MEETING MINUTES
MEETING ~48
March '10, 20'10
Present: LeRoy Heyliger, Beth Motschenbacher, Rona Smith and Phillip Beltz. Excused:
Nancy Pester, Bill Gatz, Leslie Weisman and John Yahey. Absent: Jenny Gould, Stephen Kiely
and Don Wilson.
Review of Minutes: Minutes approved for January 13, 2010 (NB: February meeting
cancelled due to snow).
Apartment Recommendations:
· The Town Board incorporated comments from the January 19th public hearing and
they now wish to consider establishing rental permit. The legislation will be further
amended before setting an additional public hearing.
Term Expirations: Bill Gatz and Leslie Weisman will not renew their terms, LeRoy will
speak with Michael Herbert to see if he is interested and Phillip already interviewed a
candidate from Suffolk County National Bank who expressed interest. Discussion of
several HAC members who have not attended recent meetings--Phillip will speak with
them to determine their interest.
New Millennium Development Services: Phillip will meet with the director, Tonya
Lewter, who stated their mission is to stabilize neighborhoods and create affordable
housing. LeRoy volunteered to join him.
State of the Town Address: Scheduled for March 18, public encouraged to attend.
Goals and Obiectives for 2010: HAC members assigned/volunteered to chair as noted
below:
Setting Sales Price and Rentals-John Vahey
Public Forum-Phillip
Modifying Housing Needs Assessment-Beth Motschenbacher
Review/Modification of Housing Implementation Plan-All
Assistance with Comp. Plan-Housing Element-All
Develop Education Materials and Incentives (non-financial) to Create
Affordable Units-Rona Smith
o Interview, Review and Vetting of Affordable Housing Applications-All
Develop Education Materials for Landlords and Renters as well as Incentives
(non-financial) to Foster Inventory of Affordable Apartments-LeRoy Heyliger
and Jenny Gould
Identify Appropriate Sites for Affordable Housing (hamlet by hamlet)-AII
Foster Ability to Develop (Fix-Up) Existing Properties (re-examine Supervisor
"sweat equity" loan program, partner with Habitat for Humanity, etc.)-Phillip
will invite Habitat to a future meeting.
Review Requests for Home Improvements at Cottages-All
Mediate Disputes Accessory Apartment Legislation-All (see below)
The Chief Building Inspector or Code Enforcement Officer shall revoke the
certificate of occupancy for the premises when he or she finds that the owner
has caused, permitted or allowed to exist and remain upon the premises a
violation of any provision of the Code of the Town of Southold for a period
of 14 days or more after written notice has been given to the owner.

An appeal from such revocation may be taken by the permit holder to the
Housing Advisor~ Commission, by written request, made within 30 days
from the date of such revocation. The Housing Advisory Commission shall
hold a public hearing on such appeal within 30 days after receipt of written
notice of such appeal and, after such hearing, shall make written findings and
a decision either sustaining such certification of occupancy revocation or
reinstating such certificate of occupancy within 30 days after close of such
public hearing.
Suffolk County Comprehensive Plan: Meeting scheduled on March 11th in Riverhead.
Distribution: NY Times 02/24/10, Newsday 01/21/10 and 02/19/10.
Next Meetinq Date: April 14, 2010 at 5:30 p.m. -- Town Hall Supervisor's Conference
Room. Will review cover letter to be sent to applicants on housing registry to update the
Town files. In addition, we will develop a checklist for reviewing housing applications.
