MEETING MINUTES
MEETING #33
August 13th, 2008
Present: Rona Smith, Leslie Weisman, LeRoy Heyliger, John Vahey, Margaret
Minichini, Jenny Gould and Phillip Beltz.
Excused: Nancy Pester, Don Leslie, Jr., Bill Gatz and Lori Pfeiffer.
The meeting began at 5:35 p.m.
Review of Minutes:
The July 9th minutes were approved.
Apartment Recommendations-Comments from the Town Board: Phillip shared
HAC recommendations with the Town Board at a work session on July 29th and while
the feedback was mostly favorable, it was suggested that the HAC focus efforts on the
creation of "affordable apartments" and to develop incentives to ensure that affordable
units are built. It was suggested to forward HAC recommendations to the Planning
Board and Planning Department staff for incorporation into their planning efforts for
generating apartments (affordable and market) in the Town.
Some HAC members expressed concern that their recommendations warranted further
discussion and action by the Town Board. Rona expressed concern that consequences
of building affordable and market housing are related and cannot be segregated. She
also stated that the rental amounts established as "affordable" need to be reviewed in
context of creating additional market units that might bring down prices. Phillip
volunteered to provide a "sampling" of rental charges from the Suffolk Times at the next
meeting. Agreement reached to invite Kevin Webster of the Assessors' office to the
September meeting to discuss the development of financial incentives for the creation of
affordable apartments. In addition, the Planning Board will be invited to the October
meeting to discuss HAC recommendations to generate greater numbers of apartments
in the Town (as originally sent to Town Board).
Affordable Housinq Le,clislative Chanqes Public Hearinq: Phillip informed HAC that
the Town Board could not approve legislative changes as Suffolk County Planning
Department had not provided commentary prior to public hearing. However, they did
before the August 12th Town Board meeting and it was passed. Comment from the
public regarding the ability of developers to build affordable rentals in lieu of permanent
housing that Supervisor deferred to HAC. HAC agreed rentals would be sufficient as
long as there were covenants
