January 17, 2007
Present: Nancy Pester, Don Leslie, Jr., Leah Glowacki, Margaret Minichini, Rona Smith, Leslie
Weisman and Phillip Beltz. Excused: John Vahey, Sidney Holmes, Charlie Zaloom and Jenny
Gould. The meeting began at 5:40 p.m.
Review of Minutes:
The December 9th minutes were approved.
Cotta,qes/CDCLI Update
· Lottery "winners" are being re-certified to further determine eligibility.
· The property closing of the site will occur on February 5th.
Community Land Trust Update:
Phillip informed the Commission that negotiations are not proceeding forward despite that the
County is utilizing different funding sources. A counter offer was made to the landowner.
Identification of Sites:
Leslie will continue to pursue discussion regarding the potential apartment building site across
from Agway.
Housin,q Implementation Plan (HIP):
Phillip distributed a draft for review before the next meeting. It was agreed that "identification of
sites" be included in the HIP as well as insertion of criteria necessary for developing affordable
housing.
Interqenerational Strateqies (IGS):
Phillip and Karen McLaughlin met with IGS in discussion of their home sharing program in which
seniors rent to non-seniors for a nominal rent in exchange for assistance around the house.
Family Service League is the sub-contracted provider. HAC agreed that this could be a potential
strategy to include in the HIP. Leah suggested CPS checks be done on applicants.
Recommendations to the Town Board:
Informally discussed at the December meeting, the following proposed changes in the affordable
housing legislation are recommended to (or in concert with) the Town Board:
· Combine priority population 1 and 2 to one priority; live in the Town of Southold (i.e.
eliminate requirement that one has to work in the Town)
· Mandate living in the Town for a minimum of 3 years, rather than 1 year prior to
submission of application
· Waiver of fees associated with the development of affordable housing, whether the
developer is non-profit or for-profit
· Amend Inclusionary Zoning legislation pertaining only to age-restricted units (55+) that
will allow priority applicants (those who have a primary residence in the Town) to have
assets of twice the price of the IZ unit purchase price. Priorities for age-restricted
households are for those without property holdings for at least 5 years at 80% of area
median income, followed by those at 100% AMI without property holdings, followed by
80% AMI who will have to divest of real estate holdings, followed by 100% AMI who
have to divest of real estate holdings.
