Present: John Vahey, Don Wilson, Stephen Kiely, Bill Gatz, Leslie Weisman, Nancy Pester,
Rona Smith, LeRoy Heyliger, Beth Motschenbacher and Phillip Beltz. Excused: Jenny Gould.
Review of Minutes: Minutes approved for November 18, 2009.
Town of Southold Comprehensive Plan Update:
· Suffolk County Workforce Housing Needs Assessment-review and discussion. HAC finds
that information has limited relevance and specifically will not address the need and
projections for local residents. This can be best achieved through accurate review and
vetting of applicants on housing registry--HAC will assist with this task. Don queried
possibility of acquiring data of students who graduate from high school and do not return to
the area.
Affordable Apartment Recommendations-Rental Permit Law: Discussion at Code Committee
with the Town Board and the public provided additional comments and questions--Town Attorney
will further seek clarification from the Town Board.
Apartment Settinq Goals and Objectives for 2010: To date the following suggestions have
been made:
o Setting Sales Price and Rentals Public Forum
Modifying Housing Needs Assessment
Review/Modification of Housing Implementation Plan
Assistance with Comp. Plan-Housing Element
Develop Education Materials and Incentives (non-financial) to Create Affordable
Units for Landlords and Tenants
Identity Appropriate Sites for Affordable Housing (hamlet by hamlet)
o Assist with Vetting Applications of Housing Registry
o Foster Ability to Develop (Fix-Up) Existing Properties (re-examine Supervisor
"sweat equity" loan program, partner with Habitat for Humanity, etc.)
Distribution- Lonq Island Index 2009: Excerpts distributed, Philip will request copies for HAC.
Next Meetinq Date-January 13, 2010.
