOLVED to hold a public hearing on the map of the minor subdivision of property of Mar aret V. Braatz located at Cutchogue, New York at ,:30 p.m. on Monday, November 27, 1978 at the Town Hall, Main Road, Southold, New York. Vote of the Board: Ayes: Wickham, Raynor, Coyle, Gordon On motion made by Mr. Gordon, seconded by Mr. Raynor, it was RESOLED to waive provisions for drainage in the minor subdivision of Margaret V. Braatz as it is evident from the topography of the ~and that water will drain away from the road. Vote of theBoard: Ayes: Wickham, Raynor, Coyle, Gordon Vineyard Estates. The Planning Board will study this subdivision especially as regards the roads. Mr. Wickham wants to discuss the subdivision with Mr. Hargrave, the adjacent property owner. The request of Supervisor Martocchia that the Planning Board make a study of traffic problems involved with vegetable stands is to be referred to Mr. George Fisher, Building Inspector, for his comments. Deerkoski minor subdivision. The Planning Board wants to make a physical inspection of the property. On motion made by Mr. Raynor, seconded by Mr. Coyle, it was RESOLVED to grant final approval of the preliminary map dated February 3, 1978 of Horton Farm Estates located at Cutchogue, New York, and owned by Richard Young and others. Vote of the Board: Ayes: Wickham, Raynor, Coyle, Gordon Mr. Franklin Bear complained about lot lines being changed on lot of Henry Smith in the Nunnakoma Waters subdivision. Mr. Wickham asked Mr. Bear to write a letter to the Planning Board giving particulars. There being no further business to come before the board, Coyle made a motion, seconded by Mr. Meeting adjourned at lO:41 p.m. John Wickham, Chairman Mr® Raynor and carried to adjourn.
