HomeMy WebLinkAbout09/20/2006 Town of Southold Housing advisory con~nisSion MEETING #12 September 20, 2006 Present: Leah Glowacki, Sidney Holmes, Don Leslie, Jr., Jenny Gould, Leslie Weisman, Rona Smith, Margaret Minichini, Nancy Pester and Phillip Beltz. Excused: John Vahey and Charlie Zaloom. The meeting commenced at 5:35 p.m. Review of Minutes: The August 16tn minutes were approved. Housin~ Implementation Plan - Identification of Sites: The letter was sent to Hamlet Stakeholders on September 7th and John Vahey will provide the Commission with an update at the next meeting. Cotta~es/CDCLI Update: · Covenants and Restrictions: The Town Board adopted a resolution to accept C&Rs that includes the Town's option to purchase sites as they become available. · Homebuyer Education Classes: Classes have ended and currently potential homeowners are enrolling for "one on one" counseling at the Human Resource Center. Leslie Weisman requested that a simple letter/card be sent to those households who did not complete the classes to ascertain why they did not finish attending classes. · Architectural Plan: CDCLI will provide the plan to the Commission once it is complete. Hamlet Studies Update: Leslie provided an update that the Town Board, Planning Board and Planning Department will work to implement Hamlet Study recommendations through: re-engaging existing stakeholders, recruiting additional stakeholders as needed, adopting HALO maps, developing mini-master plans for hamlets, etc. All of this information will be integrated within the soon to be created Comprehensive Plan that will also include the HAC's Housing Implementation Plan. Apartment Rentals: Jenny Gould stressed the importance of providing apartment rental opportunities because many Town residents are overburdened with rental payments and some are living in unsafe places. A policy to promote apartment rentals, should include developing: accessory apartments, apartments above stores, Section 8 rentals, an amnesty program for those apartments brought up to Code, tax credits, education for landlords and tenants. Fundraisin~ for Housin~ Fund: While some funds will be forthcoming through inclusionary zoning provisions in the subdivision code, Phillip suggested that fundraising be considered as a possible subcommittee/task of the Commission in the future.
