HomeMy WebLinkAbout04/04/2011 TOWN OF SOUTHOLD LOSS CONTROL PROGRAM EXECUTIVE SAFETY COMMITTEE Minutes of April 04, 2011 Present: Councilman William Ruland, Captain Martin Flatley for Chief Carlisle Cochran, Police, Karen McLaughlin, Human Services Director, James McMahon, Deputy PublicWorks, Peter Harris, Superintendent of Highways, Jim Bunchuck, Solid Waste Coordinator, Christine Foster, Secretarial Assistant(for John Cushman), Jen Andaloro, Assistant Town Attorney, Sandra Berliner, Secretary to Supervisor and Phillip Beltz, Special Projects Coordinator. Also present, Susan Ciervo Boyle, Wright Risk Management. Excused: Supervisor Scott Russell and Elizabeth Neville, Town Clerk. Minutes of March 02, 2011: Approved. Workplace Violence Prevention Update: · Review of Incidents-None. · Resolution of Incidents-ZBA and Building department issue resolved with signage and installation of phone. · Implementation of Survey Recommendations o Landfill (counting money)-Resolved, the door was repaired. o Human Resource Center-Karen reported that staff is amenable to having signage directing visitors to front office. ~ EAP Anger Management and Conflict Resolution training-Christine reported approximately two dozen staff attended training in March. ~ Justice Court Metal Detector-Office of Court Administration grant cycle expired, will need to wait until 2012. · Workplace Violence Prevention Training-Phillip spoke with National EAP to ascertain if they would be willing to provide training and will it be covered within the Town's contract. The director stated they provide numerous training for the workforce and she will review the Town's contract. In polling the committee, everyone thought it will be good idea to enlist their services this year. · An additional WPV survey should be disseminated to staff prior to the training. Other Incidents Relatinq to Workplace Safety: Elevator in Annex Building-Jen stated Capital One will meet with her and Phillip to ensure that they are monitoring workplace safety. In addition they reported that the phone is checked monthly and is in working order 24 hours a day. In addition to contact their office, afterhours the phone will contact local Fire Department. After meeting with Capital One, Jen and Phillip will send a memo Department Heads to distribute to staff at the annex. PESH Requirements: · Workplace Violence Training will be combined with Bloodborne Pathogen- Exposure Control training for a two-hour training in June, depending on National EAP schedule. Pete stated that many employees have been trained by Fire Departments and that they can provide documentation of training they should be able to leave the training early if it is offered at the end. Training will consist of the following: o Workplace Violence Prevention (one hour-first hour of training)-ALL STAFF o Review of HazCom (15 minutes)-DPW, HIGHWAY, HRC, TRANSFER o Discussion of Town policies and procedures relating to exposure control (15 minutes) with handout to be written by Jen and Phillip-DPW, HIGHWAY, HRC, TRANSFER o Training of Susan Boyle regarding Bloodborne pathogens (30 minutes)- DPW, HIGHWAY, HRC, TRANSFER o Training of Susan Boyle regarding Common Office Chemicals- VOLUNTARY FOR CLERICAL STAFF · Sandi will coordinate setting up training for June-Rec Ctr, Town Hall and HRC. Susan offered to train Fishers Island staff in August, Marty stated he may train earlier, leaving only Highway and HRC staff to be trained in August. · Jen will devise a handout of Town policies and procedures. · Phillip will contact Dr. Lawrence Schiff of ELIH regarding process/procedures for obtaining hepatitis B shots. · When training dates are established, Phillip will send memo from Supervisor. · Training Requirements will be discussed at the next Dept. Head meeting along with documentation and monitoring of training (manually submit info. to Christine Foster who will monitor.) In addition, distribution and discussion of form requirements -Workmen's Comp form, Supervisor's Accident Investigation form and Incident form for non-employee accidents/injuries. · Prior to training (or at the training) employees to receive survey of perceptions of safety in the Workplace. Phillip will present draft at May meeting. · HazCom Plan-Jen will distribute plan to committee for review and discussion with goal to present to Town Board next month. MSDS forms-Pete provided his forms along with Karen. Jim B and Jim M will forward MSDS forms to Jen. Town may seek to develop uniform signage for "Right to Know" information. Exposure Control Plan: Adopted by Town Board in March 2011. All Care Waste Services: Karen reported that the contract was reviewed and she issued purchase order for supplies.
