There was a Special Meeting of the Southold Town
Planning Board with the Southold Town Board on
November 20, 1972, at 7:30 p.m., at the Supervisor's
Office, 16 South Street, Greenport, New York.
There were present: Messrs: John Wickham,
Chairman; Henry Moisa, Vice Chairman; Henry Raynor;
Frank Coyle - Planning Board. Supervisor Albert
Martocchia; Councilman James Homan; Councilman James
Rich; Justice Louis M. Demarest; Justice Martin Suter -
Town Board.
Also present: Howard Terry, Building Inspector.

present herewith the following items for the Town's
review:
Site Plan at a scale of 1" = 100' showing lots,
roads, greenbelt easements, wooded areas and
contours.
2. Profile showing contours near the bluff line and
contours at the proposed E-W road.
Building Zone Map at a scale of 1" ~ 300' sh~w-
ing proposed tie-in of E-W property road to
adjacent road system.
The purpose of presenting this information is to
substantiate the cul-de-sac concept along the bluff line
as being very desirable. The following points are notable
in considering this concept~
An E-W road along the bluff line such as Aquaview
Avenue is too close to the bluff for a main shore
road.
The enclosed profiles showing contours illustrate
that the terrain is too irregular near the bluffs
for a road on this property.
The proposed E-W road shown on this Building Zone
Map indicates a reasonable tie-in to Sound Drive
on the West and to Stratmors Road on the East with
an alternate tie-in to Southern Boulevard. Aqua-
view Avenue is much too close to the Sound for a
main E-W road.
The Site Plan shows a heavily wooded area along
t~e Sound which the proposed E-W road practically
avoids, thus preserving the woods.
The Site Plan shows greenbelt easements at the
backs of lots on the cul-de-sacsroads which fully
utilize the wooded areas giving more lot owners
access to the bluffs. Without cul-de-sacs this
concept would be impossible.

We have enlarged the cul-de-sac from 100' to 120'
diameter incorporating .an i~land to facilitate
ease of maintenance and snow removal.

Today cul-de-sacs are considered advantages to
land planning since they eliminate thru traffic
such as would be generated by "U" streets.
Cul-de,sacs provide safe pedestrian areas and have
become more desirable for home sites as documented
by Real Estate Boards throughout the country.
We~respectfully ask the Town's consideration for the
use of the cul-de-sac concept along the Sound as a viable
concept in land planning which makes for better use of
shore front properties and which works well within the
Town's Master Plan.

Mr. Te~y also presented a sketch suggested by the
Soil and Water Conservation Department for the roads and
drainage. The proposed plot plan shows the cul-de-sacs
enlarged ~o 120 feet in diameter with a 20 foot diameter
center island.
Mr. Wickham s~ated that the Planning Board has told
them ~h~ ilo~ along ~he bluff will have to be set back more.
When thi~ ~la~ing .Board suggested tieing the ~ut-de-sacs
together ~hey argued it would increalse the traffic flow.
Mr. Mar~o~ch[a i~quired .about ownership of~ the beach and
Mr. wickh~m told him it will belong ~o the properlty
owners along the bluff. Mr. Wickhaml also stated that the
Plan~ing ~oard encourage~ developers who use imag!ination
in planniMgl such as theigreenbelting. Mr. Demariest said
he d~d~noi{ think the greenbelting was a good idea.
Mr. Rayno,r said they would be easements and the property
owner on each side would ~ake care of i%. Mr. Wickham
said there could be a restriction that a property owner's
association will be formed but to make sure that it will
be done ils beyond our~control.
Mr~ Demarest suggesited having on'~yone house per
acre with ~luste~ing and leave'the rest for green areas.
230 lots Would double the population of East Marion.
Mr~ W~ckham said in the true clustering concept you
would not have to use a sewage plant· There was discussion
about the wellfield of the Greenpor~tWater District.
Mr. Wickham said he did not think clustering was the

answer in this location. If they want to abandon the
wellfield it would be an ideal location. If people
meet the requirements of the Town of Southold the
Planning Board has no alternative, but to s~ yes.
Mr~ Demarest said he thought the Planning Board can say
no to the whole thing. A moratorium could be declared
on all building. Mr. Terry said you can't declare a
moratorium unless you have a ~et time to change the
Ordinance.
Mr. Martocchia siid it was the Town Board's
decision to have only one area of M-1 Zoning adjacent to
Greenport, in Southold and Mattituck. Mr. Wickham said as
far as the Planning Board is concerned we can say wait
until themultiple residences approved are built and
full. If they come in with one acre zoning there is not
~-~ch that we can do. We can say even with sewer and
water we feel it is too close to the wellfietd. We
are going to tell them we want average 3/4 acre lots.
Some of the Sound lots are goin~ to be acre anyway,. We
are going to suggest that this be developed by sections
and not more than one section in a five year period.
Mr. Wickham asked if the H%ghway Committee thought
it was better to have "U" streets instead of cul-de=sacs.
There was discussion about the streets and the easements
and it was decided to make two "U" streets at the bluff.
Mr. Raynor said the Planning Board has also told them
the greenbelting should be substantially wider.
The Town Board and Planning Board next discussed
the proposed roads and sketch by the Soil & Water Conservation
District. The elevation of the roads ~s above the average
grade of the surrounding lots.
Mr. Demarest suggested doing a~ay with~half acre
zoning and haVe clustering as an alternative. Mr. Wickham
said he strongly recommended one acre bUt there is nothing
to prevent somebody lik~ Levitt comin~ in and I am not
sure one acre and clustering will do it.
Mr. Demarest said one of the most important things
in the Town is the amount of open space. He sai~ he
did not see the need for 260 homes like this in East
Marion.

Mr. Martocchia said they could be made to have
one acre lots and still use a sewage treatment plant.
Mr~ Demarest s~id they shouldn't use all the land.
Mrw~Wickham said the Town can maintain existing
agriculture with a population of 35,000. If we decrease
agricultural use we can increase residential. When the
Zoning Ordinance is amended it should state that we
want to-preserve agriculture in the Town of.Southold
not for the farmer but for the consumers on the Eastern
seaboard. This is the first town in the State-in value
of food producing. Water is only one of our needs. The
Town has to realize that it does supply food to the
whole Eastern seaboard and it should be stated in our
Preamble.
Mr. Wickham said the Planning Board will make a
policy statement the first of the year that it is not
willing to accept sovereignty of the County over the
wetlands of the Town of Southold and as a matter of
policy will vote unanimously on all wetlands applications.
We are officially agreeing to out vote the County in
every case. Mr. Demarest said the Planning Board should
say no applications are going to be turned over to the
County.
The Town Board and Planning Board next discussed
the foll0~ing proposed amendments to the Highway Specifications:
1. Add drawing for private driveway construction -
property line to curb.

water ma~k for 100' width as opposed to dead-end
turnaround on upland; possible space to launch
boat through guard rail.
3. Page 2, item 7 - clarify clearing 50' wide right
of way property line to property line.

The meeting was adjourned at 11:00 p.m.
