HomeMy WebLinkAbout03/21/2011 Southold Transportation Commission Southold Town Hall /~PR 1 8 20] March 2'1, 2011 Meeting Called to Order: 10:00 AM by Chairman Neb Brashich at 2nd Floor Executive Board Room at Southold Town Hall Annex, Capital One Bank Building, Members Present: Captain Martin Flatley, Margaret Brown, Frank Field, James Baker, Councilman Chris Talbot, Planning Director Heather Lanza, Town Engineer Jamie Richter, Highway Superintendent Pete Members Absent Greenport Rep. Minutes of February 28, 20tl After requested changes by Jamie Richter, a motion by Martin Flatley for approval of the amended minutes was seconded by Joel Reitman and was carried, he ame~de~ ~ ~es are East End Transportation Council Heather Lanza attended the last meeting of that group and reported having raised the issue of helicopters passing over the North Fork enroute to the Hamptons. That issue will also be discussed at the April meeting of the East End Supervisors and Mayors Association. She also advised that Transportation Enhancement Program grants will be considered again this year and that the Town will resubmit an application for a grant. The Town placed 18th on last year's list and only one Long Island town (Riverhead - for the downtown river area) received grant money. Waldbaum's Meeting Neb advised that the meeting with Waldbaum's local and district management had been postponed and will be rescheduled. Captain Flatley will contact Waldbaum's to reschedule a meeting with the Transportation Commission as soon as possible. Traffic Calming Options on Factory Avenue, Mattituck Councilman Talbot reported that the Town Board wishes to schedule a public hearing concerning the parking issue on that road and requested that the Commission recommend possible signage changes. After a discussion, the Commission agreed on a recommendation concerning limited parking on Factory Avenue from Route 25 to its north end. Neb will write a memo to the Town Board concerning that recommendation. Suffolk County Transit Margaret Brown reported that the County Legislature will consider measures to add Sunday and holiday service on both the S-92 route and the S-10C route from East Hampton to Montauk. The Sunday and holiday service would probably include a full time $0.50 fare increase on those routes. Comments by Sunrise Coach Lines Mrs. Brown and Mr. Kaelin both expressed their support for the expanded service. They also suggested that all East End organizations should support it. They also reported that the S-92 is one of the most heavily travelled routes, as Iow income workers and those without cars increasingly depend on it to reach their places of employment. They added that there was a large ridership to and from Riverhead and the two bike racks on each bus are well utilized. It was also reported that SCT has added eight new buses for service on the S-92 and S-10C. Sunrise operates the S-92 and Hampton Jitney operates the S-10C for SCT. Increased Hampton Jitney Service to the North Fork NeD reported that he and the North Fork Promotion Council had contacted HJ concerning providing late night service to the NF. On April 22®, HJ will institute trial shuttle runs on Wednesday and Friday evenings from Manorville to connect with South Fork HJ service from 40th Street and 3rd Avenue in NYC. It was suggested that HJ should issue a press release concerning the new shuttle service to the North Fork. Mattituck Corridor Study Heather Lanza reported that the completed study had been discussed at a mobile Town Board meeting at the Mattituck Human Resources Center at 7:30 PM on March 15th. The Factory Avenue issue referred to above is a high priority matter and the Transportation Commission wirl make recommendations to the Town Board, as discussed above. Street light issues are also to be discussed. Councilman Talbot observed that pedestrian issues were discussed and that grant money concerning the Factory Avenue situation should be sought. New Comprehensive Plan for Town Chapter 13 of the Plan deals with economic issues. Neb reported that inputs from community workshops have been incorporated into that chapter for the Town Board's review and its ultimate vote on the whole plan. Supervisor's Requests None. Planning Board Requests The proposal for a year-reund reduction in the speed limit to 40 mph in way of the Town Beach on County Road 48 was rejected by the NYSDOT. Accordingly, the speed limit remains at 50 mph. It was suggested that a representative of the NYSDOT meet with the Commission and Neb will contact that organization in that regard. Continuing Review of Streetlights Reduction Proposal Lists of lights and local maps displaying street light coverage will be made available for review by Commissioners. Coverage in individual areas may be altered, consistent with local requirements and after consultation with local civic organizations. Several suggestions were made by Jamie Richter concerning the possible use of other means of highlighting important road features in certain areas. Current Transportation Issues - Updates Southold/Greenport Bus Shelters Neb again reported that his letter to the SCDPW requesting a situation report had not yet received a reply. Orientation / Interpretive Si,qna,qe Proiect - RBA Phase II Jamie and Neb met with RBA, which reported that Phase II will be completed in two or three months. Most of the signage will be placed on Town right of way and NYSDOT will be contacted concerning its requirements for the placement, access to and maintenance of the signs. Neb also reported that the $77,000 remaining from the Orient Causeway Project will revert to t~e U:S~ Government if it isunused by April~0'10~ Verizon Facility, Greenport Deleted from further consideration. Harbes Family Winery, Mattituck No situation report has been received from Harbes concerning outstanding issues. Vanston & Nassau Point Roads Concerns, Cutcho.que Neb's memo of March 1,2011 to the Supervisor advised that, based on investigations by the Police and Highway Departments; the Commission does not feel that a three-way stop sign at the above intersection is warranted at this time. Moreover, it was suggested that the concerned local residents discuss the issue with the Nassau Point Property Owners Association in order to assess that group's feeling on the matter. Chase Bank and Mattituck Plaza Exits onto Route 25 Heather Lanza's letter of March 4, 2011 to the NYSDOT requested its review of the situation with a view to alleviating the perceived danger arising from the misalignment of those exits. Old Business East End of Orient Causeway Seawall Nothing new has been reported. New Business None. Next Meeting Neb will revert by email concerning the date of the April 2011 meeting.
